B-231-H002 WORKSITE TRAVEL COSTS (NAVSEA) (OCT 2018)

(a) The contractor shall not charge, and the Government shall not pay, as an allowable cost under this contract, any manhour costs (whether straight-time or overtime) for contractor personnel or subcontractor personnel traveling to or from worksites, including travel to worksites other than the contractor's facility for performance of contract work.

(b) Workers being paid under this contract, as prime contractor personnel or subcontractor personnel, will complete a full shift at the worksite, and no compensation will be paid for travel time before or after the shift.

(c) This requirement pertains only to payments for travel time before or after these workers' regular shifts (commuting costs), and does not apply to legitimate travel costs incurred during normal working hours, provided that those costs are otherwise reasonable, allocable and allowable and approved in writing by the Government. This requirement does not apply to manufacturer's representatives or Original Equipment Manufacturer (OEM) representatives when specifically required by the Government work specifications.

(d) Additionally, the contractor shall not charge, and the Government shall not pay, any transportation costs under this contract associated with transporting contractor or subcontractor personnel between the contractor's facility (or subcontractor's facility), and any other worksite to perform ship repair, maintenance or modernization. Transportation costs include, but are not limited to, bus fare, car fare, train fare, or boat fare, paid by the work force, or paid by the contractor on behalf of the work force.

Section C - Descriptions and Specifications

STATEMENT OF WORK

Section C - Descriptions and Specifications

C.1 SCOPE OF WORK

C.1.1 The contractor shall furnish the necessary non-personal management, administrative and production support, materials, tools, equipment, facilities, and required support to accomplish a full range of depot level troubleshooting, repair, renewal, refurbishment, modernization, maintenance, and testing of U.S. Navy Living Barges and their auxiliary systems (hull, mechanical, and electrical) including the potential of periodic docking.

C.1.2 A task will normally consist of a single requirement. The resulting delivery order may require multiple Exhibit Line Items (ELINS) within the contract. A number of the delivery orders will be issued for emergent requirements.

C.1.3 Required reports and documentation must be compatible with Windows 2010 Server Revision 2 as the standard Network Operating System and MS Office 2010 Professional, or later, as the standard Office Software.

C.1.4 Work shall be accomplished by the contractor personnel meeting at least the minimum qualifications set forth elsewhere herein and shall be provided onboard the living barges as required. Mechanical and electrical repair and maintenance efforts shall include all areas, hull, mechanical and electrical (HM&E) equipment and systems. Particular emphasis shall be put on quality workmanship in effecting rapid repairs, reinforcement of high standards in maintenance and enhancement of personnel safety.

C.1.4.1 Definition of Repair Requirements - The contractor may be required to identify repair requirements. These efforts, when required, will include, but are not limited to the following: inspect equipment and/or systems to determine repair options and alternatives, and make recommendations to the Contracting Officer’s Representative (COR). Requirements shall be reported using Condition Found Reports (CFR) or the Barge Trouble Log Process when a ship is embarked. Oversight will be accomplished by Shipbuilding Specialist or COR.

C.1.4.2 Repair Implementation. The contractor shall provide technicians and tradesman to perform onboard and ashore equipment repairs, maintenance, renewal, and refurbishment. This effort shall include, but is not limited to, the following:

(a) Conduct liaison barge visits to coordinate schedules for barge repairs, equipment removal for repair, and refurbishment or replacement. Repair actions will include the removal and reinstallation of all interferences.

(b) Correct deficiencies identified during barge visits and/or surveys when authorized by the individual delivery order.

(c) Provide teams of journeymen level mechanics, technicians, and Original Equipment Manufacturer’s (OEM’s) representatives to accomplish repairs onboard barges. Repair efforts on short notice may be required and will require work efforts to continue around the clock, including weekends and holidays, until completed.

(d) Provide subcontracting capabilities, administration, and management to accomplish repairs that may require highly specialized skills beyond the contractor’s internal workforce.

(e) Conduct completion inspections, accompanied by the COR after all repair and/or replacement actions have been accomplished.

(f) Provide Quality Assurance Inspections and Certifications for all repair actions accomplished in accordance with this contract and standard industry practices.

(g) Repair and refurbishment work efforts will be conducted at locations specified in each delivery order.

(h) During the barge visits, the contractor shall work closely with the COR to expeditiously fulfill planned or emergent work requirements and keep the Government fully informed of the status of work.

(i) Provide the necessary tools, rigs, and test equipment to perform repairs.

(j) Provide cranes and Floating Derrick Barge (YD) support when required.

