CONTINUATION PAGE (AMEND 0002)

Amendment 0002 is issued to make the following changes:

1. Attachment S-4 Past Performance Reference has been added.

Request for Specification Clarifications

Question 1. Solicitation - Respectfully request the government consider including the above S-4 format or clarify the current S-4 Past Performance Questionnaire Section L submission requirements for this solicitation (i.e., deconflict who submits the Amendment 0001 S-4 form, the Offeror or a Government POC.)

Response 1. Yes, this Past Performance Reference format will be used. See the updated changes in Amendment 0002.

Question 2. Solicitation - Will the government confirm the 11x17 paper is only applicable to an Offeror’s Staffing Plan input? Is it acceptable to submit the Staffing Plan in an 11x17 format as a separate Excel attachment/document to Volume II, and allow for more than one page, as the magnitude of the staffing plan for Offerors may include more data that can be included on one page?

Response 2. Yes, it’s acceptable to submit the Staffing Plan in an 11x17 format as a separate Excel attachment/document to Volume II, allow for more than one page.

Question 3. Solicitation - To alleviate an Offeror’s concern for their official Proposal submission compliance requirements, would the government please provide an updated SF 33 with Block 9 showing the proposal due on December 23, 2024, at 10:00 PST?

Response 3. A conformed copy of SF33-Amendment 0002 is uploaded as an attachment that shows Block 9 filled out.

(a) The contractor shall not charge, and the Government shall not pay, as an allowable cost under this contract, any manhour costs (whether straight-time or overtime) for contractor personnel or subcontractor personnel traveling to or from worksites, including travel to worksites other than the contractor's facility for performance of contract work.

(b) Workers being paid under this contract, as prime contractor personnel or subcontractor personnel, will complete a full shift at the worksite, and no compensation will be paid for travel time before or after the shift.

(c) This requirement pertains only to payments for travel time before or after these workers' regular shifts (commuting costs), and does not apply to legitimate travel costs incurred during normal working hours, provided that those costs are otherwise reasonable, allocable and allowable and approved in writing by the Government. This requirement does not apply to manufacturer's representatives or Original Equipment Manufacturer (OEM) representatives when specifically required by the Government work specifications.

(d) Additionally, the contractor shall not charge, and the Government shall not pay, any transportation costs under this contract associated with transporting contractor or subcontractor personnel between the contractor's facility (or subcontractor's facility), and any other worksite to perform ship repair, maintenance or modernization.

Transportation costs include, but are not limited to, bus fare, car fare, train fare, or boat fare, paid by the work force, or paid by the contractor on behalf of the work force.

(b) The Government shall make payments to the Contractor, subject to and per the clause in this contract entitled "Fixed Fee" (FAR 52.216-8) or "Incentive Fee", (FAR 52.216-10), as applicable. Such payments shall be submitted by and payable to the Contractor pursuant to the clause of this contract entitled "Allowable Cost and Payment" (FAR 52.216-7), subject to the withholding terms and conditions of the "Fixed Fee" or "Incentive Fee" clause, as applicable. Fee paid per hour shall be based on total fee dollars divided by total hours to be provided. Total fee(s) paid to the Contractor shall not exceed the fee amount(s) set forth in this contract. In no event shall the Government be required to pay the Contractor any amount in excess of the funds obligated under this contract.

Section C - Descriptions and Specifications

STATEMENT OF WORK (SOW)

1.0 SCOPE

1.1 BACKGROUND

Southwest Regional Maintenance Center (SWRMC), as a Naval Sea Systems Command (NAVSEA) Regional Maintenance Center (RMC), has primary mission responsibilities to provide direct support to Type Commanders and their U.S. Navy fleet assets. SWRMC provides intermediate-level (I-level) ship maintenance and repairs, oversight for major depot-level (D-level) shipyard maintenance and repairs, and fleet technical assistance (FTA) and assessments for all U.S. Navy ships and submarines homeported in or visiting the Southwest U.S. region. As a relatively new capability, SWRMC also provides expeditionary maintenance support to LCS class ships worldwide, with this support set to expand to include DDG-1000 class and other ship classes. As the largest and most diverse of the Intermediate Maintenance Activities (IMAs) within the RMCs and Naval shipyards, SWRMC Production Department (Code 900) is responsible for providing I-level maintenance and repair support and selective maintenance training to over 100 surface ships, submarines, shore activities and other commands of the U.S. Pacific Fleet. The Department is comprised of a large, blended workforce consisting of active duty military, civil service, and support service contractor personnel.

