Question #SubjectReference (i.e. RFP, SOW, Attachment, etc.)Specific QuestionGovernment Response
1Past PerformanceRFP Section B: pg. 67 para 1.2.HDoes the GOV require a copy of the entire contract & subsequent subcontract(s) for each PP requested/highlighted? (Or does the GOV want a copy of the award page only?)The government requires a copy of the entire contract (if the past performance contract reference the entity is performing as a prime contractor) or subcontract (if the past perfrmance contract reference the entity is performing as a subcontractor)
2SOW 3.3 CybersecuritySOW Page 38 - Section 3.3 CybersecurityAll headings and subheadings in Section 3.3 indicate RESERVED. Are there any scope requirements in this functional area or should it be deleted or ignored by the Offeror for the purposes of proposal development?SOW paragraph 3.3 and its subsequent subparagraphs have been updated to reflect current requirements.
3Proposal SubmissionRFP Section L Paragraph 4.0, Page 61The instructions reference submitting through the use of https://safe.apps.mil as well as a physical address for electronic file delivery. It is unclear if files are requested electronically through the safe site only or are requested on media to the physical address.Proposal submissions shall only be made via DOD Safe site. 4.0 updated to remove reference to address.
4Past Performance1.2.d of N6134020R0037_FY21_CC_Solicitation_Document.pdfCited paragraph states: "The offeror shall express this number in terms of total dollars and in terms of percentage of total effort." Does this mean the % of the past perfromance cited's value or % of FY21 Value?Section L.B.1.2(c) and Attachment L-5 has been revised You are asked to identfy the Relevant Dollar Amount actually performed as of the RFP release date. Example: $50M Contract reference where $25M is deemed relevant (other $25M is not relevant to RRL FY 21 scope efforts) but only $10M of the effort has actually been completed. You would identify $10M/$25M for a percentage of 40%.
5Past Performance1.2.e of N6134020R0037_FY21_CC_Solicitation_Document.pdf & Note 3 of paragraph 1.1.k of the same document1.2.e states "Note: Location and Division of the past performance contract

reference shall be the same as the Location and Division performing this instant solicitation." and Note 3 of paragraph 1.1.k states:

"Place of Performance should be the location of the government or contractor’s facility where the predominance of the work was performed." Is the criteria a should or a shall? The criteria is "shall," Section L.B.1.2)(k) is updated to reflect this.
6Atch (1), Appendix ARFP Section J - List of AttachmentsThe List of Attachments provided in the RFP includes a document titled Atch (1), Appendix A for FY21 IDIQ Rating Requirements. This attachment was not provided as part of the appendices. Will the Government provide the Atch (1), Appendix A?Appendix A is included in the GFI package, which can be obtained upon request utilzing attachment L-9, GFI Request Form.
7ClearanceRFPDo we need clearance to proposeClearance information is provided in the DD254, Attachment 3. Please see Attachment (1) FY21 CC IDIQ SOW Paragraph 1.1 Rating Requirements for a table of Rating and Facility Classification that will be required for execution of this contract effort and when Classification is required.
8ILTRFPIf thing s don’t improve with COIVID-19 do you want us quote straight VILT with no insructor? No, assume normal working conditions. Should anything be impacted it will be reviewed and processed in accordance with existing clauses in the contract.
9Past PerformanceRFPSince we don’t have a lot of pre government work, for section 1 can we include samples of work we have done with other companies? Screen shots, results, ROI, training methods, etc. I believe this would give you a good idea how we are qualifiedThe government will accept commercial past performance contract references. Please reference RFP section L.B.1.2a.-h. for the information to be provided with each past performance contract reference and what will be considered for evaluation purposes.
10GFIAtch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020, column O - Recommendation (regarding current state media)

