CONTRACTOR QUESTION 15: Factor VI, Past Performance, dictates that the contractor may submit up to five (5) previous contracts. However, on page 102 in the chart of page limitations, the contractor is held to 2 pages per reference, 6 total pages. Typically, only 3 recent and relevant past performance contracts are requested, and since the page number for 5 contracts at 2 pages per reference would be 10, please clarify the total number of Past Performance contracts requested. Is it 5 contracts at 2 pages or 10 total, or is it 3 contracts at 2 pages, total of 6?
GOVERNMENT RESPONSE: Section L, Factor VI - Past Performance has been updated to reflect 3 previous contracts. (2) pages per reference, a total of six (6) pages.
CONTRACTOR QUESTION 11: Paragraph 4.7 Paint Abatement specifies that the contactor should abate paint in accrodnace with 009-
32. Please confirm this is in regards for the heavy metal paint abatement requirement set forth in para. 3.1.2.1 of the Standard Item? Further, please confirm the total square footage of heavy metal paint that the contractor should "plan" to remove on this vessel, as the TSV class is not one of the listed classes in the table under paragraph 3.1.2.1 of the Standard Item?
GOVERNMENT RESPONSE: Yes, this is in regards to Heavy metal Abatement. Per 009-32, 3.1.2.1 table and size of our vessel, 50 square feet
CONTRACTOR QUESTION 12: The first requirement criteria is to have a pier with a water depth of 35 ft MLW while listing the Full Load Draft as 13 ft. Doesn't this seem excessive? Can this requiremnt be reduced to encourage competition?
GOVERNMENT RESPONSE: This answer is forthcoming.
Awaiting Engineering input.
GOVERNMENT RESPONSE: Please see revised J-1 Pricing workbook. The growth projection is 24,821 man hours and $153,902.58 material.
CONTRACTOR QUESTION 13: Attachment J-1 Pricing Workbook has an amount of 79,428 mahours for a growth projection to be priced by the Contractor. In light of work items 110-21-001, 110-21-002 & 123-11-001 which include large amounts of plate replacement and welding to be priced to cover discrepancies found in these items, isn't this amount of 79,428 hours seem excessive? Experience has shown this amount to be almost impossible to be absorbed during a 75 day availability. Can this amount be reduced to a reasonable amount?
CONTRACTOR QUESTION 14: Attachment J-3 Commencement and Completion Milestones has a milestone labelled Crew Rest with no date scheduled for it. Is it safe to assume it falls between Start and Completion of Fast Cruise and Start and Completion of Sea Trial?
Are there any contractural requirements foe the Contractor during this period? Will the Contractor be allowed to correct discrepancies discovered during Fast Cruise during the time period.? Please clarify.
GOVERNMENT RESPONSE: The is no contractual requirements for Crew Rest. Yes, Contractors will be allowed to correct discrepancies.
