1 General Information
1.1 Outline of Services Except where otherwise stated, the Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services outlined below and described in this Performance
Work Statement (PWS) at various locations throughout the Northwest.
The contract is an Indefinite Delivery Indefinite Quantity type, performance-based contract that is comprised of both Recurring Work and
Nonrecurring Work Items.
The PWS is organized into annexes. Annex 1 is "General Information".
Annex 2 contains the on-site project management and administration requirements. Annex 4 contain the technical requirements. The annex numbers are identified as 1 through 4 in the description column, but the full expanded annex numbers include seven digits (e.g., Annex 1 expanded number is 0100000 as shown in the header row at the top of this page).

0401000 – Security Operations
1.2 Project Location The work shall be performed at various locations and could vary from location to location within the Area of Responsibility (AOR) of the
Commander, Navy Region Northwest (CNRNW), which includes the states of Idaho, and Washington. The specific locations of the Recurring
Work requirements are identified in each annex. Task Orders and
FedMall Orders for Nonrecurring Work may be issued for any location within the CNRNW AOR. Unless identified otherwise, FedMall orders shall be available for order at these locations. Locations for task orders will be specified in the order.
The Recurring Work services described in this contract generally pertain to the following locations:
1) Naval Base Kitsap (NBK). Naval Base Kitsap includes services at various locations in Kitsap County, Washington. These include facilities at the Bangor, Bremerton, and Keyport bases, Camp Wesley Harris, Jackson Park Complex, Camp McKean, and Ivy Green Cemetery, as described below.
1) NBK Bangor. NBK Bangor is located two miles northwest of
Silverdale, WA, on the Hood Canal, which opens to Puget Sound and then the Pacific Ocean. It is comprised of 7,200 mostly forested acres. NBK
Bangor contains administration, personnel support services, and various tenant commands including Commander, Navy Region Northwest;
Commander, Submarine Group 9; Commander Squadron 17; Commander
Squadron 19; Naval Submarine Support Center; OHIO-class submarines, Commander, Submarine Development Squadron 5; TRIDENT Training
Facility (TRITRAFAC); Strategic Weapons Facility Pacific (SWFPAC);
Intermediate Maintenance Facility (IMF); Marine Corps Security Force
Battalion (MCSFBN) Bangor, and numerous smaller tenant commands.
Bangor supports utilities, berthing, messing, security, fire protection, etc., for the TRIDENT program and all tenant commands. TRITRAFAC is