FY21CC IDIQ SOW - RFP Final - 17 June 2020 SOW Section 1.7 Government Furnished Information (GFI): (paragraph 3, page 20)

f. Examples of existing courseware for each rating, if available, at DO RFP. (For RRL the Government does not intend to provide all existing IMI or source files as GFI to discourage the contractor from simply copying and pasting content into a different format. The contractor shall plan as though no existing courseware materials are available.)This column regarding media states "Leverage existing" in many courses. Will the existing media be provided in these instances? The offeror should plan on receiving the media indentified in the SOW paragraph 1.7, GFI upon each DO Award.
11GFIAtch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020 and FY21CC IDIQ SOW - RFP Final - 17 June 2020 SOW Section 1.7 Government Furnished Information (GFI): (paragraph 3, page 20)
f. Examples of existing courseware for each rating, if available, at DO RFP. (For RRL the Government does not intend to provide all existing IMI or source files as GFI to discourage the contractor from simply copying and pasting content into a different format. The contractor shall plan as though no existing courseware materials are available.)Is the contractor correct to assume the existing Performance Support (PS) will be provided as GFI where applicable IAW Appendix A, column G, Approved Recommendation: "Existing PS"
If so what is the current format of existing PS?No, existing PS will not be provided as GFI. The offeror will not need existing PS in any format, but will reference it as appropriate from within the training materials developed by the offeror.
12GFIAtch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020Is the contractor correct to assume that if existing Performance Support (PS) is provided as GFI, that this GFI would not require proprietary or other than Commercial IT products that would be required to view and parse assets?Correct, existing PS does not require proprietary or other than Commercial IT.
13GFIAtch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020Does PS need to go into AIM?No
14PSFRD_Data_Supporting_Workbook_AD_I06A_F414_Final_10FEB2020, "New PS Recommendation Review" tab: Not applicable. No new PS will be created. Is the contractor correct to assume that in Appendix A, where all objectives state "Existing PS" in column G, the contractor will not be required to create any new PS?Correct, the contractor will not be required to create any new PS for objectives in Appendix A stating "Existing PS" in column G.
15GFIAtch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020, column O - Recommendation (regarding current state media)Is the media listed in the FRD a required asset or a recommended asset? The media listed in the FRD, Column G is the required media.
16Existing TrainingFY21CC IDIQ SOW - RFP Final - 17 June 202 SOW Section 3.5.1 IMDP Development: (Paragrpah 2, page 47)
The contractor shall incorporate a hands-on laboratory training approach to the greatest extent practical, making use of the existing training system suite of components, ranging from electronic classrooms to hardware training devices. Is Appendix A, column P, the correct place to identify if an objective has a current training system suite of components?

Should all training system suites listed here be assumed capable of being reused? (I.e., They are not broken or obsolete technologies.)

"AD_T-56_I-Level" tab, column O, has notes "Frame is bent / distorted; feather position for rigging procedure makes training difficult" about the current training system.

Will the government provide additional information for clarification on these comments? Yes, Colum P is correct. No, all training system suites listed should not be assumed capable of being reused.

Any comments regarding the condition of existing training systems do not apply to the FY21 Content Conversion contract and shall be disregarded.

17 Training Equipment Atch (1)_APPENDIX C Terms and Definitions -17 June 2020 (paragraph 3, page C-20) Training Equipment

• If actual equipment is recommended within an Instructor-Facilitated Interactive Training (IFIT) RRL instructional strategy, then the requirement is to use operational equipment if available, or to develop, replicate, stimulate, or simulate operational equipment used to complete the task within a Training Equipment environment. How does the contractor know whether to "use operational equipment if available, or to develop, replicate, stimulate, or simulate operational equipment…"?

In the FRDs all "Actual Equipment with Instructor" objectives have their hours categorized at the IMI2 level in the Appendix A, IMI Roll Up tab and the CLIN Pricing Structure totals. Does this mean they all fall under the "use operational equipment" requirement and not the latter requirement, which would appear to be Complex Media?Operational equipment is not part of this contract. Within the IMI Rollup Tab, all actual equipment with instructor = IMI 2 hours. All new ICW4 with hardware = IMI 2. Existing ICW4 with hardware = IMI 1. This information can be found in Appendix A, Column G under the individual Rating/Path tabs.
18TerminologyAtch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020Are we correct to assume that where the delivery mode "Actual Equipment with Instructor" is identified there is no requirement from the contractor to produce any media and or performance support material in accordance with the CLIN structure?Incorrect. The offeror will be required to develop IMI1 or IMI2 for lab events.
19TerminologyAtch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020, "IMI Roll Up" tab: **SOJT hours are included in associated IMI Development Hours**Confirm this means that wherever SOJT hours are listed in the Appendix A spreadsheet, they have not been included in the total IMI hours listed on the IMI Roll Up tab and CLIN pricing.

If confirmed, can you expand upon why these hours are not counted as part of the development effort?

