QUESTIONS AND ANSWERS #5
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. In Section L-4 (9) it gives instructions as to what we’re supposed to fill out for the solicitation package and in particular, Completed Special time Boxes. The last sentence states “Offerors shall include two dates in Box 24: (1) the earliest date on which the offeror could commence performance of the ramp-up period, as outlined in F-1.1, and (2) the estimated date on which the vessel will be ready for delivery, as outlined in F-1.2.”
First, I do not understand what dates you’re looking for. Are you requesting the (1) date that we will start converting the vessel after the award to meet the specific needs of the contract or, the date the ship will actually arrive on the West Coast? Can you please clarify? In addition, I cannot locate in the Solicitation an F-1.1, or F-1.2. Where are they located?
Answer: There are no paragraphs F-1.1 & F-1.2. The last two sentences of Section L- 4(9) should not have been included in the solicitation. An amendment will be issued to update the requirement to remove the last two sentences in section L-4(9).
2. The current vessel, HOS DOMINATOR, has a crane that is certified by both Lloyds Register and the International Cargo Gear Bureau (ICGB). Per 46 CFR 107.258, ICGB is one of two organizations approved by the USCG to issue crane certificates for U.S.
flagged vessels (the other is ABS) under subchapter L.
The crane currently performing on this mission meets the standards under the current contract but may not be able to be certified by ABS.
We therefore respectfully request to make sure that the technical team and sponsor is aware of the above and whether or not they consider the current crane on the mission as acceptable (assuming it’s upgraded to meet the man-riding requirement).
Answer: Certification shall be by ABS or an equivalent IACS society may be used for manned lifts. An amendment will be issued to update the requirement to revise section C1.11.2.2 to reflect this answer.