Spec Item Title Description equipped with submarine simulation systems and provides training of submarine crews and support personnel. SWFPAC provides assembly, inspection, packaging, and delivery of submarine missiles. IMF provides industrial support for submarine overhaul and repair.
2) Naval Magazine Indian Island (NAVMAG II). Naval Magazine Indian
Island encompasses 2,716 acres and is located approximately 46 miles northwest of Bremerton near Port Hadlock, Jefferson County, Washington. Indian Island Complex contains administration, security, and personnel support services; and provide ordnance receipt, storage, issue, maintenance/overhaul, demilitarization, and disposal.
3) Acoustic Research Detachment, (ARD) Bayview. Naval Surface
Warfare Center, Carderock Division, Acoustic Research Detachment, (ARD) Bayview, Kootenai County, Idaho. Consists of 22 acres and is located approximately 20 miles from Coeur d'Alene, Idaho.
1.3 Acquisition of
Additional Work
The Government reserves the right to acquire services at locations identified in the recurring work requirements of this contract. Additional services will be incorporated into the contract in accordance with the
CHANGES clause, SECTION I or ordered under the Nonrecurring Work portion of the contract. Items of work not covered by this contract but within the general intent are considered in the scope of this contract.
1.4 Background
Information
Force Protection at the project locations was previously performed under three separate contracts, N44255-08-D-3007 (ARD Bayview), N44255-
14-D-9000 (NBK Bangor), and N44255-14-D-9021 (NAVMAG II). This contract consolidates the three requirements into one regional contract.
Force Protection at other NBK locations and other installations throughout CNRNW AOR are performed by the Government.
1.5 Verification of
Workload and
Conditions
Throughout the PWS, the workload data is generally referred to as being located in Section J. Section J provides data such as inventories, maps, and tables to represent the type, quantity and location of services to be provided. However, offerors are encouraged to visit the project site during the site visit for offerors and to visit the technical library during posted hours as part of its due diligence to assess the nature of work and conditions under which work is to be performed.
1.6 Climate Patterns NBK Bangor climate varies throughout the region with temperature being relatively comparable at the locations identified in the PWS. The average monthly temperature ranges from 35o F to 76o F (extremes range from 0o
F in the winter to 95o F in the summer). Bremerton’s average maximum temperature is 59.8 F and average minimum is 43 F. The average annual precipitation is 35 to 40 inches; however there is more variation in precipitation at the different locations. Snowfall ranges from a trace to in excess of twenty inches during the months of November through April, with an average annual snowfall of six to eight inches. The Contractor shall validate climate information at the National Oceanic and
Atmospheric Administration (NOAA) web site.www.wrh.noaa.gov.
Indian Island climate data is provided for Nordland, WA, which is approximately two miles east of Indian Island. The average monthly temperature ranges from 40o F to 62o F (extremes range from 0o F in the winter to 95o F in the summer). Average maximum temperature is 72 F and average minimum is 36 F. Spec Item Title Description inches. Snowfall ranges from a trace amount to in excess of ten inches during the months of November through April, with an average annual snowfall of 4.7 inches.
ARD Bayview climate is influenced by predominantly west winds which deliver moist air masses from the Pacific Ocean. The local climate is also influenced by Lake Pend Oreille, a large and deep lake that has much capacity for moderating local temperatures. The average annual monthly temperature at ARD Bayview is 45.3 F. The average minimum temperature is lowest in December (22.7 F) and January (21.8 F), while the average maximum temperature is reached in July and August (80.5 F and 80.1 F, respectively). The average annual precipitation is 25.3 inches
(presented in inches of water) which includes rain, snow, hail and other forms of precipitation.

1.8 Navy Approach to
Service Contracting
The Department of Navy (DoN) spends over $1 billion in annual obligations to meet global requirements for facility operations and maintenance provided through Facility Support Contracts (FSC) and additional billions to provide other base operations support services
(OBOS). The Head of the Contracting Activity (HCA) of the Naval
Facilities Engineering Command (NAVFAC) has focused increased attention on re-engineering FSC contracts in response to customer and industry feedback, budget constraints, and the impact of a variety of contracting, program management and financial management regulations.
The Navy also supports the following principles:
1.8.1 Partnering Philosophy The first principle is that the Navy views its contractors as partners and not just abstract service providers. The Navy wants its contractors to succeed because partners' success drives the Navy's successful mission completion. Within the bounds of acquisition policy the Navy intends to work to find solutions that will be beneficial to both the Government and its partners.

1.8.2 Contractor's Knowledge The second principle is that the Navy will receive insightful management from its contractors. This management will include the knowledge, skills, authority and willingness to use contractor resources to find better ways of serving Navy clients’ strategic and operational goals and objectives.
The Navy's use of performance-based objectives evidences this principle.
Although performance work statements will typically contain several levels of performance assessment, the Navy wants its contractors to exercise maximum discretion within bounds of prudent risk management to adjust processes and resources needed to reach specified objectives at the highest performance level.
1.8.3 Industry Best Practices The third principle is that the Navy will adopt industry best commercial practices and maintain state-of-the-art service delivery. It is the Navy's and contractor's responsibility as partners to reach this goal. To that end, the Navy's emphasis will be in evaluating performance objectives (end results).
1.9 Standard Template Key to implementing a programmatic approach is using a standard template that ensures Navy-wide consistency yet affords appropriate tailoring to meet local needs. This contract conforms to the standard template and has been tailored for this solicitation. NAVFAC intends to use this template-based approach for future service contracts. Offerors should develop an understanding of the template as part of performing due diligence in reaching an understanding of the Navy’s requirements and expectations.
The standard template contains 18 standard annexes. Annex 1 will always contain information that is relevant to the entire scope of the contract.
Annex 2 contains on-site project management and administration requirements that are relevant to the entire scope of the contract. Annexes
3 through 18 contain the technical information and requirements peculiar to that technical annex. Within each technical annex, the organization of information and requirements are also standardized. Specification item 1 will always contain General Information. Specification item 2 will always contain the management and administrative requirements.
Specification item 3 will always contain the Recurring Work requirements. Specification Item 4 will always contain the Non-recurring
Work requirements. Requirements and standards for higher level specification items apply to all subordinate specification items, e.g., Specification Item 3 standards apply to all recurring work specification items. Specification Item 3.1 is applicable to all 3.1 subordinate specification items. Specification Items 3.2 and 3.3 are not considered subordinate to 3.1. All costs associated with Annexes 1 and 2 and
Specification items 1 and 2 shall be priced and distributed within
Specification Item 3 of Annex 4.
1.10 Navy PBSA Approach The Navy’s approach to performance-based service acquisition (PBSA) includes four component parts which are 1) performance outcomes, 2) measurable standards, 3) consideration of incentives, and 4) performance assessment plan.