(k) Provide written reports to COR on all work performed, and test documentation of those results

C.1.5. Except as otherwise provided in this contract, or delivery orders issued thereunder, the contractor shall provide all material, labor, repair support, equipment, supplies, power, accessories, facilities and such other things and support as necessary for accomplishing assigned tasks.

C.1.6. The contractor shall notify the Contracting Officer’s Representative (COR) verbally and in writing when the completion date is in jeopardy IAW paragraph 3.1 of 009-01.

C.1.7. The contractor shall perform the repairs listed in the Exhibits as may be ordered by the issuance of delivery orders from the Administrative Contracting Officer (ACO). When ordered, the repairs shall be in accordance with the requirements outlined in this contract and delivery orders. Repairs shall be performed onboard the following barges located in the Hampton Roads area: Auxiliary Personnel Lighter Barge (APL), Yard-Repair, Berthing and Messing Barge (Large) (YRBM(L)), Yard-Repair, Berthing and Messing Barge (YRBM), or Yard-Repair Barge (YR). Under normal conditions, work shall be accomplished at the contractor’s facilities. Emergency requirements may require accomplishment of work down river (out of plant). Additionally, performance of work may be required elsewhere on the East Coast. In the event work is required outside of the Hampton Roads area, travel and per diem will be paid in accordance with Joint Travel Regulations (JTR).

C.2. PERSONNEL

C.2.1 The contractor shall be responsible for the employment of trained personnel to perform delivery orders. The contractor, upon request of the Government representative shall produce the qualifications of an individual to substantiate qualifications to perform the task being worked. In addition, the contractor is responsible for employing and maintaining the personnel, organizational and administrative controls necessary to ensure that performance meets or exceeds all contract specification requirements hereunder and as set forth in each individual delivery order.

C.2.2 Work aboard Berthing Barges assigned to support U.S. Submarines will require contractor personnel to comply with Local Work Template 042-05 and to have a red badge, which means you must have at least a final confidential clearance. The contractor accepts the responsibility to have sufficient personnel with the required security clearances to accomplish multiple, simultaneous tasking for Berthing Barges assigned to support submarines.

C.3 ORGANIZATION

C.3.1 The contractor shall have a management organization with the experience and comprehensive understanding to apply management techniques, methods and procedures required to efficiently complete the requirements of the solicitation.

NOTE: The contractor shall comply with the latest revision of these documents in effect at solicitation closing and when each option year is invoked. Additionally, in the event that there is any conflict between the references, NSIs, LWTs, and SWTs take precedence over technical manuals, specifications, and other references. NSIs take precedence over LWTs and SWTs. Other tiered drawings shall be followed when referenced.

C.5 POST-AWARD SUBMISSION

After receipt of a Delivery Order Award and prior to starting work onboard the vessel, the contractor shall review and comply with requirements of applicable portions of SECNAV M-5510.30 (Dept. of the Navy, Personnel Security Program), DOD 5220.22M (National Industrial Security Program Operating Manual), and/or Defense Biometric Identification System (DBIDS) to the Contracting Officer via the Mid-Atlantic Regional Maintenance Center (MARMC) Security Officer.

NOTE: The contractor shall comply with the latest revision of these documents in effect at solicitation closing and when each option year is invoked.

C.6 MINIMUM CAPABILITIES AND FACILITY REQUIREMENTS

C.6.1 Minimum Capabilities. Offerors shall provide their Agreement for Boat Repair Number (ABR), or, if not a current ABR holder, shall demonstrate equivalency by completing and submitting an application, with all required documentation, for a ABR as defined by NAVSEAINST 4280.2C. Documentation shall be provided of an approved Remote Site Performance Plan, if applicable. Additionally, for work to be accomplished at a remote site, offerors shall address personnel to be utilized.

C.6.2 Facilities. Although facility requirements may vary with the work authorized for a specific delivery order, the successful offeror shall have sufficient facilities in appropriate locations to fully support the work intended in this contract. Living barges are normally berthed in the Hampton Roads, Virginia area. The offeror’s facilities shall be located within a 50-mile radius of MARMC, Norfolk. Offeror’s facilities must have the capabilities as described in NAVSEAINST 4280.2C, Enclosure (2), Item 5. Additionally, offerors shall have up to one office space for Government use for duration of delivery order if identified on specific delivery order. Office should have desk, chair, telephone, air conditioning in summer, heat in winter, with typical electrical and lighting. Facility shall have general parking space(s) available for Government use.

