Questions and Answers
Q: PWS – on page 30, Factor 1, Experience, it states we shall a minimum if two long-term lodging projects that demonstrate offeror’s ability to provide a range of 150-500 apartments, etc.
Our company has provided numerous long term lodging projects however, none of them were for as many as 150 apartments, which indicates we will be rated “UNACCEPTABLE.” Does this mean we our proposal will be disqualified?
A: Correct. We are asking for a minimum of two (2) and a maximum of five (5) long-term lodging projects with a range of 150-500 rooms. The reason for this is so that the offeror can demonstrate that they have the ability to do a large contract such as this.
Q: Will you accept a CPARS evaluation for lodging in a Hotel instead of an apartment?
A: Yes, you can submit a CPARS evaluation for a Hotel. However, more emphasis will be placed on more relevant projects. (52.212-2 Addendum (C)(c)(1)(ii) Basis of Evaluation).
Q: PWS – page 21 Instructions to Offerors, Item #4 states the need for a technical description of items being offered in sufficient detail to evaluate compliance, that includes product literature or other documents, however the first question answered on the March 11, 2020, Questions and Answers Lodging #4 document responds to a questions regarding describing apartments with “It is not required to submit information on the proposed properties/apartments” which is correct?
A: 52.212-1 (4) states “A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary.” We are not asking for a description of the places you intend to use. That technical description will come upon each task order. This technical description will be interpreted through your past performance questionnaires and project experience data worksheets (i.e. ‘other documents.’).
Q: How often do you anticipate task orders will be placed?
A: Multiple time based on required TDY to San Diego. No solid answer can be given at this time as project timelines are need to know and also fluctuate.
Q: Will the first task order be ready upon reward?
A: Award date is estimated 22-APRIL-2020 and the first task order is estimated to come within a few days of award (if not the day after award). That way, the contractor will have an appropriate amount of time to prepare for when we anticipate travelers needing lodging, beginning 22-JUNE-2020.
Q: Will the awardee be expected to maintain open leases on the 500 apartments for the entire 5-year period regardless of occupancy or is the number of leases to be maintained based on the task orders?
A: The number of leases is to be maintained based on each task order.
Q: Will there be an opt out clause, where if the apartments are not occupied they would be able to be released from open inventory until a new task order is issued?
A: If a task order is issued, the contractor will be paid regardless.
Q: How much notice will we have in the event an occupant will vacate the apartment? Is that going to be listed on the task order?
A: It could be hours to weeks in advance that we notify. But again, we are paying for the room if someone leaves. It is up to the government to backfill and keep the room we are paying for occupied. Notice is not given on the task order.
Q: Do you anticipate the first 200 units to be occupied in June?
A: 100 rooms starting 22-JUNE need to be ready for occupancy.
Q: Will there be open communication between task orders and the possibility of informing the awardee of the anticipated volume for the next task order before the order is placed?
A: Yes. Please review PWS #5 Room Requirement Notification Ladder. For higher volumes of rooms, more lead-time will be provided. Notification begins at execution of task order.
Q: How much lead-time will the awardee have from the time the task order is issued to the time the apartments will be occupied?
A:
Up to 200 rooms: 60 days notice prior to occupancy (For example, task order will be issued 22-April, Occupancy begins 22-June).
201-500 rooms: 90 days notice prior to occupancy
