Question 1:
Work Item 857-11-003, Temporary Duty Section Berthing Off-Ship; provide (OPTION ITEM)
Contractor has reviewed the RFP, specification, and all identified references noting that, the intent of this items work scope appears to be for out of home port (San Diego) bidders. Historically, in the port of San Diego the customer has provided a berthing barge which covers the requirements of both
Berthing Facilities and Galley / Messing Facilities.
Bidder’s Question:
1) Is this work item to be priced only by OUT of homeport (San Diego) bidders and is it to be accomplished only if the contract is awarded outside of San Diego?
2) If the contract is awarded within San Diego, work item 992-11-003 “Personnel Berthing Barge
Support; provide (OPTION ITEM)” will be invoked?
Answer 1:
1. Work Item 857-11-003 is an option item to be priced by both out of homeport and in homeport bidders.
Port and location is undetermined.
2. SWRMC does not guarantee that a barge will be available within homeport. Due to unknown availability of berthing barge, Work Item 992-11-003 will require pricing and may or may not be invoked.

United States?
2) If so, verify that all paint applied outside of the United States met NAVSEA Standard Item FY22
Change 0, 009-32, table 1 thru 8 requirements?
Answer 3:
1. Yes, paint was applied outside of the United States.
2. All paint was applied using the applicable NAVSEA Standard Item for paint systems for that particular year. The exact NAVSEA Standard Item year and version is not available.

Paragraph 3.5 states, “Provide a compensate water barge with a capability of holding 250,000 gallons of fluid in support of refueling the ship for a total of 4 workdays (96 Hours).”
Contractor notes based on direction provided by Tug/Tow service providers and past performance of fueling Navy vessels in contractors facility that in the Port of San Diego CA, the compensate water barge utilized during refueling is provided by the Customer.
Bidder’s Question: Can the Customer confirm that the compensate water barge for paragraph 3.5 will be provided by the Navy Fuel Depot?
Answer 4:
Work Item 992-11-005 is an option item to be priced by both out of homeport and in homeport bidders. Port and location is undetermined. SWRMC does not guarantee that tanker and compensate water barge will be provided.

• Contractor notes that the quantities of distillate fuel and JP-5 are being transferred to the Navy Fuel
Depot.
Contractor intends to assist Ship Force during the defuel of the vessel at NBSD during the 1st 14 days of the avail period and that the vessel must be delivered to the Contractors facility with all fuel tank pumped down to low suction.
