About this file
This document summarizes an amendment to a solicitation seeking offers for the execution of the USS CURTIS WILBUR (DDG-54) FY22 Dry-Dock Selected Restricted Availability (DSRA). The amendment provides responses to pre-proposal questions, cancels two optional work items, corrects pricing workbooks, and includes other minor revisions. Offerors must submit proposals electronically by 2 November 2021 for the Navy to award a single contract to complete maintenance and repair of the USS CURTIS WILBUR from August 2022 through September 2023 at a contractor facility on the West Coast of the United States. The amendment addresses questions on material availability, dry dock certifications, and pricing workbooks. It also cancels the optional work items for temporary galley/messing facilities and off-ship berthing, in response to offeror questions regarding applicability.

mailto:cindy.wong@navy.mil mailto:mercedes.e.cook@navy.mil mailto:taylor.h.mcfall1@navy.mil mailto:patrick.t.sullivan7@navy.mil
Question 2:
Work item: 321-85-002
Paragraph 3.1 calls to accomplish requirements in 2.2 – 2.4. Reference paragraph 2.2, PC# CA101-
CABLE MXCW-10 has been quoted by vendors with a lead time of 80 weeks and would not support the period of performance.
CONTRACTOR is requesting MTL be provided GFM.
Answer 2:
PC# CA101- CABLE MXCW-10 is included as kitted material under paragraph 5.3 to be provided as government furnished material.
Question 3:
Work item: 636-11-001
Paragraph 3.4.1 lists various insulation acoustic sheet and adhesive material to be installed new.
Contractor has been unable to source this material.
CONTRACTOR is requesting MTL also be provided GFM.
Answer 3:
The government does not concur. Material listed under paragraph 3.4.1 is readily available.
Question 4:
Work item: 475-11-001 E5
The following question relates to Errata 5 issued out on 10-14-21.
Para 1.3.1 CONTRACTOR has been notified by multiple suppliers that cable type: LSMDY-40 is now obsolete. CONTRACTOR is not aware if there is a suitable substitute at this time.
Para 1.3.2-1.3.5. Cable type: As per electrical vendors are stating LSMDU-40 has a lead time of 53 weeks with a minimum buy of 5,000 FT.
CONTRACTOR is requesting MTL called out in para 1.3.1-1.3.5 be provided GFM.
Answer 4:
The government does not concur. LSMDU-40 cable type is readily available. Paragraph 1.3.1 is corrected to reflect LSMDU-40 cable type instead of LSMDY-40 via ERRATA 7.
Question 5:
Work Item 993-11-002, Ship's Force Warehouse Storage Space; provide (OPTION ITEM)
Paragraph 3.1 states, “Provide a secure, lockable and waterproof warehouse with work space, located within 1,000 feet of the ship, for Ship's Force use”.
Contractor notes Warehouse Storage Space in located within 1,000 feet of the ship is not available.
Bidder’s Question: Can the Contractor propose Warehouse Storage Space as close as economically available to the location to the vessel?
Answer 5:
Location of Warehouse Storage Space up to 10 miles from the location of the vessel is acceptable.
See ERRATA 9.
Question 6:
Attachment J-3 Pricing Workbook REV3
Contractor notes the Total Evaluated Price worksheet within the workbook, cell B10 is referencing cell F35 in the Labor & Material Burden Rate worksheet, creating an overstated and incorrect value for the Proposed Growth Price.
Bidder’s Question: Will the Customer provide a revised J-3 Pricing Workbook correcting the Total
Evaluated Price worksheet cell B10 formula in a future Amendment to all bidders.
Answer 6:
Please see Attachment J-3 Pricing Workbook REV4 provided via this amendment.
Question 7:
Work Item 857-11-001, Temporary Galley and Messing Facility; provide (OPTION ITEM)
Paragraph 3.1 states, “Provide food preparation, cooking, messing, scullery and food storage facilities and equipment for 37 officers, 25 CPO's, and 113 enlisted personnel to commence one day after the availability start date for the entire period of performance.”
• Contractor notes throughout the RFP the vessels Home Port is clearly identified as San Diego CA.
• Contactor notes this work item is only applicable to Out of Home Port of San Diego CA. bidders only.
• Contractor notes this work item was originally identified on the J-3 Pricing Workbook (OPTION
ITEM) (OUT OF HOMEPORT) and Amendment 0004 provided a J-3 Pricing Workbook REV2 that revised the Locality designation to (OPTION ITEM).
