QUESTIONS AND ANSWERS #2
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Please confirm if there is a prior vessel/contract for the SRDRS vessel requirement.
ANSWER: The current solicitation is a follow-on contract to N00033-11-C-2000 awarded to Hornbeck Offshore Services, LLC, for the HOS DOMINATOR.
2. According to the Q & A posted for the above RFP, the required crane must be man rated, however, please confirm the level of man rating capacity required. In order to provide a man rated crane, ABS will require a 5 times multiple of rated capacity. For example, a crane with 25,000 lbs. of safe working load capacity, with a full man rating, would require that the crane is actually capable of lifting 125,000 lbs. in order to acquire the man rating from ABS. This would be a huge difference in size, cost, etc. I understand the requirement to provide a crane on the vessel capable of lifting 25,000 lbs. at 15' over the side of the vessel. Please confirm whether the required man rating is at the full 25,000 lbs., or some lesser amount. This will allow us to properly size the crane for the proposed vessel. What is the safe working load of the crane on the current support ship and is it fully man rated or man rated to a lesser amount than the full capacity?
ANSWER: The man rating will be required for 2,500 lbs. Per ABS, it is possible to have a "dual certification for a crane - one for cargo, and one for human lift. The crane certificate will note the multiple lift capacities. An amendment will be issued to update the requirement to reflect this answer.
3. The basic pricing data (attachment 3) has formulas added to determine the daily hire rates based on the days in each period. The days used in the formula for some of the periods are not correct based on the information in box 4 of the RFP.
ANSWER: An amendment will be issued to correct attachment 3 to reflect the correct days in each period.