The Contractor warrants that its technical proposal incorporated herein by reference will meet or exceed the performance objectives set forth in this contract.

2.2 General Information
2.2.1 Government Regular
Working Hours
The Government's core working hours are from 0730- 1600, five days per week, Monday through Friday, except observed Federal holidays.
Exceptions to the regular hours of operation are detailed in subsequent sections of this PWS. Work in 0401000 requires Contractor continuous operations, 24 hours a day, every day of the year including holidays. The performance of other work requirements shall be accomplished within the
Government’s regular working hours unless the specific work requirement specified herein necessitates otherwise. Any other work outside
Government regular working hours requires prior Government approval.
2.2.1.1 Observed Federal

The Government observes the following holidays: New Year’s Day, Martin Luther King Jr.’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day.
2.2.1.2 Restriction to Contractor

2.2.2 Wage Determinations The Contract Labor Standards and Collective Bargaining Agreement
(CBA) apply to the PWS. The Contractor is responsible to carefully review
Recurring Work and Nonrecurring Work requirements and to pay the correct wage rate to its employees and subcontractors.
The Nonrecurring Work portion of the contract is also subject to the SCA and CBA. The Contracting Officer (KO) will determine the applicable labor act when a proposal is requested for a requirement. If the Contractor disagrees with the KO’s labor act classification, the Contractor shall reply in writing within 24 hours with a rationale for an alternative classification.
Orders placed within micro-purchase thresholds are not exempt from compliance and are also subject to SCA and CBA requirements.
General information regarding the requirements of the Contract Work
Hours Safety Standards Act, and the Service Contract Act of 1965 may be obtained from the Department of Labor, Washington, D.C. 20210, or from any regional office of that agency. Requests for information should include the solicitation number, the name and address of the issuing agency, and a description of the supplies or services.
Refer to J-1 for the current Wage Determination/Collective Bargaining
Agreement. When a wage determination covering the work being proposed is not included in the contract, the Contractor shall request the current wage determination from the KO.
2.2.3 Requirements Hierarchy Requirements or definitions specified in each spec item of this contract apply to subordinate paragraphs. For example, requirements shown in spec item 3.1 would apply to spec items 3.1.1, 3.1.2, 3.1.2.1 and so on.
Likewise, Performance Standards specified at a lower digit level (i.e. spec item 3.1.1, 3.1.2, 3.1.2.1) apply when performance is assessed at a higher tier (i.e., spec item 3.1) based on the composite work requirements.

