Questions and Answers

Q: Do you anticipate each guest to stay for a minimum of 31 days?

A: Yes.

Q: I ask this because tax exemption for me to the hotel is obtained by length of stay. If I rent an apartment room, will it remain checked in and rented for the entire year, 5 years and you will swap occupants occasionally?

A: We are not accepting hotels. No, we are not renting for the entire 5 years. Task orders will be placed as needed.

Q: When you say 500 rooms per year, that equals less than 2 guests x 365 nights. Can you explain that?

Or is it 500 rooms x 365 days= 182,500 room nights / year?

A: It is up to 500 rooms at any given time period based on task orders. It is NOT 500 per year. We will not exceed 500 rooms per task order. There could be multiple tasks orders in one year.

Q: Each apartment must be fully furnished, correct?

A: Yes, this was clearly stated in the PWS.

Q: You state that you can cancel due to convenience but if we are bound to a one‐year contract at an apartment, how are we to be compensated?

A: As long as there is a task order in place, you will be paid.

Q: Please let me know if you will consider hotels. I will ask Todd to let us know if 15 miles is enough radius to provide enough inventory.

A: We are not accepting hotels.

Q: The solicitation is a small business set aside and calls for up to 500 apartments. The latest Q&A sheet stated this will be a single award contract. The small business threshold for NAICS code 531110 is $27.5 million. How can only one small business contractor be awarded the entire contract which would exceed the threshold?

A: When an IDIQ contract is awarded, it is not awarded the full amount up front. The contractor is paid by task order. The NAICS threshold is based on annual receipts. Therefore, the total value of the contract gets spread out over 5 years.

Q: Is there an acceptable number of apartments that a company can submit for consideration, for example, would 75 apartments be acceptable?

A: Please provide pricing for 500 apartments. Each task order will not exceed 500 apartments at a time, so we ask for your pricing at the maximum amount.

Q: When will the task orders be issued?

A: As needed. The first task order begins 22‐JUNE‐2020 until 30‐SEPT‐2020.

Q: Do you only want Past Performance completed if a company has actually has apartment rental experience or will you accept long term lodging accommodations experience too?

A: Please provide past performance information in accordance with 52.212‐2 in the solicitation.

Q: If we are able to offer more apartments than originally offered, will we be allowed to amend our proposal?

A: Please propose in accordance with the solicitation.