Does SOJT content need to go in AIM? Confirmed. SOJT is anticipated to be created during courseware development to align with the content as applicable. Offerors are instructed to review the Attachment (1) Appendix (A) layout to identify when/where SOJT is required and consider that within your unit pricing.

Yes, SOJT content needs to be able to go into AIM.

20 Gap/FEA Analysis Atch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020, "FY21_LO_Count" tab: *Count includes gaps and is not final until Gap/FEA analysis is performed and finalized. When will the Gap/FEA analysis be finalized? Does this have implications on courses in DO 1 that have Gap/FEA analysis placeholders? GAP/FEA will be finalized prior to each DO Award.

Should the GAP/FEA result in changes to the hours of IMI and requirement in DO 01, DO 01 SOW and DO 01 SOW Appendix (A) will capture that to reflect the appropiate hours of IMI to be priced at the DO level, utilizing the unit pricing awarded on the IDIQ contract.

21Gap/FEA AnalysisAtch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020, "FY21_LO_Count" tab: *Count includes gaps and is not final until Gap/FEA analysis is performed and finalized. If a Gap/FEA analysis is conducted, are training hours anticipated to be adjusted? The government believes the estimates provided for hours of IMI are accurate. However, should the GAP/FEA recommend different hours of IMI (more or less hours), the DO SOW and DO Appendix (A) will reflect those hours prior to DO award and utilize the unit prices for each level of IMI on the IDIQ Contract Award in arriving at a DO Price.
22LO DataAtch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020FT does not have a tab for FRD LO data. Is this because it is classified?Yes, the data will be provided upon need at DO award.
23FT PSAtch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020
FT Rating tabsIn the FT rating, how much, if any, new PS will be required?New PS is not required for FT.
24IT Classified work in FRDAtch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020The SOW states the IT rating will have classified work. In appendix A, the "IT" tab does not separate the hours accordingly as ETV and FT do. Are the hours included in this FRD or are there additional hours?IT does not have classified work. Attachment (1) IDIQ SOW has been updated and is provided as part of Amendment 1.
25FRD GFI CommentAtch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020, "AM_F-18 tab"Is the contractor to assume that Column O states, "Update to MDART instead of IETMs.

Optimized Organizational Maintenance Activity (OOMA) instead of NALCOMIS."

Will descriptions or integrations documents for these software systems be provided?Yes, the government intends to provide relevant software systems at each DO award.
26FRD Title and NotesAtch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020What does column R's titles mean and do the notes in the column need to be incorporated during the contract?Column R is not relevant for the RFP and should not be used. Please reference column G.
27CLIN Pricing SDIT IMI 1 QuantityAtch (L-6) CLIN Pricing Form

CLIN Pricing Form

Cell D8Where are the 2 hours of SDIT - IMI 1?The 2 hours of SDIT IMI -1 were included for pricing information. Presently, there are not currently any SDIT IMI-1 hours identified; however, this may change with the completion of Gap Analysis; therefore the government is requiring the pricing for all levels of IMI, SDIT and IFIT.
28SIPR NETDD254Are we correct to assume that the offeror would require SIPR NET access at the offeror's facility at time of award? This contract effort does not require SIPR NET access at the offeror's facility. Attachment (1) FY 21 CC SOW section 3.2.1 Classified Processing and Access to Classified System states:

A SECRET facility clearance is required 30 calendar days after DO award. The contractor shall present a plan to get its classified network certified by Defense Counterintelligence and Security Agency (DISA) (formerly the Defense Security Service (DSS) for the effort to include a timeline of when the contractor will be able to securely store, view, and process, classified data for this effort and present this plan and timeline at the Post Award Conference (PAC). The Contractor shall have a functional secure phone and phone line for classified voice communication discussions up to the level of Secret within the contractor’s existing classified facility.