The Contractor may be required to attend administrative and coordination meetings. The Contractor shall attend meetings as shown in J-0200000-02
2.3.2 Training for
Maintenance and
Operation of New and
Replacement Systems and Equipment
When new and replacement systems and equipment are required to perform work under this contract, the Contractor shall attend Government provided training, as applicable, for maintenance and operation of new and replacement systems and equipment at no additional cost to the
Government.
2.3.3 Partnering To increase the likelihood of successful performance of this contract, the
Government requires cohesive partnerships with its Contractors and subcontractors. Key stakeholders, including the supported commands who will receive services, principal individuals from NAVFAC, the performance assessment team, and representative(s) of the installation(s) will be invited to participate in the partnering process. Key members of the prime and subcontractors teams, including senior management personnel shall participate. The partnership will draw on the strength of each organization in an effort to achieve quality contract services done right the first time, within the contract price, as scheduled, and without any safety mishaps.
Partnering should accomplish three goals:
- The first goal is to develop a cohesive team with common purpose, commitment and established communication processes.
- The second goal of partnering is contract specific, identifying risks and opportunities for the team to address.
- The third goal is to sustain the Partnership throughout the contract by identifying and addressing issues that affect the Partnership.
A project’s characteristics determine the process level to be used. As such the following partnering level applies to the contract: Level A
2.3.3.1 Formal Partnering
Level A
The initial session should be scheduled concurrent with the Pre-
Performance Conference and held no later than 30 days after contract start.
The initial Partnering Meeting will be at least one day in duration and held at a Government provided facility as designated by the Government.
Follow-on sessions should be scheduled every three to six months and typically last a half day or less. The frequency, duration, and locations of follow-on sessions should be agreed to by both parties during the initial
Partnering Meeting. The Contractor shall pay all costs associated with the partnering effort including facilitator, meeting room, and other incidental items. Before the partnering session, the Contractor shall coordinate with the facilitator the requirements for incidental items (audio-visual equipment, computer(s), easels, flipchart paper, colored markers, note paper, pens/pencils, colored flash cards, etc.) and have these items available at the partnering session. The Contractor will provide copies of any documents used for the Partnering Meeting for distribution to all attendees.
The facilitator shall be acceptable to both the Contractor and the
Government. The participants shall pay their own costs for meals, lodging, and transportation associated with partnering.
2.3.3.2 Partnering
Administration
Upon award, the KO or COR will contact the Contractor, supported command(s), Region, and Installation(s) stakeholders, and the performance assessment team to discuss implementation of partnering.
The Core Management Team consisting of the attendees below shall be present during the initial and all follow-on partnering sessions. These are

2.3.3.3 Partnering Session

2.3.4 Permits and Licenses The Contractor shall obtain all required permits, licenses, and authorizations to perform work under this contract and comply with all the applicable Federal, state and local laws and regulations. Provide evidence of such permits and licenses to the Government in accordance with J.F-1.
All Contractor employees operating vehicles on a Government installation are required to possess a valid state motor vehicle operator's license.
2.3.5 Insurance The Contractor shall submit a Certificate of Insurance per J.F-1 as evidence of the existence of the following insurance coverage in amounts not less than the amounts specified below in accordance with the FAR Clause
52.228-5, INSURANCE – WORK ON A GOVERNMENT
INSTALLATION. This insurance shall be maintained during the performance period.
2.3.5.1 Certificate of Insurance The Certificate of Insurance shall provide written notice by the insurance company prior to cancellation or material change in policy coverage. See
J.F-1. Other requirements and information are contained in the aforementioned insurance clause.
2.3.5.2 Minimum Insurance
Amounts
The Contractor shall procure and maintain, during the entire period of performance under this contract, the following minimum insurance coverage:
Comprehensive General Liability: $500,000 per occurrence
Automobile Liability: $200,000 per person, $500,000 per occurrence, $20,000 per occurrence for property damage

2.3.6 Protection of
Government Property
During execution of the work, the Contractor shall protect Government property. The Contractor shall return areas damaged as a result of negligence under this contract to their original condition at no cost to the

