Guiding/escorting from and to the sea buoy/open ocean seems like an unnecessary cost. Will the Government consider Hospital Point on the Elizabeth River in the port of Norfolk, Virginia as an acceptable pick-up point for contractor’s tugs and pilots?

GOVERNMENT RESPONSE: No work spec calls out Hospital Point. I have reviewed historical data and they all are written as our spec item is written. Hospital Point is the normal pick up location but the work item does not have to reflect that. The contractor should bid as written.

REQUEST FOR SPECIFICATION CLARIFICATION

DATE OF REQUEST: 2/22/2021 SOLICITATION NO: N50054-21-R-0005

TITLE: USNS HUNTER (TSV-3) Drydock Phased Maintenance Availability (DPMA) MARMC POC: Veronica Johnson; Amy Caraway

CONTRACTOR QUESTION 34: Volume I, Factor II, a) requires the offeror to "Provide a completed Eligibility Criteria Data Sheet (Attachment S-5) that identifies the specific pier and dock intended to be used for the proposed availability and indicates that the pier and dock meet the minimum characteristics identified in (Attachment S-4)." Attachment S-4 does not contain characteristics requirements, it is nothing more than a time line calendar (with the wrong dates listed) depicting scheduled usage of pier and dry dock. Please clarify the intent of usage of Attachment S-4 for Volume I, Factor II a).

GOVERNMENT RESPONSE: Section L, Volume I, Factor II, a has been updated to reflect Attachment S-5 versus S-4.

CONTRACTOR: MARMC PHONE: (757) 400-0214; (757) 400-0173

CONTRACTOR QUESTION 35: Volume I, Factor III, Subfactor 1, a), ii and iii both require the same information to be provided concerning verification of manpower resources. ii requires a narrative, and iii requires a signed letter both confirming the same information. Is it necessary to have to duplicate the information with an individual signed letter that will be integral to the signed proposal itself?

GOVERNMENT RESPONSE: Provide the requested information as stated in the Solicitation, Section L, Volume I, Technical Factor III, Subfactor, a) ii and iii.

CONTRACTOR QUESTION 36: Paragraph 3.5 says, "Disassemble and remove the equipment listed in 1.3". Is the contractor disassembling the system to remove the equipment in 1.3? Or is the contractor disassembling the equipment listed in 1.3?

The contractor is disassembling and removing equipment listed in 1.3. Propose on the work item as written.

CONTRACTOR QUESTION 37: Paragraph 3.5.10.1 directs the contractor to "Remove existing and install each rudder blade from each rudder stocks,". Reference M-2, Rudder and Steering gear shows the rudder to be fabricated using 1 inch steel plate and 6" x 3/4" flat bar. The rudder stock is welded to the plate rudder. The rudder blade and stock are essentially one piece. Does the government want the contractor to cut the rudder blades from the rudder stocks and re-weld after stock repair? This would negate the straightening of the stock.

GOVERNMENT RESPONSE: Yes, as indicated in Paragraph 3.5.10.1, the contractor shall cut the rudder blades from the rudder stocks and re-weld after stock.

CONTRACTOR QUESTION 38: Paragraph 3.5.10.1 directs the contractor to undercut, straighten, weld build up and machine each rudder stock. The government needs to identify the area(s) to be undercut and quantity of weld required for each rudder stock.

GOVERNMENT RESPONSE: The areas can't be identified until the contractor removes the equipment and performs an inspection.

CONTRACTOR QUESTION 33: The contractor does not understand the requirements of 3.17 through 3.17.4. Is the contractor to complete the inspection with items 1.3.3 and 1.3.4 in place, not removed from the vessel?

If 1.3.3 and 1.3.4 are removed from the vessel, they will certainly be destroyed and require replacement. The work item does not direct the contractor to replace these items.

GOVERNMENT RESPONSE: Per historical data the equipment has been removed without distroying it and requiring requiring replacement. Proposed on the work item as written.

CONTRACTOR QUESTION 39: Reference 2.3 provides details on the fabrication of the packing glands that are to be fabricated on Stainless Steel, GOVERNMENT RESPONSE: The packing gland material is located on the Parts list which is on sheet 3 of 5 of ref 2.3.

There is a conversion to convert linear inches to square inches and that is how the government will determine how much repairs is accomplished. This work item will not be changed.

CONTRACTOR QUESTION 70: The previous version of this work item deleted by Errata 001 included paragraph 3.1 which directed the contractor to "Remove existing and install new the decking located in 1.2, using 2.2 for guidance". Please revise the currecnt work item to include this step.

CONTRACTOR QUESTION 083: Item 167-11-002 is written to repair the 3 hatches identified. Paragraph 3.4 requires the contractor to procure and install repair parts kits, and paragraph 4.1 lists Anchor Marine and Industrial Supply Inc. as a known source for Kits and OEM. We just received an email quote from Anchor Marine stating that they only provide entire hatch assemblies including coamings (theirs are different than existing), not just repair parts. How does the Government want the contractor to proceed with estimating the work and repairs required by this item? We cannot get repair parts kit pricing, and if we replace the hatches the need for all the repairs called out is not necessary, but there may need to be modifications done to accomodate different coamings.

Please advise.