C.7 GENERAL REQUIREMENTS

The following are applicable to the extent they apply to all repairs, modifications, testing and adjustments. Any cost to comply with these requirements shall be included in the price of the CLINs listed in Section B.

C.7.1 The Contractor Shall:

C.7.1.1 Exercise own judgment and expertise to assure the successful completion of all tasks placed hereunder

C.7.1.2 Designate those persons authorized to accept/reject orders.

C.7.1.3 Coordinate schedules in the work affected areas with the Ship’s Authorized Representative (SAR), MARMC Maintenance Team (MT), and the Contracting Officer’s Representative (COR) during the performance period of the delivery order. Obtain a copy of the ship's operation drills, etc. (prior to start of work) from the SAR, thus avoiding unnecessary delays. The work effort on delivery orders shall be coordinated on a daily basis with the SAR to allow for changing situations aboard ships to minimize delays and disruptions.

C.7.1.4 Forward all requests for changes in delivery schedules, funding requirements and scope of work in writing to the COR. These requests shall include specific details as to what changes are required and circumstances requiring such and shall be submitted to the COR for forwarding to the ACO prior to 85% of delivery availability being exceeded.

C.7.1.5 Not respond to new performance requirements until a delivery order or a modification has been signed or verbal authorization has been given by the ACO.

C.7.1.6 Be responsible for inspection of workspaces prior to manning to ensure spaces are available for work to avoid unnecessary delays in day to day work schedule.

C.7.1.7 Comply with NSI 009-24 in accomplishing isolation, blanking and tagging of equipment, systems, circuits, components, piping and valves. Also comply with LWT 042-05 if the work is being performed in Norfolk Naval Shipyard. Work Authorization Form (WAF) will be utilized and invoked in conjunction with NSI 009-24 when work is being accomplished in Norfolk Naval Shipyard. C.7.1.8 Provide protection during contamination-producing operations and maintain cleanliness in accordance with NSI 009-06. Remove and properly dispose of all debris or trash resulting from cleaning, removal, installation or any other aspect of task performance. This will be required of all tasks performed on this contract whether at a Government facility or at a privately owned facility.

C.7.1.9 Include within the price for applicable ELINs the cost of any required lifting, handling, on-loading/off- loading, and transporting, whether on board or going from or to the ship. If crane support is to be provided, they will be contractor provided and priced in the individual ELIN.

C.7.1.10 Except as otherwise provided in this contract, or delivery orders issued hereunder, the Contractor shall provide all material, labor, equipment, supplies, power, accessories, facilities and such other supplies and support as necessary for accomplishing assigned tasks. The Contractor may request on a case-by-case basis to use ship's services that are available. A request for use of ship's services must be made to the SAR. Written permission will be obtained from the CO of the ship before actual use of any ship services. A request for ship's services may be turned down whether or not the requested service is available. Denial of a request for use of ship's services will not be a valid basis for any claim or request for compensation. Regardless of any request for ship's services, ship's services shall not be used for contractor life support systems (compressors for breathing air), lifting equipment or any other equipment wherein an unexpected disruption of services has a high potential for loss of life, injury or damage to the ship's equipment.

C.7.1.11 Clean and inspect piping flanges exposed by removals. Remove high spots, burrs, abrasions, and foreign matter, where removal can be accomplished by hand tools. Maintain phonographic finish on flanges that have it IAW S9086-RK-STM-010/CH-505 NSTM 505 Piping Systems - Section 6.4 – Flanged Joints.

C.7.1.12 Accomplish the requirements of NSI 009-40 for the use of contractor cranes at naval facilities. For work at other than naval facilities, contact the facility manager to determine the requirements and restrictions for crane operations prior to mobilization on-load, final determination of production sequencing and production zone layout, and demobilization off-load. Crane placement restrictions may affect production sequencing and zoning.

C.7.1.13 Ensure that persons assigned to render support hereunder are at all times under the direction and control of the contractor and are not employees of the Government.

C.7.1.14 Remove and dispose of all debris or trash resulting from cleaning, removal, installation or any other aspects of task performance, at the end of EACH WORK WEEK. This will be required of all tasks performed on this contract whether at a Government facility or at a privately owned facility.

C.7.1.15 Follow all applicable federal, state, and local laws concerning safety, health, and welfare of his personnel and equipment as well as other personnel and equipment within a close proximity of the ongoing work.

C.7.1.16 Obtain approval in accordance with the guidelines set forth in FAR 52.244-2, Utilization of Subcontracts and Government Permission Prior to Their Use prior to subcontracting any portion of the effort required by the specified delivery orders.