2.3.9 Forms It is the intent of Government that all forms required for accomplishment of work in this PWS be accessed electronically. The Department of Defense
Forms Program site at:
http://www.dtic.mil/whs/directives/infomgt/forms/index.htm provides access to an inventory of DOD, Navy, GAO and GSA forms, frequently asked questions, and downloading instructions. It shall be the Contractor’s responsibility to duplicate the required forms as necessary for accomplishment of the work. In the event that a form is unavailable electronically, an initial issue of the form will be supplied to the Contractor during the transition period, and it shall be the Contractor’s responsibility to maintain working inventories of such forms during the term of the contract.
See J-0200000-04 in Section J for all forms referenced in this Annex.
2.4 Government-Furnished
Property, Materials and
Services
In accordance with FAR Clause 52.245-1 -- GOVERNMENT PROPERTY, FAR Clause 52.245-9 -- USE AND CHARGES, DFARS Clause
252.245.7001 - TAGGING, LABELING, AND MARKING OF
GOVERNMENT-FURNISHED PROPERTY, and NAVFAC Clause
5252.245-9300 -- GOVERNMENT-FURNISHED PROPERTY,
MATERIALS AND SERVICES, and the following paragraphs, the
Government will furnish or make available to the Contractor certain
Government-owned facilities, utilities, materials, and equipment for use in connection with the contract. All such facilities, materials, and equipment will be provided in “as is” condition. The furnished property listing shall not be construed as being sufficient to meet the requirements of this specification. Government-furnished equipment shall be used only for the performance of work directly related to the contract. The use of
Government-furnished property and services for other purposes is prohibited. The Government-Furnished Property, Materials, Equipment, and Services are listed in J-0200000-05. Inventory And Property Control:
The Contractor shall designate in writing to the KO, a Property Manager who is responsible for GFP, GFF, Government-Furnished Utilities, GFM, and GFE as it relates to, but not limited to security, safety, housekeeping, maintenance, and energy conservation. The Contractor shall conduct a complete inventory, prepare documentation and sign receipt for those items listed in J-0200000-05. See J.F-1. The exact quantity and nomenclature of facilities, equipment, materials, and supplies on-hand at start of work may vary from that listed in J-0200000-05. Any property listed in J-0200000-05 found not suitable for contract use by the Contractor, shall be handled per requirements for DISPOSITION OF GOVERNMENT FURNISHED
PROPERTY specified below. The Contractor has 30 days to notify the
Government of any shortages. The Government shall have the option of providing the Contractor with comparable equipment or making an equitable adjustment to the contract price. Government-furnished items shall not be removed from Government premises unless the KO provides written approval in advance or the items are used to perform authorized work under this contract.
In accordance DFARS Clause 252.245–7002, Reporting Loss of
Government Property, lost, stolen, damaged, or destroyed Government property shall be immediately reported to the Government. Throughout the term of the contract, the Contractor shall report inventory discrepancies.