29SCI AccessDD254In our evaluation of the ratings we are unable to identify where SCI access would be required. Can the government clarify which ratings will require SCI access? If SCI access is not required recommend the government revise the DD254 for the solicitation.SCI is no longer required. An updated DD254 has been provided in Solicitation Amendment 1.
30Complex Media- MCDsAttachment (2) - FY21 CC DO 001 SOW - 17 June 2020

Complex Media Requirement

(Paragraph 1, Page 2)Is it anticipated that the hours for complex media will be adjusted after the contractor receipt of the MCDs with a change plan? No, the MCD GFI is not anticipated to change the hours. Should the hours or software design data change, a modification will be processed in accordance with the changes clause to capture any potential cost impact.
31LicensingAttachment (1) - FY21CC IDIQ SOW - RFP Final - 17 June 2020

SOW Section 3.3.7 (Paragraph 3, Page 38)

"The Contractor shall deliver the commercial item software with the associated vendor manuals, documentation, physical media, warranty information, licenses, and installation procedures. The Contractor shall transfer to the Government at software acceptance, the commercial item software licenses. The Contractor shall provide unlimited, no-cost Government run-time, end-user licenses for final training content products."Are we correct to assume that the contractor will provide EULAs for any tools that were used to build content regardless of if the content itself was built in a non-proprietary tool?Yes.
32ICW4 with HardwareAtch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020There appears to be an inconsistency in the terminology used in Appendix A- ICW4 w/ Hardware hours seem to be categorized as IFIT IMI1 in the FRD totals tabs (e.g., AM F-18, AM E-6B O Strand, AM H-60). In the DO 1 SOW these same learning objectives are categorized as IFIT IMI2. Can the government please clarify what the correct category is?
DO 1 SOW has been adjusted to reflect the correct data.
33DO 001 SOW HoursAttachment (2) - FY21 CC DO 001 SOW - 17 June 2020

(Table 1, Page 1) and

Atch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020 Multiple Tabs In our evaluation there is a discrepancy in the total hours in the below ratings between what is listed in DO 001 and in the FRD document (total hours minus SOJT):

- AD 414

- AM E-6B

- AM Adv Comp

Can you clarify this discrepancy?DO 1 SOW has been adjusted to reflect the correct data.

39Atch (L-6 CLIN Pricing Form.xlsx/Attch (2) FY21 CC DO 001SOW – 17 June 2020.docsExcel/ SOW-Pg 3What is the period of performance? The Excel attachment refers implies that the unit price is for no more than one period or one year. The SOW refers to Period of Performance of “36 months after award”.The IDIQ has an ordering period of 48 months with all CLINs with unit pricing lasting from IDIQ award through 24 months after award (See F.2 Ordering Period). The Excel Attachment replicates Section B and the unit prices will be incorporated into Section B of the of the IDIQ Contract at the time of award. The unit price per hour of IMI is valid for the two year ordering period identified in F.2 Ordering procedures, which the government will utilze these unit prices against the amount of courseware hours identified in the DO SOW and DO Appendix A (this won't be final until after award). Attachment (2), FY 21 CC DO 001 SOW identifies the planned Ratings/Paths for the first DO, with the delivery timeline identified in Page 3 for each Rating/Path. For Example, MA CC will have a 24 month Delivery Period after the award of the first DO, AD (A-School Path) will have a 36 month delivery date after DO Award.
40Attachment (1) - FY21CC IDIQ SOW - RFP Final - 17 June 2020.docxPg 20 of 92/ 1.7 Government Furnished Information (GFI)If I’m reading this correctly, we will not receive any source files of existing courseware?
“f. Examples of existing courseware for each rating, if available, at DO RFP. (For RRL the Government does not intend to provide all existing IMI or source files as GFI to discourage the contractor from simply copying and pasting content into a different format. The contractor shall plan as though no existing courseware materials are available.)The offeror shall plan as if no existing courseware materials will be provided for contract execution. Examples of existing courseware, if available will be provided at DO Award based on SMEs' input that reusable media for a given lesson is appropriate.
41Attachment (1) - FY21CC IDIQ SOW - RFP Final - 17 June 2020.docxPg 50 of 92/ 3.5.2.5 Test Package Development (Assessments)Just want to confirm that Moodle or Questionmark Perception are the absolute only places to develop any and all questions. None are allowed to be embedded/created within items such as Captivate or Animate (such as Checks on Learning)? The requirement is for assessment items to meet the QTI specification (not CeTARS). Moodle or Questionmark Perception are two possible tools to use for developing QTI-formatted assessments. Checks on learning may be developed in the selected authoring tool.
42CLIN requirements for Performance Support (PS)Attch L-6 - CLIN Pricing Form, CLINs 1010 - 1016CLINs 1010-1016 include the phrase "Includes Performance Support Materials", yet there is no definition of what this means within the scope of the CLIN price. There is no guidance on the scope of PS materials required. Appendix F provides a definition of PS. Appendix C also provides a slightly different definition which states PS "is designed as on-the-job performance support..."