• Contractor notes that the requirements of this specification duplicate those for Work Item 992-11-
003, Personnel Berthing Barge Support; provide (OPTION ITEM)
• Contractor notes that all qualified bidders Facilities in the vessels Home port of San Diego CA. are less than 5 Miles from available Government BOQ/BEQ and Messing Facilities at Naval Base San
Diego CA.
• Contractor notes it is unlikely that California State and San Diego County and City Local Health and Environmental regulations will allow for usage permit for the Temporary Galley and Messing
Facility in the Contractors Industrial (Shops, Offices and Laydown) areas of the Shipyard as directed in the statement of work in this specification as written… note these requirement are historically accomplished in the Port of San Diego CA. at contractors facilities because the Customer (Gov’t) provides a Berthing & Messing Barge that is moored in the contractor Facility and not subject to such permitting requirements.
RFP N55236-21-R-0010 Conformed Through A0005, Page 168 of 172, Section M - Evaluation
Factors for Award, I. GENERAL, a. that states, ”The Government intends to award a single Fixed-
Price contract for the completion of the USS CURTIS WILBUR (DDG-54) FY22 DSRA to the
Offeror whose proposal represents the Lowest Price Technically Acceptable (LPTA) in accordance with FAR 15.101-2.”
• Contractor notes since this work item is technically an (OPTION ITEM) for Out of Home Port San
Diego CA. bidders including pricings for Home Port bidders for these Option Items that should be locality specific requirements artificially inflates local bidders Total Evaluated Price (TEP).
• Contractor notes by removing the locality designations of this option item to be priced by both out of homeport and in homeport bidders the customer appears to have entered a contradiction element into Evaluation Factors for Award to Lowest Price Technically Acceptable (LPTA).
Bidder’s Question:
1) Can the Customer confirm the USS Curtis Wilbur (DDG-54) is currently Home Ported in San
Diego CA.?
2) Can the Customer confirm that Government BOQ/BEQ and Messing Facilities are available at
Naval Base San Diego CA.?
3) Can the Customer confirm that under Work Item 992-11-003 a Berthing & Messing Barge is planned if this avail is awarded to a bidder in the vessels Home Port of San Diego CA.?
4) Can the Customer explain how removing the locality designations from the J-3 Pricing Workbook of this option item and requiring it to be priced by both out of homeport and in homeport bidders will provide an accurate evaluation and award to Lowest Price Technically Acceptable bidder?
5) Can the Customer reinstate into the J-3 Pricing Workbook the (OPTION ITEM) (Out of Home
Port) for this work item?
Answer 7:
Work Item 857-11-001 is cancelled in its entirety. See ERRATA 8. Work Item 857-11-001 will not be reinstated into the J-3 Pricing Workbook.
Question 8:
Work Item 857-11-002, Temporary Off-Ship Berthing Equivalent to BOQ/BEQ; provide (OPTION
ITEM)
Paragraph 3.1 states, Provide each off-ship berthing facility outside of the controlled industrial area, commencing one day after the availability start date for the duration of the availability, on a seven-day-a-week basis”.
• Contractor has reviewed the RFP, specification, and all identified references noting that, the intent of this items work scope appears to be for out of home port (San Diego) bidders. Historically, in the port of San Diego the customer has provided a berthing barge which covers the requirements of both
Berthing Facilities and Galley / Messing Facilities.
• Contractor note this work item is not applicable to avails being executed in the vessels Home Port.
• Contractor notes that the J-3 Pricing Workbook REV1 document provided in Amendment 0003 removed the words (OUT OF HOMEPORT) from the Work Item Index.
Bidder’s Question: Can the Customer confirm that this Work Item remains an (OPTION ITEM)
(OUT OF HOMEPORT) Specification Package?
Answer 8:
Work Item 857-11-002 is cancelled in its entirety. See ERRATA 8.
Question 9:
Work Item 857-11-002, Temporary Off-Ship Berthing Equivalent to BOQ/BEQ; provide (OPTION
ITEM)
Paragraph 3.1 states, “Provide off-ship berthing facilities outside of the controlled industrial area, commencing one day after the availability start date for the duration of the availability, on a 7 day a week basis”.
• Contractor notes that the requirements for paragraph 3.19 of this specification duplicate those for
Work Item 992-11-001, Ship's Force Parking; provide and Work Item 992-11-002, Crew
Transportation; provide.
• Contractor notes that all qualified bidders Facilities in the vessels Home port of San Diego CA. are less than 5 Miles from available Government BOQ/BEQ and Messing Facilities at Naval Base San
Diego CA.