Spec Item Title Description along with complete written justification and explanation for loss, damage, or destruction of Government property. See J.F-1. The Government will conduct an investigation, determination of responsibility, and final disposition. The Contractor shall cooperate fully in any survey investigation. If necessary, reimbursement shall be made to the
Government by the Contractor within 60 days of the inventory discrepancy.
Maintenance and Certification of Government Furnished Property:
The Contractor is responsible for all preventive and corrective maintenance of Government Furnished Property necessary to ensure it is maintained in proper operating condition.
Replacement of Government-Furnished Property (GFP):
The Contractor at no additional cost to the Government shall replace government-furnished property, including GFF, GFE, and GFV, which has been lost or irreparably damaged by the Contractor. Property that has become unserviceable through wear and tear or property that has become obsolete shall be returned to the Government and replaced by the
Contractor at no additional cost to the Government. Excepted Government
Furnished Equipment is listed in Attachment J-0200000-05 and is noted as replaceable by the Government. Refer to section I for Contractor’s financial responsibilities for damages to Government property, facilities and vehicles (Clauses 5252-245-9300 and 52.245-1 respectively).
Disposition of Government-Furnished Property:
The Contractor shall identify, pack, prepare documentation and deliver to the nearest Defense Reutilization Material Office (DRMO), or other
Government designated destination, all Government-owned equipment and materials, which become excess in the course of performance of the contract. The Contractor shall:
Obtain prior approval of the Property Administrator before transferring
GFP outside of the Contractor organization.
Identify, pack, and deliver all Government-owned materials and repair parts, which become excess in the course of performance of the contract as determined by the usage/consumption rate and approved by the Government Property Administrator.
Physically segregate inventory at the time it is determined to be excess.
Prepare any and all documentation required by the Government to identify, pack, deliver, and segregate excess inventory.
Contractor personnel shall not utilize cellular telephones or personal devices while operating Government Furnished Equipment/ Vehicles.
2.4.1 Government-Furnished
Facilities (GFF)
The Government will furnish or make available to the Contractor, the facilities described in J-0200000-05. Some facilities shall be jointly occupied with the Government, and the Government may choose to utilize any facilities during the term of the contract. The Government reserves the right to reallocate and relocate assigned facilities during the term of the contract. Upon termination of this contract, assigned facilities shall be in a condition at least equal to that existing when the Contractor assumed responsibility of the facilities. Spec Item Title Description the same standards as similar areas occupied by the Government, and use such space only in connection with performance under this contract. The
Contractor shall be responsible for the cost of any repairs caused by negligence or abuse. In the event insufficient (as determined by the KO)
Government-furnished facilities are provided, the Government will make available to the Contractor land suitable for temporary buildings or trailers.
Lay down areas, storage areas, etc., will be provided to the Contractor upon request and availability. The Contractor shall be responsible and accountable for such facilities and shall take adequate precautions to prevent fire hazards, safety hazards, odors, and vermin infestation. The
Contractor shall appoint an individual responsible for reporting maintenance items to the Government. The Contractor shall maintain workspaces in a clean, safe and secure condition. The Contractor shall establish a key control program, which provides complete accountability and audit trail of all keys issued. Contractor alterations or improvements to assigned facilities shall be provided at the Contractor's expense. The
Contractor shall not make any alterations to the space except with written permission from the KO. Any such alterations or improvements become the property of the Government; however, if the Government requires removal or dismantling of such improvements, it shall be accomplished at the Contractor's expense and the Contractor shall return facilities to a usable condition as determined by the KO.
2.4.2 Government-Furnished
Utilities
The Government will provide all utilities for Government-furnished facilities assigned to the Contractor for the performance of services identified in this contract. The Contractor shall exercise all efforts to conserve energy as required by base energy conservation programs. The
Contractor shall be required to reimburse the Government for installation and disconnection fees and utilities consumed in any Contractor-provided buildings. The Contractor shall meter and report monthly the electrical and natural gas consumption for all facilities utilized solely by the contractor.
The Contractor is financially responsible for all voice and data communications including long distance.
2.4.3 Government-Furnished
Materials (GFM)
The Government will furnish to the Contractor, throughout the term of the contract, the material listed in Section J-0200000-05. The Contractor will have the CO sign all gun cards before individuals handle weapons. The
Contractor shall be held accountable for all materials supplied and shall be responsible for providing all other material and parts to fully perform all work or services required by or directed under this contract. Maintain GFM in a clean and safe condition and exercise reasonable care, security, and protection of same. Includes all cleaning (including laundering) necessary to ensure material is in ready-to-use condition. Government material includes ammunition for Government-furnished weapons. The
Government operates Hazardous Material Minimization Centers (HAZMIN
Centers) at each installation. No cost material may be available to support work performed under the requirements of this contract. The Contractor will not charge the Government for free issue material obtained from the
HAZMIN Center. COMNAVREGNWINST 5090.6, Regional Hazardous
Material Control and Management (HMC&M) Program provides process direction.
2.4.4 Government-Furnished
Equipment (GFE)
The Government will make available to the Contractor for the performance of this PWS, Government-Furnished Equipment (GFE). A complete listing of GFE is provided in Section J-0200000-05. The use of this GFE for other purposes is prohibited. The Contractor shall replace this equipment at the
Contractor’s discretion and expense. At the termination of the contract, the

