GOVERNMENT RESPONSE: No work spec calls out Hospital Point. I have reviewed historical data and they all are written as our spec item is written. Hospital Point is the normal pick up location but the work item does not have to reflect that. The contractor should bid as written.

The rudder blade and stock are essentially one piece. Does the government want the contractor to cut the rudder blades from the rudder stocks and re-weld after stock repair? This would negate the straightening of the stock.
GOVERNMENT RESPONSE: Yes, as indicated in Paragraph 3.5.10.1, the contractor shall cut the rudder blades from the rudder stocks and re-weld after stock.