C.7.1.17 Contact the MARMC Duty Officer at (757) 739-5324 when problems are encountered after normal working hours.

C.7.1.18 Submit a written weekly report detailing the daily events and the progress made during the course of each day to the COR and Ship’s Authorized Representative (SAR). Time and location for submission of the weekly report shall be agreed upon at the beginning of each delivery order and prior to the start of the work.

C.7.1.19 The contractor shall be responsible for tag out of systems to be repaired and the removal of all interferences. The contractor shall coordinate with the COR to verify that systems have been properly tagged-out and secured prior to any production effort. The contractor shall reinstall and perform necessary test(s) to all removed interferences/equipment upon completion of all installations specified herein. NSI 009-23 shall apply.

C.7.1.20 Accomplish preservation of the new and disturbed normally painted surfaces in accordance with NSI 009-32, “Cleaning and Painting Requirements; accomplish.”

C.7.1.21 As required by 40 Code of Federal Regulations Part 63, painting operations shall be reported in accordance with NSIs 009-01 and 009-02 and LWTs 042-11, 042-37 and 042-38. The contractor, when awarded work within another contractor’s facility, is required to contact the facility owner’s environmental staff to determine requirements and report accordingly using federal requirements as standard.

C.7.1.22 Provide the necessary tools and test equipment to perform the repairs/maintenance actions.

C.7.1.23 Develop and implement test and quality assurance techniques in the performance of maintenance actions. Conduct operational tests and provide written, legible copies of all test results to the COR.

C.7.1.24 Accomplish the requirements of NSI 009-84 when using any temporary fasteners and NSI 009-95 when using any mechanically attached fittings.

C.7.1.25 The contractor shall provide all materials to be covered by Material ELINs (e.g., 111AB, 114AB, 115AB, 116AB). All materials to be commercial or marine grade quality.

C.7.1.26 Contractor personnel shall follow the requirements of NSI 009-08 when working within a privately owned ship repair facility.

C.7.1.27 Prior to the task start date, the contractor’s On-Site Supervisor will meet with the COR to review the task plans, drawings and schedules. The contractor will immediately submit an itemized estimate for performing in accordance with the delivery order statement of work.

C.7.1.28 Accomplish the requirements of NSI 009-12 when any welding or brazing services are required.

C.7.2 Environmental and Safety Requirements. The contractor shall: Consider all insulation, lagging, deck tile, underlayment, gasket shipboard cabling and mastic to be asbestos-containing material (ACM) until it can be established by laboratory analysis, or other reliable methods, that the material does not contain asbestos, in accordance with 29 CFR 1915.1001. Removal, disturbance or disposal of ACM shall be accomplished IAW the requirements of NSI 009-10.

C.7.2.1 Consider all insulation, lagging, deck tile, underlayment, gasket shipboard cabling and mastic to be asbestos-containing material (ACM) until it can be established by laboratory analysis, or other reliable methods, that the material does not contain asbestos, in accordance with 29 CFR 1915.1001. Removal, disturbance or disposal of ACM shall be accomplished IAW the requirements of NSI 009-10.

C.7.2.2 Accomplish confined space entry, certification, fire prevention and housekeeping requirements of NSI 009-07 and 009-70. Maintain area cleanliness and ensure all residues and refuse are removed daily and ensure that general housekeeping is maintained for the duration of the task in the work areas specified on each delivery order.

C.7.2.3 Consider all solid waste to be removed from a ship under repair to be potentially hazardous waste. This includes liquids generated as a result of hydroblasting operations and includes wastes not identified under SWT 077-01. The contractor shall review and evaluate all solid waste to determine if that waste is hazardous IAW 40 CFR 262.11.

C.7.2.4 All solid waste with the known potential to be hazardous, including, but not limited to, non-skid debris, paint chip debris, flooring/debris, and all liquid waste water removed from the ship shall be tested by a certified laboratory for metals IAW 40 CFR 261.24 using the Toxicity Characteristic Leaching Procedure (TCLP), Method 1311 in EPA Publication SW-846. Contractor shall submit all laboratory analysis reports to the COR within 2 working days of receipt from the laboratory. No solid waste removed from the ship shall be transported off the facility until authorized by the COR.

