MILITARY SEALIFT COMMAND
N62387-15-R-2020
QUESTIONS AND ANSWERS #3
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Please provide the daily rate for the current SRDRS vessel contract.
ANSWER: All MSC charter rates are posted to:
http://www.procurement.msc.navy.mil/ “Military Sealift Command –Summary of Charters”
2. Please clarify the crane requirements of section C1.11.2 of the solicitation (This is a further clarification question to question #2 previously posted to FEDBIZOPPS in Q&A #2)
ANSWER:
The following crane capabilities are required:
The vessel shall have the capability for lifting and moving the Submarine Rescue Chamber (SRC) and other mission equipment, supplies, equipment, etc. It shall be able to reach a minimum of 15 feet over the side where the crane is located with a minimum safe working capacity of 25,000 lbs (able to lift the Submarine Rescue Chamber unmanned) at the 15-foot outboard reach.
The vessel shall have the ability to conduct Atmospheric Diving Suit (ADS) hand tended operations and surface supplied diving apparatus over the side of the ship and shall be certified for a capacity of 2,500 lbs in accordance with the ABS Rules for Building and Classing Underwater Vehicle Systems and Hyperbaric Facilities, Appendix 4.
If a single crane is used it shall have dual certification – 1 for cargo (Rules for Cranes), and 1 for manned lifts (Rules for Building and Classing Underwater Vehicle Systems and Hyperbaric Facilities).
The crane(s) shall be located on the main deck forward of the aft clear deck or on the 01 level.
The crane(s) shall not be located in or reduce the 34 ft x 98 ft open deck space required by SRDRS. The crane(s) and boom rest(s) shall be located so as to permit unlimited range of motion throughout operations and allow for safe evolution without threat to personnel or GFE. The crane(s) shall be certified in accordance with ABS Rules for Cranes or other commercial equivalent standard.
An amendment will be issued to update the requirement to reflect this answer.
3. Attachment 7 - Minimum Vessel Requirements calls for stability calculations based on "Interface Control Drawing (ICD) 7411191 Rev G (Technical Exhibit 1 - Attachment M). We have found this exhibit in Attachment 9 to the RFP but it says it is 7411191 Rev E. Section C1.9.5 also refers to Rev E. Please advise if there is a Rev G or should offerors use the Rev E that is provided in Attachment 9.
ANSWER: ICD 7411191 REV E is the correct drawing as attached. An amendment will be issued to update the requirement to remove any reference to REV G.
4. Attachment 3 (Basic pricing data) references attachment "C" but we cannot locate "C".
ANSWER: There is no attachment C. An amendment will be issued to update the requirement to modify attachment 3 removing reference to attachment C.
