REFERENCE QUESTION GOVERNMENT

RESPONSE Page Section Para.

2 A A.2 Under Article IX, #4 of the NATO

Agreement with Romania, it states: The conditions of employment and work, in particular wages, supplementary payments and conditions for the protection of workers, shall be those laid down by the legislation of the receiving State. Such civilian workers employed by a force or civilian component shall not be regarded for any purpose as being members of that force or civilian component.

Question: Understand that the awarded contractor is required to pay civilian workers in accordance with Romanian law, including all social contributions and benefits. Is this correct?

The Contractor shall comply with all Romanian labor laws as applicable.

ELINS Upon review of the ELINS, there are no lines for Management and Administration on the Region, Naval Surface Warfare Command, or Naval Supply Command levels. How should pricing for Management and Administration be included in our pricing for this contract?

Reference Section B, Item B.6 Fully Loaded Pricing. Costs for technical specifications 0100000 and 0200000 shall be considered overhead;

therefore, their costs shall be allocated and included throughout the prices quoted for all other technical specifications.

Could you please provide Attachment J-1 Corporate Experience form in Word format?

I'm requesting this because the formatting does not come out legibly when we try to convert the PDF that you provided.

Word version of Attached J-1 Corporate Experience form provided with Amendment 0006.

162 3.1 Question: To be clear, if a service order limit is $2,500.00 and material and labour cost for repair exceeds that amount, the contractor will be responsible for all cost up to the service order limit. Is it the Goverrnment's intent and responsibility to reimburse contractor for 100% of the difference between the total cost of repair and the service order limit amount?

Per 0200000, Spec Item 3.1, Related Information, if non-recurring work is issued for repairs, the Government will only pay for the portion of labor and/or material that exceeds the service order limits.

151 Section C - Annex 1501000 Facility Manageme nt Spec Item 3.4

3.4 Specification states that the contractor shall

provide a technical library and drawing room.

It would seem impractical, as well as inconvenient for NAVFAC, for the contractor to lease a separate facility for the technical library and drawing room. Is the facility housing the technical library and "drawing room" a government furnished facility?

The Contractor is expected to provide the techical library services as part of the government furnished facilities listed/discussed in Annex 0200000 Spec Item 2.4.1

151 Section C - Annex 1501000 Facility Manageme nt Spec Item 3.4.1

3.4.1 Please provide workload data. This is a new requirement and workload data is not available.

The Contractor shall use their expertise in providing similar services to estimate the workload.

Annex 0200000 Management Administration and individual Annexes detail US Citizenship and Security Clearance requirements.

0402000 As Attachment J-0402000-05 does not appear to have been provided, please provide Government's minimum required staffing for this service.

2.2.8 for staffing requirments.

J-0402000-05 lists References and Technical Documents.

1001000 Please provide associated workload for each spec item.

1400000 3.1.2 Section states "...It is estimated that there will be an average of 360 linen exchanges per month." This appears to be in the context of contractor providing replacement linens when no longer serviceable. Please confirm that 360 sets of linen need to be replaced per month OR that the contractor is required to launder 360 sets of linen per month.

The Contractor shall replace linens when no longer serviceable. Linen exchange services are provided to exchange clean linens for dirty linens. The Contractor is responsible for providing clean linens. Per spec item 3.1.2, it is estimated that there will be an average of 360 linen exchanges per month.

158 1500000 2.4.1 What is the historical frequency of Universal Console Controller (UCC) watchstanding by contractor personnel?

See Spec Item 2.4.2 for expected percentage of time for each readiness condition;

however, if any of the expected percentages are exceeded the Contractor is required to provide services at the readiness condition level as stated.

158 1502000 2.4.2 Condition 1 requires one UCC operator and one plant rover: Is this coverage around the clock when activated, or just normal working hours?

As stated in Spec Item 2.4.1, "the AAMDS is a 24/7, 365 day per year mission which will require 24/7 support at requirements conditions of readiness as detailed in Spec Item 2.4.2."

0200000 Spec. 2.15.2.1, the Contractor shall at the Government’s request, provide proposals for non-recurring work within two days.

Question: Given the wording of B.6 Fully Loaded Pricing, how does the government intend to compensate the Contractor for these two-day turn around proposals?

The Government will not compensate the Contractor for individual non-recurring work proposal preparation.

0200000 Spec. 2.15.2.1, the Contractor shall at the Government’s request, provide proposals for non-recurring work within two days.