SWRMC Production Department is broken into four Product Families, with each Product Family containing multiple Product Lines/Production Shops. The Product Family Product Lines/Production Shops provide I-level (generally beyond ships’ force capabilities, but not requiring major shipyard capabilities) maintenance and repairs for U.S. Navy ships and submarines in the Southwest region. The SWRMC Production Department Product Families currently consist of: Corrosion Control Product Family, Engine Product Family, Machine Product Family, and Combat Systems Product Family. Within SWRMC Production Department, there is also Production Control Division, I-Level Planning Division, Dry Docking Division, and the Off-Site Facility (the contractor autonomously managed facility under this contract). The majority of the work is performed in shops and dry docks located on Naval Base San Diego (NBSD), onboard ships and submarines homeported and visiting the Southwest region, and infrequently at locations around the world. The Production Department shops currently perform approximately 10,000 I-level ship maintenance and repair jobs per year, with that number anticipated to increase as SWRMC Production Department increases capabilities and workload to meet the needs of the Fleet, and keep pace with the anticipated ramp-up of U.S. Navy ships scheduled to be homeported in the Southwest region.

Each SWRMC Product Family is further divided into multiple Product Lines/Shops (see Table 1 – SWRMC Production Department Areas of Support), in which specific types of repairs and services are provided for U.S.

Navy fleet assets in the Southwest region.

1.2 SWRMC MISSION AND VISION

Mission: We develop people who provide innovative solutions that keep our Fleet safe and combat ready.

Vision: Build a team to compete to win!

1.3 PURPOSE AND OBJECTIVE

Provide forward-thinking, innovative, well-integrated, coordinated, and timely support that upholds SWRMC’s mission and vision. The contractor shall provide a full range of maintenance, repair, and assessment execution and coordination expertise as support services throughout the SWRMC Production Department Product Families and Divisions. Additionally, the contractor shall provide facility and autonomous execution support services at the Off- Site Facility. The contractor support team shall align itself to support the Government requirements holders with the most cost-effective mix and number of contractor support personnel, utilizing an adaptable, flexible structure that is best suited to accomplishing both planned and emergent work in support of the U.S. Navy Pacific Fleet. The contractor support team shall be led by a progressive management team using continual process improvement to assist the Government requirements holders and COR with timely notification and feedback affecting contract execution as it relates to performance, schedule, cost, and regulatory compliance.

Some support shall require access to San Diego private contractor shipyards (including Master Ship Repair [MSR] facilities – National Steel and Shipbuilding Company (NASSCO), British Aerospace (BAE), and Continental Marine San Diego (CMSD) (formerly Huntington Ingalls Industries San Diego Shipyard)). It is also anticipated that the contractor may be required to travel to Outside the Continental United States (OCONUS) ports and locations to support ship maintenance, repair, and assessments, including but not limited to Hawaii; Sasebo and Yokosuka, Japan; Singapore; and Bahrain, when authorized. Contractor personnel must support emergent (less than one week notice) and routine OCONUS travel requests to include having passports and required country training completed. Contractor personnel supporting activities and performing functions outside of the United States shall register in the Synchronized Predeployment and Operational Tracker – Enterprise Suite (SPOT-ES) application. Contractor personnel shall work assigned working hours based on planned Fleet events. SWRMC Production Department working hours are from 0630 to 1500 daily, Monday through Friday. Support contractor personnel, including those at the Off-Site Facility, shall conform to these hours, working eight-hour days, 40 hour weeks. Although atypical, alternate shifts (evening and night shifts, also referred to as “swing” and “graveyard” shifts, respectively) may be required, and support contractor personnel shall be made available / flex to work these shifts to accommodate workload, when required and concurred with by both Production Department management personnel and the COR. Elective alternative schedules and shifts shall not be permitted without prior written concurrence from both Production Department management personnel and the COR. The contractor shall observe the established eleven (11) Federal holidays, unless overtime is required on those days.

1.5 SECURITY

1.5.1 The work to be performed under this contract may at times require access to classified shipboard spaces that may not be able to be sanitized due to operation and classified technical documentation. Therefore, designated support contractor positions under this contract shall require Secret clearance eligibility. The contractor shall appoint a Facility Security Officer (FSO) who shall:

A. Be responsible for all security aspects of the work performed under this contract; and