Is PS required for every IMI hour? Is SOJT required for every IMI hour? Is this in addition to the one hour of IMI content in each CLIN? Can the USG provide more guidance on what this phrase means in the context of each CLIN price? Section C, C.2. CLIN Descriptions for CLINs 1010 - 1016 specifically states that these CLINs shall be inclusive of all necessary Performance Support Materials. Amendment 0001 of the solicitation further adds SOJT as a point of clarification/transparency.

For those LOs in the FRD that require PS (and/or SOJT) products, the offeror shall develop PS (and/or SOJT) products in conjunction with developing the lesson materials. PS will likely be used both as a training aid and as on-the-job support. The PS is anticipated to be either a checklist, picture, diagram, decision table, demonstration video, or demonstration animation as appropriate.

Not all LOs require PS or SOJT. Development of PS and SOJT is not in addition to the hour of IMI content. Offerors are advised to review the Attachment (1) SOW Appendix (A) to see the make up of requirements to estimate how to bid your pricing appropriately.

Section C in the RFP document has been updated to clarify this information.

43 CLIN requirements for Performance Support (PS) Appendix A

CLIN requirements for Performance Support (PS)The media types included in Attachment L-6 for CLINS 1010 through 1016 state the Offeror should assume "Includes Performance Support Materials."
•The FRD for the F-414 Rating indicates the following for PS recommendation "Not applicable. No new PS will be created."
•Are we correct to assume that the maximum quantity of media type hours provided will include development of Performance Support materials when indicated at the DO/Rating Path level post award (e.g. x hours of the 6,755 for IFIT-IMI2 hours will be allocated to support Performance Support for a DO/Rating Path)?
•Are we correct to assume that Performance Support is not included for every hour (1 hour) by media type (e.g. every hour of the 6,755 for IFIT-IMI2 hours will include Performance Support)? No, this assumption is incorrect. In the example of 6,775 hours of IFIT IMI-2, only those LOs in the FRD supporting data workbook (Appendix A column G) that indicate PS will have PS products. The offeror is advised to review the make up of the Appendix (A) in considering how to price their unit prices per hour of IMI. It is incumbent on the offeror to factor this into their pricing unit pricing.

Yes, this assumption is correct, only those LOs in the FRD supporting data workbook (Appendix A column G) that indicate PS will have PS products.

