1.1

SCOPE.

This Statement of Work (SOW) sets forth the contractual requirements for providing Maintenance Support Services (MSS) for the Fleet Readiness Center Mid-Atlantic at Patuxent River (FRCMA-PAX), Maryland. FRCMA-PAX provides direct support primarily to squadrons/activities assigned to Naval Test Wing Atlantic and Naval Air Station Patuxent River (NAS PAX RIVER) and other activities (e.g., Foreign Military, other DOD branches, etc.) as may be directed by the United States Government (USG). Under this contract, the Contractor is required to possess working and demonstrative organizational level knowledge and expertise to seamlessly dove-tail/integrate qualified personnel into an existing and functioning – CNAFINST 4790.2 (series) governed - Navy test, restoration rebuild, maintenance, and repair organization (FRCMA-PAX). The Contractor is required to perform as a functional part of the FRCMA-PAX maintenance organization/team in support of the FRCMA-PAX maintenance requirements and priorities to meet the Navy’s maintenance support mission. The Contractor is required to provide maintenance support expertise and subject-matter-experts to ensure uninterrupted support in specified Level II, and limited Level III aircraft maintenance and administrative support on aircraft components, engines, and Support Equipment (SE) as specified in this SOW. The Contractor shall comply with all maintenance, safety, and quality assurance criteria as specified in this SOW and documents, manuals, directives, and instructions delineated in the SOW.

NOTE: APPENDIX A to this SOW provides the abbreviations and acronyms that apply to this SOW.

1.2 GOVERNMENT REPRESENTATIVES AND SCHEDULING AUTHORITY.

1.2.1 Final scheduling authority for maintenance priorities and workload requirements rests with the FRCMA-PAX Maintenance Production Control. This will normally be systemically conveyed through the FRCMA-PAX Maintenance Plan as authorized by the Contracting Officer’s Representative (COR).

1.2.2 Contracting Officer’s Representatives (COR). The Contracting Officer’s Representative (COR) will be the on-site Government contractual point of contract. The COR may utilize technical assistants, documents/reports, Ground Government Flight Representative (GGFR), and/or assigned USG Quality Assurance Representative(s) (GQAR) to monitor Contractor services in accordance with the Quality Assurance Surveillance Plans (QASP)(Attachment 5) and Part Five of this SOW.

1.2.2.1 The COR and Alternate COR (ACOR), under the cognizance of FRCMA- PAX and PCO, are responsible for technical management of this contract. The COR/ACOR will serve as the PCO’s representative and will be the Government’s sole representative in handling any issues dealing with the contract and the monitoring of Contractor services (in accordance with the contract and QASPs developed for this contract). If the COR or ACOR do not hold the positions of CVS-Trusted Agent (CVS-TA), FRCMA-PAX GQAR and/or Ground Government Flight Representative (GGFR), the CVS-TA, GQAR and GGFR will be considered technical assistants/representatives to the COR for this contract.

1.2.3 Non-Personal Service Statement. Contractor employees performing services under this contract will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the CMSS work standards outlined in the SOW. Contractor employees will perform their duties independent of, and without the supervision of, any USG official. However, due to the critical and high risk nature of the CMS services provided in this contract, the COR/ACOR and/or the GQAR (under cognizance of the COR/ACOR), may provide direction and/or guidance to the contractor in areas mandated by CNAFINST 4790.2 and applicable directives (e.g., safety and quality assurance). The tasks, duties, and responsibilities set forth in this contract may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States USG, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the FAR.

1.3 SITE SERVICES AND LOCATION(S). All work services specified in this SOW will normally be accomplished at FRCMA-PAX, Maryland. The COR may select limited alternate site and off-site aircraft component, engine, and SE maintenance support requirements. Alternate work sites include other facilities located at Patuxent River, Maryland. Off-site work involves travel away from the confines of NAS PAX RIVER by government vehicle or commercial transportation. Maintenance actions that require travel that exceed normal Maintenance Support Hours (MSH) and/or incur travel expenses will be negotiated at the time of the requirement under a Travel CLIN per NMCARS 5252.232-9509 Reimbursement of Travel, Per Diem, and Special Material Costs and Joint Travel Regulations (JTR).
