About this file
This is a solicitation amendment for technical and professional support services at the Mid-Atlantic Regional Maintenance Center (MARMC) located in Norfolk, Virginia. The requirement is competed under the Seaport-NxG Multiple Award Contract (MAC) restricted to 100% service-disabled veteran-owned small business (SDVOSB) MAC holders across all zones. The task order is structured as a firm fixed-price level of effort contract with an 8-month base year and four 1-year option years.
The contractor must provide 46 full-time equivalent (FTE) personnel across 17 labor categories supporting MARMC departments, including quality assurance technicians, management analysts, production controllers, logistics analysts, warehouse specialists, engineering technicians, and administrative support staff. Key personnel designated include the Quality Assurance Technician, Habitability Program Logistics Specialist, Management Analyst, Senior Schedule Analyst, Administrative Assistant II, Public Affairs Specialist, and Security Administrative Assistants. The base year requires 44,344 straight-time hours and 100 overtime hours, with each option year requiring 88,688 straight-time hours and 200 overtime hours. Compensation is based on Department of Labor Wage Determination WD 2015-4341 with mandatory SCA code compliance. The contractor must maintain liaison offices within 25 miles of MARMC, comply with OSHA maritime shipyard safety requirements, provide a 10-hour OSHA Maritime Shipyard Course completion card for applicable personnel within 60 days of employment, and backfill vacant positions within 21 calendar days or face daily rate deductions. Position vacancies exceeding 21 calendar days result in deductions calculated as the fully burdened labor rate multiplied by 8 hours multiplied by working days vacant. The maximum pass-through rate for non-ODC CLINs with labor is capped at 8%, and no fee is allowed on Other Direct Costs or travel. Monthly financial reports, technical status reports, and end-of-task reports are required deliverables linked to a DCAA-approved accounting system.
