Questions and Answers

Q: Page 25, Section 2.5 Proposals states the “Technical Proposals shall be organized to include the following: Factor 1 Experience and Factor 2 Past Performance. Is the Navy requiring offerors to submit information (locations, amenities, etc.) on their proposed properties/apartments? If so, what information should be submitted on the properties/apartments being proposed?

A: It is not required to submit information on the proposed properties/apartments. However, the government reserves the right to evaluate the properties prior to occupancy. Per PWS Section 5, section A, Inspections will commence the first day the order is in effect and will be conducted by the COR. The properties/apartments that will be used will be evaluated per task order.

Q: Page 29, Section C States that the evaluation factors for award are: Experience, Past Performance, and Price. Does this mean the Navy will not be evaluating proposed apartments/properties as an evaluation factor for award?

A: The navy will not be evaluating proposed apartments/properties as an evaluation factor for award. However, it is crucial to fill out the Project Experience Data Sheet and Past Performance Questionnaire with as much information as needed so that the Navy has a full understanding of your past project experience.

Q: How many proposal volumes are to be submitted? Or, are offerors to provide both Technical Proposals and Price Proposals in one volume?

A: Per solicitation FAR 52.212-1 section 2.3, the price proposal shall be submitted separately from the non-price factors. In other words, the price proposal and technical proposal shall be separate attachments.

Q: Is there a manning list?

A: A manning list is not available for prospective contractors. A manning list will be provided upon task order.