44Electronic SubmissionRFP Pg. 68 of 81, Paragraph 2.1(b)Will the Government please confirm whether CD-ROM submission of the Price Volume will be required in addition to the SAFE proposal submission?Initial proposal submissions shall only be made via the DoD Safe site, Section L.B.2.1(b) updated to remove reference to CD-ROM
45Section 508 ComplianceIDIQ SOW 3.5.2.1 (Pg 49 of 92) and 3.5.2.10.1 (Pg 52 of 92) and 3.5.3.1 (Pg 58 of 92)Section 3.5.2.1, 3.5.2.10.1, and 3.5.3.1 of the FY21 IDIQ SOW requires all prototypes of all media types be tested to ensure Section 508 compliance as part of NeL Contractor Testing. Section 508 Compliance requires Federal agencies to make their electronic and information technology (EIT) accessible to people with disabilities. Applying this requirement to the development of training will require significant effort beyond the normal level of effort to produce new courseware, typical of past DoD courseware development contracts. There are many additional design features required to be 508 compliant. For example, animation and video used for training would require that text equivalent or closed captioning be included. Captioning and transcripts of audio would also be required. Removal of this requirement would ensure the cost and schedule of all the ratings for FY21CC effort to remain consistent with current program cost and schedule estimates. Retaining this requirement significantly affects the cost and risk of content development. Will the Government consider removing this requirement? The government has considered your question but will not remove this requirement. Per NeL hosting requirements, "it is the Government Sponsor’s responsibility to ensure their content meets 508 compliancy;" therefore, the offeror shall develop its approach to Section 508 by providing its 508 checklist during program execution.
46Supply vs. Service ContractsRFP Pg. 77 of 81, Paragraph B 1.0 (e) 5th bulletRegarding assigning a Performance Confidence Assessment Rating, the 5th bullet states, “past performance contract references where IMI and/or complex media is delivered under a supply contract will be given more weight than past performance contract references where the contractor is supporting under a service contract.” It is very typical for Government agencies to procure new courseware products under service contracts due to the fluidity of requirements as well as accommodating multiple different courseware products over the lifetime of the service contract – much like what is intended for the FY21CC IDIQ contract. Additionally, these service contracts may include other training requirements and require these training requirements be fulfilled at multiple geographically separated locations and at different classification levels. In many cases, managing the many facets of multiple training requirements while developing and delivering new courseware on these service contracts is more complex than a ‘supply contract’ to develop courseware alone. For this reason, will the Government give ‘service contracts’ equal or more weight than ‘supply contracts’ in determining a Performance Confidence Assessment Rating? The government has considered the differences between supply and service contracts, and while there are different complexities identified in the example provided in the submitted question, it does not align with the requirements of the FY 21 CC effort. Furthermore, FY 21 CC is a supply contract effort (PSC 6910), where the offeror is required to deliver in accordance with the technical requirements outlined in the SOW and supporting technical documents. Service contracts require a higher degree of oversight from the government (CORs involved) and does not align with how the RRL FY CC efforts are executed. As a result, the government believes the weighting outlined in the solicitation appropriately captures what is needed to determine a Performance Confidence Assessment Ratings to measure the government's confidence that the offeror will successfully perform the solicitation's requirement.
47Size of Courseware Development EffortRFP Pg. 77 of 81, Paragraph B 1.0 (e) 7th bulletRegarding assigning a Performance Confidence Assessment Rating, the 7th bullet states, “past performance contract references for which the primary scope is courseware development will generally be considered of more significance than for those which the primary scope is not courseware development. Further, for past performance contract references for which the primary scope is not courseware development, the less that the Demonstrated Past Performance information addresses courseware development, the less significant these past performance contract references will be.” Given the Government will be evaluating Scope and Magnitude of each past performance contract for Relevancy per RFP Section M, Part B, 1.1, we believe that if the relevant dollar amount of courseware development of the past performance contract is equal to or greater than the instant solicitation requirement, it is irrelevant as to the past performance contract's relative scope of courseware development. For this reason, will the Government delete the 7th bullet from Section M, Part B, 1.0, e)?This bullet seeks to address instances where a contractor might perform courseware development work related to the scope and magnitude outlined in the solicitation, but also includes other non courseware development work in the same contract, specifically when courseware development is not the primary scope. Where courseware development is not the primary scope, the CPAR/CPAQ completed on a contract reference where courseware development is not the primary work also accounts for the evaluation of demonstrated past performance for non related courseware efforts, which are not germaine to the RRL FY CC efforts. As such, past performance contract references for which the primary scope is courseware development will generally be considered of more significance than for those which the primary scope is not courseware development.
48Monthly Invoices or Progress PaymentsRFP Pg. 31 of 81 and Pg. 37 of 81The RFP includes FAR 52.216-7 ALLOWABLE COST AND PAYMENT (AUG 2018) (pg. 31) and 52.232-16 PROGRESS PAYMENTS (APR 2012) (pg. 37). The FFP CLINs are bid at unit prices.

Will the Contractor be able to submit monthly invoices for FFP CLINs based on the quantity of units completed and accepted by the Government or must the Contractor submit progress payment requests based on actual costs incurred until all work is completed?

52.216-7 only applies to CLIN 1019 (Travel - IMI Development) since that is a Cost type CLIN. The offeror will be able to submit Progress Payment submissions IAW 52.232-16 for the total amount of FFP effort on each Delivery Order until delivery.
49Section B SubmissionRFP Pg. 68 of 81, Paragraph L 2(b)Page 68 - RFP Section L 2(b) states: This Volume shall also contain a copy of Section B with the Contract Line Item (CLIN) Unit Prices and, for evaluation purposes, the Total Prices filled in using the estimated quantities value in the solicitation and the instructions below. Please utilize the Section B format provided within this solicitation and provide Unit prices and total amounts directed in Section B.”

Can the Offeror fill in the unit prices and Max Amounts on a PDF document extracted from RFP pages 2 through 7 or must Section B be converted to excel?

