Question 27: Section L 3.3.2 Price Proposal Spreadsheet Page 68 states “Offeror and their subOfferors shall each separately submit a price proposal spreadsheet using the format set forth in Attachment 09

- Price Proposal Spreadsheet.” Please confirm that the “RATES” Tab should NOT be submitted by the subOfferors as this Tab should include the PRIME Passthrough amounts for the FULLY BURDENED

LABOR RATES. The fully burdened labor rates provided by the subOfferor are irrelevant to a FFP LOE submission as the Prime should submit the fully burdened rates for their team.

LOE, etc.) are not required to provide the same level details as required under cost reimbursable proposals but shall still provide an itemized breakout of pricing that is customary with the contract type proposed.” This seems to be a carryover from a CPFF type solicitation. FTE. Given that the other labor categories reflect an allocation of 1,278 hours per FTE for the 8-month

Base Year, is it the Government’s intent for the 13 Logistics Analyst personnel to also be allocated

1,278 hours each, which would revise the total Base Year hours for this category to 16,614?