C.7.2.5 Contractor shall prepare, provide and affix labels/placards for all containers of solid waste accumulated on the land, pier, and/or the vessel, including solid waste that is “Pending Analysis.” Labels/placards shall be weatherproof, large enough to provide ready identification, and provide the following information:

- Contractor Name
- Contractor POC: (name, cell phone number, phone number)
- Vessel
- MARMC Contract Number
- MARMC Delivery Order Number
- COR Point of Contact (name, cell phone number, phone number)
- Ship’s QTR Deck/OOD phone number

C.7.2.6 For operations at Naval Station Norfolk, Joint Expeditionary Base Little Creek-Fort Story, and all private contractor shipyards in the Commonwealth of Virginia, all solid waste determined to be hazardous waste shall be turned over to the ship/vessel from which the waste was produced for processing and disposal through NAVFAC MIDLANT (formerly PWC) hazardous waste operations. For operations in Norfolk Naval Shipyard (NNSY), all hazardous waste shall be turned in to NNSY Code 106, via the MARMC COR, for disposal. For operations at Naval Facilities or private contractor’s facilities outside the Commonwealth of Virginia, the contractor shall comply with all state and local regulations and local work items applicable in those areas.

C.7.2.7 In the event that a solid waste is determined to be non-hazardous, the contractor shall dispose of the waste in accordance with federal, state, and local regulations.

C.7.2.8 Provide a clean/empty barge or tank truck for off-loading and transport of wastewater generated to accomplish the requirements of the delivery order. The contractor shall coordinate the barge/tank truck placement with the SAR. The contractor is responsible for the barge/tank truck and all plumbing and piping up to 2000 linear feet. Accomplish continuous clean-up of all debris and fluids incidental to installation or removal of piping system components during performance of work in individual delivery orders.

C.7.2.9 When pumping wastewater from the ship/vessel to the barge/tank truck, the contractor shall provide a minimum of three (3) personnel to monitor pumping operations as follows: one person on the barge/tank truck receiving the wastewater, one person walking the piping/hoses from the pumping site to the barge/tank truck, and one person at the pumping site. The three personnel shall be in constant radio contact so that pumping operations can be ceased immediately in the event of a leak or a spill.

C.7.2.10 The contractor shall submit to the COR, within 30 days of completion of each delivery order, one legible copy, in hard copy or PDF Format in electronic media, a report of the types and amounts of wastewater generated as a result of accomplishment of the delivery order. The report shall include: description of wastewater, volume of wastewater, name/address of transporter, and the name/address of the disposal facility. If work is performed in a private contractor’s facility, the contractor shall submit this report to the COR and to the facility’s environmental manager.

C.7.2.11 The contractor shall provide and maintain a quality assurance program acceptable to the Government, and shall perform or have performed the inspections and tests pursuant to that program to substantiate that the material and workmanship provided pursuant to the contract conform to the drawings, specifications, and contract requirements listed herein. The contactor’s quality program shall be in accordance with that set forth in Standard Item 009-04.

The Government shall have the right to deem work or material furnished by the contractor to be incomplete and not in accordance with the requirements of the contract by reason of the contractor’s failure to:

1) Provide a written quality assurance program that has been accepted by MARMC prior to the start of productive work

2) Comply with the requirements of the quality assurance system

NOTE: THE QUALITY ASSURANCE PROGRAM SHALL BE SUBMITTED TO THE COR WITH A COPY TO MARMC QA NO LATER THAN 10 CALENDER DAYS AFTER AWARD OF CONTRACT.

CONTRACTOR WILL NOT BE ISSUED DELIVERY ORDERS WITHOUT AN APPROVED QUALITY ASSURANCE PROGRAM.

(c) AC: Replace support structure (6" x 4" x 1/4" tee bar, O.S.)

(d) AD: Replace hand rail to include stanchions, top rails, and mid rails (linear feet of pipe for all pieces)

(e) AE: Replace handrail safety chain (3/8” chain with shackle on each end) (All hardware to be Stainless Steel)

(f) AF: Sand and reseal PRC (using compatible sealant)

(g) AG: Sand, colorcoat, re-flake and reseal PRC decking

(h) AH: Replace rubber based PRC, including underlayment

(i) AJ: Sand and reseal terrazzo decking

(j) AK: Replace terrazzo decking

(k) AL: Overlay 1/4 in. thick PRC over existing terrazzo

(l) AM: Replace vinyl tile, including underlayment

(m) AN: Overcoat Exterior non-skid with TRAX Coat or equivalent product.

(n) AP: Remove existing and apply new non-skid IAW NSI 009-32.

(o) AQ: Replace "Peel-and-stick" non-skid strips in sets of 3 strips (box of 50 each) (15 Locations or 45 ladder treads)
