This is an informal briefing to review significant information in the solicitation. Any statements provided in this briefing and during the site visit are unofficial and will not take precedence over the written terms in the solicitation and resulting contract. The presentation will be made available on the FEDBIZOPPS website but does not alter the written terms of the solicitation or the resulting contract unless and until incorporated via amendment.

Questions will be answered via a solicitation amendment and posted on www.fbo.gov.
All attendees must sign in on the attendance sign-in sheet. Sign-in sheet will be made publically available via next amendment.

•Type of Contract: Single Award IDIQ, Fixed-price, with both recurring work and non-recurring work annually.
•Solicitation has 12 Contract Line Item Numbers (CLINs). There are Recurring Work CLINs (odd numbered) and Nonrecurring
Work CLINs (even numbered) for the base performance period and each of the four option years.
•Options:
• There are four option years on this contract, which will be evaluated prior to award in accordance with FAR 52.217-9, Option to Extend the Term of the Contract.
• The Government has the option to extend the term of contract (up to 6 months) in accordance with Section I, Contract Clause, FAR
52.217-8 – Option to Extend Services (Nov 1999).

•The best value continuum source selection process used in this acquisition is the tradeoff process. This process allows for a tradeoff between non-price factors and price.
•Award will be made to that responsible offeror whose proposal, conforming to the solicitation, is determined to be the best value and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated

•Factors 1, 2, and 4 are of equal importance to each other and, when combined, are equal in importance to the past performance evaluation/performance confidence assessment, Factor 3.

•Questions regarding the solicitation SHALL be submitted in writing using Attachment A, Pre-Proposal Inquiry (PPI) Form, which the attachment was provided with the solicitation. This ensures all potential offerors receive accurate information at the same time.

•Responses and changes to the solicitation will be published on
FEDBIZOPS as amendments to the solicitation. Vendors are encouraged to register on the site to receive automatic updates regarding the solicitation.
Lessons Learned (prior to proposal submission)
•Verify accuracy of SAM and VETS-4212 registrations
•Sign and return the SF33 and all solicitation amendments
•Ask questions if you are uncertain about something (use PPI form)
•Create a checklist to ensure you have addressed all requirements
•Utilize pricing attachments provided in Section J to submit data and verify that there are no math errors in your extended totals.
•Ensure data is consistent throughout the proposal (price and non-price)
•Number proposal pages consecutively and stay within the page limitations provided. Pages exceeding the page limitation will not be evaluated.
•Do not copy and paste from a prior proposal
•Clearly label and separate/tab each factor in your proposal
•Address every element within each factor
Overview of the Contract
•The outcomes to be achieved is a follow-on contract for on-going West Sound BOS Contract (WSBOS) and Naval Magazine
Indian Island Guard Services Contracts for Naval Installations located in Jefferson and Kitsap Counties, WA, and Kootenai
County, ID.
•Requirement includes all labor, supervision, management, materials, equipment, facilities, transportation, and other items necessary to perform: one technical annex and other related services.
•The outcomes for this acquisition are consistent with the
Federal Acquisition Regulation (FAR) 37.101 definition of service contracts.
Other Considerations
•First and Foremost – “Be prepared to perform the work for the price you bid”
• Prices proposed will be used – don’t expect to re-negotiate post award
•Price what you propose
• All the “bells and whistles” in your technical proposal
• Labor quantities and skill levels/qualifications
• Management and oversight to ensure quality and safety
•Carefully consider non-recurring Unit Priced Labor (UPL) and direct labor definitions
• Understand what’s included – “fully burdened”
• UPL applies to “work” - whether performed by prime, sub, or vendor

•The work shall be performed at various locations and could vary from location to location within the Area of Responsibility
(AOR) of the Commander, Navy Region Northwest (CNRNW), which includes the states of Idaho, and Washington. The specific locations of the Recurring Work requirements are identified. Task Orders and FedMall Orders for Nonrecurring
Work may be issued for any location within the CNRNW AOR.
Unless identified otherwise, FedMall orders shall be available for order at these locations. Locations for task orders will be specified in the order.
•Naval Base Kitsap (NBK), Bangor. NBK is located two miles northwest of the city of Silverdale on the Hood Canal, which opens to Puget Sound and then the Pacific Ocean. It is comprised of 7,200 mostly forested acres. NBK Bangor contains administration, personnel support services, and various tenant commands
•Naval Magazine Indian Island, Port Hadlock, WA. The Indian
Island Complex encompasses 2,716 acres and is located approximately 46 miles northwest of Bremerton near Port
Hadlock, Jefferson County, Washington. Indian Island
Complex contains administration, security, and personnel support services.
•Acoustic Research Detachment, (ARD) Bayview. Naval Surface
Warfare Center, Carderock Division, Acoustic Research

Services
•The contractor shall provide all labor, supplies, supervision, tools, materials, equipment (excluding GFE) necessary to provide physical security services for the deterrence of unauthorized personnel, safeguarding of personnel, traffic enforcement at gates, reports and documentation of all incidents, and investigations of security interests.
•The majority of the services defined in this contract are specified as watch standing requirements, the contractor is responsible for ensuring that the integrity of the installations is not compromised at any time and that every effort is made to protect the installations and the individuals working within the installations confines.
•The Government will provide weapons at NBK Bangor and
Indian Island and the contractor shall perform all weapons training at NBK Bangor Small Arms Training Center (SATC).
Ranges at Joint Base Lewis-McChord (JBLM), WA, are available for the purpose of weapons qualification.
•At ARD Bayview, the contractor shall use non-government facilities for weapons qualifications required by the contract.
Weapons and ammunition are contractor owned.
•The contractor’s right and power to compel or demand obedience when enforcing rules and regulations is delegated by the installation Commanding Officer via Post Orders, and
Standard Operating Procedures (SOPs). The contractor has no arrest or law enforcement authority. The contractor’s authority is limited to detainment of personnel suspected of violating laws, rules, or regulations. While on duty, contractor personnel invoking the right to make a citizen’s arrest are defined by laws of the States of Washington and Idaho.
•Ballistic vest (wears while on duty) and helmet
(wears as directed by ISO) that meets the NIJ standard threat level 3A and a triple retention level 3 holster.
•Traffic Reflective Vests shall be worn at all Entry
Control Points/Pier gate at all times during sunset to sunrise, while engaged in traffic control and/or sentry duties.
•Traffic Vests shall also be worn by patrols after hours when in the lanes of traffic/street. Traffic Vest shall be bright orange/lime green or a combination of both colors, with reflective tape.
