About this file

This document contains questions and answers regarding a solicitation for long-term lodging services in San Diego, California. The Navy seeks to contract for accommodations within 18 miles of Naval Air Station North Island to house up to 500 guests for maintenance work periods ranging from 16 months to multiple shorter durations between June 2020 and June 2025. Lodging must meet commercial standards for sanitation and security, with a separate bedroom from living spaces but not requiring a wall between living and kitchen areas. Extended stay hotels would be sufficient only if individual rooms have separate bedrooms. The solicitation will result in a fixed-price Indefinite Delivery Indefinite Quantity contract with the Navy for a 5-year period awarded using Lowest Price Technically Acceptable evaluation. Interested parties must register in the System for Award Management and address any questions to the named Contract Specialist and Contracting Officer by the dates specified.

Questions and Answers

Q: Will the government be requiring the apartments in increments of one contracted year or by each order? In other words, will the government be paying for the apartments regardless of occupancy for the contract term(s)?

A: The government will be requiring rooms by task order. The government will not be paying for apartments regardless of occupancy. Task orders will require rooms for up to 500 guests for a stay of anywhere from 1‐6 months.

Q: And if not, what is the occupancy pattern as projected please?

A: The occupancy pattern depends on CVN maintenance work so we do not have exact known dates for the next 5 years. However, we do know the tentative schedule of the first few task orders:

22‐JUNE‐2020 through 30‐SEPT‐2020

10‐JULY‐2020 through 30‐SEPT‐2020

1‐OCT‐2020 through 1‐MARCH‐2021

Q: Would mail delivered to the front desk of an extended stay hotel suffice as a mailbox?

A: No. That is not secure for delivery.

Q: Can you please clarify what the description of a separate room for the kitchen and living room is? Does there have to be a wall separating the two rooms?

A: A separate bedroom from the living spaces. Not a wall between the living and kitchen.

Q: Would an extended stay hotel meet the description?

A: No, extended stay is not sufficient, unless it has a separate bedroom.