Contractor shall return all 'non-replaced' GFE to the Government in the same or better condition than issued to the Contractor minus fair wear and tear. The Contractor retains title for equipment replaced by the Contractor.
2.4.4.1 ELMRS Radios The Government will make Government-owned ELMRS Radios available to the Contractor for the use in secure communications. The Contractor shall create and implement a radio communications program for Contractor employees. Radios shall be used as the primary method of communication associated with maintenance and operations by and between contractors, and Government personnel. Contractor owned cell phones, and other communication devices, are allowed within the requirements of applicable security and safety regulations.
The Contractor shall comply with COMNAVREG NW Instruction 2300.1
Land Mobile Radio Management and NAVFAC NW Enterprise Land
Mobile Radio section 6.1 and assign a site POC.
The Contractor shall be responsible for the replacement cost of lost or damaged radios. The Contractor shall return all ELMRS radios to the
Government when damaged, broken, or upon completion of contract.
ELMRS radios shall be turned into the Government for maintenance.
2.4.4.2 Maintenance of
Government Furnished
Equipment
The following criteria applies to the maintenance of GFE:
Weapons and security equipment shall be maintained equal to or greater than the standards established in OPNAV INST 3591.1.
The Contractor is responsible for all preventive and corrective maintenance of equipment in J-0200000-05.
For GFE that is subject to Government lease (i.e. vehicles or leased computer stations), the Contractor shall follow maintenance, inspection, and notification requirements of the lease.
2.5 Contractor-Furnished
Items
Except for items identified as Government Furnished, the Contractor shall provide all equipment, materials, parts, supplies, components, and facilities to perform the requirements of this contract. Provide all security vehicles and other vehicles not otherwise provided by the Government. All security vehicles shall be marked per OPNAVINST 5530.14. All ballistic vests and helmets will meet the National Institute of Justice (NIJ) standard of a 3A ballistic threat level. Ballistic vests and helmets will be worn on duty at all times unless directed otherwise by the Security Officer. Triple retention level 3 holster shall be used at all times. Guard safety lime green reflective vest will be worn per post order and SOPs. The Government may inspect
Contractor-furnished items for adequacy and compliance with contract requirements. The Contractor shall clearly mark all Contractors furnished items as Contractor owned to prevent Contractor furnished equipment from being confused or mistaken for GFE. Equipment shall be in good working order and well maintained.
The Contractor shall provide all administrative supplies on this contract to include paper and toner for Government furnished NMCI printers to include monitors.
Contractor furnished equipment shall be selected based on optimum energy efficiency and operational costs. Inadequate or unsafe items shall be removed and replaced by the Contractor at no cost to the Government.

Samples, Safety Data Sheets (SDS) or Manufacturer’s Data Cut Sheets of
Materials used in this contract.
Contractor furnished Hazard Material (HM) shall be approved by the
Installation Environmental Office (IEO) prior to purchase. The
Government will maintain an Authorized Use List (AUL) of materials that are approved for use by the Contractor in direct support of the requirements of the contract. The Contractor shall obtain authorization from the IEO at the installation where the material will be used. The AUL is Work
Site/Work Center/Product/SDS specific; all requests for purchase of HM not already authorized shall be accompanied by the manufactures' SDS.
2.6 Management The Contractor shall manage the total work effort associated with the services required herein to meet the performance objectives and standards.
Such management includes but is not limited to planning, scheduling, cost accounting, report preparation, establishing and maintaining records, and quality assurance. The Contractor shall provide a staff with the necessary management expertise to ensure performance objectives and standards are met. To ensure compatibility with Government scheduling software, the
Contractor shall use either MS Word or MS Excel for scheduling of work.
2.6.1 Work Control All dealings with work control will be sent to the SPAR/PAR for action assessment.
2.6.2 Work Schedule The Contractor's work shall not interfere with normal Government business. The Contractor shall be flexible in accommodating schedule requirements which only allow for access outside regular work hours, "shut down" periods, etc.; access limitations, restrictions, or constraints imposed by the customers; employee work schedules; mission impact and schedules;
and other conditions which may limit access to their areas. Unresolved scheduling conflicts shall be forwarded to the Government. In those cases where some interference is unavoidable, the Contractor shall minimize the impact and effects of the interference. The Contractor shall provide advance access of all of its work schedules to the Government. The
Contractor shall notify the Government of any difficulty in scheduling work due to Government controls.
2.6.3 Deliverables Records and reports are specified in Section C and listed as deliverables in
J.F-1. The Contractor shall submit accurate and complete documents within the required timeframes as specified in J.F-1.
Government acceptance of deliverables will not relieve the Contractor of the responsibility for any error or omission which may exist in the deliverable, as the Contractor is responsible for all requirements of this contract.
2.6.4 Quality Management
System (QMS)
The Contractor shall establish and maintain a complete QMS program in accordance with the provisions specified herein. The Contractor’s QMS program shall provide an effective and efficient means of identifying and correcting problems throughout the entire scope of operations. The
Contractor's QMS program shall address:
Accurate documentation of work processes, procedures, and output measures.
A systematic procedure for assessing compliance with performance objectives and standards.

