About this file
This is a Questions and Responses document for federal contract solicitation N5005426R0006 Amendment 1, addressing inquiries from potential offerors regarding the MARMC Technical and Professional Services contract.
The document clarifies three key points: (1) the incumbent contractor is Eagle Harbor LLC operating under contract number N50054-21-C-0003; (2) the past performance recency period remains fixed at three calendar years from the solicitation release date, with the Government declining to extend it to six years as requested; and (3) solicitation questions should no longer be submitted through the SeaPort portal, which is no longer operational, with updated submission instructions provided in solicitation amendment 0001 and referenced document L-215-H006. This Q&A document contains no information regarding specific service requirements, pricing, evaluation criteria, or response deadlines beyond the past performance evaluation timeframe referenced in the solicitation sections.

2) In reference to SecƟon L, Paragraph 3.2 (Volume II Past Performance) and SecƟon M, Paragraph 4.0, Factor 2, which define "recent" past performance as efforts performed within the last three (3) calendar years from the solicitaƟon release date. Would the
Government consider extending the past performance recency period from three (3) years to six (6) years?
Government Response: The past performance recency period will not be changed.
3) Section L of the SF-33 instructs offerors to submit questions through the SeaPort portal. However, since the SeaPort portal is no longer operational, could you please confirm the appropriate method for submitting questions? Should all solicitation questions be submitted directly to you as the Procuring Contracting Officer (PCO), or is there an alternate process we should follow?
Government Response: This will be updated via solicitation amendment 0001. Please see L-215-H006 for updated instructions regarding question submission.