Yes. A .pdf document will suffice. However, please note the reference to "The unit prices and net amounts per CLIN shall be the same as the submission of Attachment L-6, CLIN Pricing Form, as discussed under 2.3(b) of this Volume". A completed Section L-6, CLIN Pricing Form must still be submitted.
50Type of AwardRFP Section M, Part A, Paragraph 1.0,Reference indicate "indicates "Government expects to select one offeror", is this to be awarded only as a Single Award Contract or could the government make multiple awards? The government will award to a single offeror.
51IDIQ SOW 3.5.4 - Complex MediaIDIQ SOW 3.5.4 - Complex Media Types - page 61; Attachment L-5 g.1 Scope of Effort; Att. L-6, CLIN Pricing FormComplex media types (SOW 3.5.4) is one of five SOW sections being used to determine relevant scope. Yet, per the CLIN requirements (L-6), this category will only be required for 1.11% of the total content developed (81 of the 7,318 hours of IMI content).
Will the government consider dropped this SOW para. from L-5 since it is a requirement for only 1% of the future work? The government has considered your question however we determined that capturing this work as part of the scope is important to assessing a confidence in successful execution of the RRL Contract requirements.
52Attachment L-5 ScopeAttachment L-5 - g.1 Scope section1. Attachment “L-5 g.1 Scope” requires us to compare our Past Performance to selected SOW paras. 3.5.1, 3.5.2, 3.5.3, 3.5.4, 3.5.7 and 3.5.8. Most of these sections have sub-paragraphs.
Do we address all sub-paragraphs as well as the main (level 3) paragraph? For example, 3.5.2 lists media types. We could describe how/if our effort addressed the media types listed. However, if we address the sub-paragraphs, we would also show similarity to Style Guides, Prototypes, SSBs, OSLs, reviews, test items, admin, TCSDs, TPSDs, TSSDs, T&E, and others. This yields a much longer response. The offeror is advised to support how their past performance contract reference compares to the SOW paragraphs outlined, inclusive of subparagraphs as the offeror deems fit to address the scope requirements of the solicitation. Offerors are required to cite specific paragraphs and contract CLIN(s) from their provided documentation in the corresponding Attachment L-5 worksheet to support the prime and principal subcontractor’s comparison of the past performance contract references’ similarities to the instant solicitation’s work. The burden is on the offeror to determine if/when subparagraphs are addressed within the SOW paragraphs to illustrate relevancy of scope as outlined in the solicitation.
53FormattingSolicitation Document Section L 2.0Please confirm the formatting restrictions are not applicable to the Government provided Att L6 CLIN pricing formFormatting restrictions do not apply to government provided templates/attachments. Please keep those documents in the format provided.
54PricingAttachment L6 CLIN Pricing FormAre offerors only to complete the CLIN Pricing form tab and not the instructions tab?The instructions tab provides guidance on how to fill out the CLIN Pricing form tab and thus not to be filled out. The CLIN Pricing Form tab shall be the only tab edited to input unit pricing.
55Contract ValueSolicitation Document 52.216-19 Order LimitationsThe max amount in this clause differs from the max amount in Section B.This is an oversight. The max amount is $93,024,643.00. RFP has been updated to correct the clause at 52.216-19.
56DO 001 SOWAttachment (2) - FY21 CC DO 001 SOW - 17 June 2020 (Table 1, Page 1) & Atch (1)_APPENDIX A IDIQ Rating Requirements_17JUN2020
Multiple TabsIn reviewing the DO SOW (Attachment (2)), we noticed the solicitation does not require addressing or submitting anything in response to this attachment. Can you confirm that is the case?Correct. The DO 01 SOW, along with Section L-10 Est. IDIQ DO Award Schedule, is provided for informational purposes to assist offerors in understanding the type of information presented in DO execution expected after award. Furthermore, Section L-10 provides an estimated timeline on how the government anticipates awarding DOs following the award of the IDIQ contract, keep in mind - THIS IS AN ESTIMATE AND THE GOVERNMENT RESERVES THE RIGHT TO CHANGE THE EXECUTION OF THE RATINGS/PATHS IN THE DOs. Additionally, the hours, delivery time, etc are subject to change to reflect requirements at the time of DO Award. Attachment (1) Appendix A IDIQ Rating Requirements is provided to illustrate anticipated requirements for this effort. Given this is an Indefinite Delivery Indefinite Quantity contract, at the time of DO award a final DO SOW, DO Appendix (A), etc will be provided that will then utilize the unit prices established as a result of this solicitation.