2.6.4.1 Quality Management
(QM) Plan
The Contractor shall submit a Quality Management Plan (QMP) for approval. See J.F-1. The QMP shall describe the QMS methodology and approaches used under the contract.
The Contractor’s QM Plan shall include, at a minimum, the following:
• Policy and objectives of Quality Management System (QMS)
• Quality organization o List of personnel o Responsibilities & lines of authority o Training and qualifications
• Approach to assuring quality of services provided and conformance with performance objectives and standards
• Methods and procedures for effective planning, operation and control of processes and performance of work
• Procedures for inspection and surveillance of services o Scheduling and performance of inspection and surveillance o Measurement, data collection and analysis o Corrective action, preventive action, and continuous improvement o Oversight of subcontracted work
• Documentation and records management
• Communication with Government SPAR/PAR
2.6.4.2 Quality Inspection and
Surveillance
The Contractor shall establish and maintain an inspection and surveillance system in accordance with the FAR Clause 52.246-4, INSPECTION OF
SERVICES – FIXED PRICE, to ensure that the work performed conforms to the contract requirements. The Contractor shall document and maintain a file of all scheduled and performed inspections and surveillances, inspection and surveillance results, and dates and details of corrective and preventive actions. The quality inspection and surveillance file shall be the property of the Government and made available during the Government’s regular working hours. The file shall be turned over to the Government at termination of the contract. See J.F-1.
2.6.4.3 Quality Inspection and
Surveillance Report
The Contractor shall submit a copy of the Contractor Quality Inspection and Surveillance Report per J.F-1. The Government may adjust the frequency of the submittal based on the Contractor’s quality of performance. The Contractor Quality Inspection and Surveillance Report shall include a summary and results of the quality inspection and surveillance events performed and assessment-driven corrective actions and process adjustments during the previous month.
2.6.5 Property Management
Plan
The Contractor shall establish and maintain a plan that meets the contract clause requirements of Spec Item 2.4 Government-Furnished Property, Materials and Services and Spec Item 2.5 Contractor-Furnished Items of this Annex. This plan shall identify the Contractor’s policies, procedures, and practices in receiving and performing physical inventories, repairing and maintaining, preserving and protecting, and reporting the disposition of accepted government property in its possession. The Property Management
Plan shall be submitted per J.F-1.
2.6.6 Equipment Replacement Except where otherwise specified, replacement components shall be of the same model/style or equivalent as the component being replaced.

2.7 Personnel Requirements The Contractor shall comply with the personnel requirements stated below.
2.7.1 Key Personnel The Contractor shall submit a List of Key Personnel and Qualifications per
J.F-1. The Contractor shall provide any additional information requested by the KO or COR necessary to certify their qualifications. The Contract
Security Manger (CSM) and Quality Manager (QM) positions may be filled by the same person.
The Contractor shall submit an Organizational Chart per J.F-1 showing lines of authority of the key personnel and on-site supervisor(s) for this contract. The chart shall include names of personnel and their position title in this contract. As a minimum, include the CSM, QCM, on-site supervisor(s) and who they will report directly to for this contract. The key personnel shall be revised as changes occur on this contract.
2.7.1.1 Contract Security
Manager (CSM)
The Contractor shall provide a CSM and designated alternate, when CSM is off site during regular hours who has the have full authority to act for the
