About this file
This is a Quality Assurance Surveillance Plan (QASP) for technical and support services under Task Order N50054-XX-X-XXXX issued by the Naval Sea Systems Command (NAVSEA). The QASP establishes government procedures for monitoring contractor performance and ensuring compliance with service requirements, with particular emphasis on preventing improper use of service contracts to acquire products or facilities not required or incidental to service performance.
The plan designates the Contracting Officer and Contracting Officer's Representative (COR) as responsible government resources, with the COR responsible for technical administration and surveillance of Other Direct Costs (ODCs). Quality assurance methods include customer feedback from Technical Advisors and formal customer complaints, as well as periodic inspections of financial reports and Contract Data Requirements Lists (CDRLs). Three primary deliverables are monitored: Financial Reports (A001), Interim Progress Status Reports covering Fleet Tech Assists, Assessments, and Inspections (A002), and End of Task Status Reports (A003). All three deliverables have 0% maximum error rate tolerance for overtime expenditures exceeding awarded amounts and for accuracy, with monthly submissions of financial reports and bi-monthly technical progress reports required within ten business days. The COR maintains a Quality Assurance file documenting all surveillance activities, and procedures for non-compliance include COR inquiries for explanations and documentation forwarded to the Contracting Officer, with authority granted under FAR Clause 52.246-5 for inspection of cost-reimbursement services.
