1 47 On page 47 of the RFP, it states that the technical approach to safety narrative shall be limited to two single-sided pages. Please clarify whether data for EMR, DART, and TRC is included in the two-page limit.

Submission of EMR, DART, and TRC data is not included in the two page limit.

2 47 On page 47 of the RFP, it states that EMR, DART, and TRC data should be submitted for each offeror who is part of a partnership or joint venture. Please clarify whether data is required for major subcontractors (performing 20% or more of the contract value).

Submission of EMR, DART, and TRC data is required for each offeror who is part of the joint venture or partnership.

3 46 On page 46 of the RFP, it states that the offeror or joint venture/mentor protégé partners should demonstrate experience in

Factor 2. If the offeror’s team includes a major subcontractor performing 20% or more of the contract’s value, can corporate experience information be included for that subcontractor?

No, subcontractor experience will not be excepted. Factor 2 states "The offeror (or joint venture/mentor protégé partners that make up the offeror) shall demonstrate experience as a prime contractor…"

4 0401000 2.2.10 PWS 2.2.10 lists training requirements. Please clarify whether incumbent personnel (guards) meet these standards or should additional training, PQS documentation, oral qualification board be anticipated for transitioning incumbents to the new contract.

Most incumbent guards have equivalent training that fulfills most of the new training courses. Incumbent guards will have 6 months after the start of the contract to be 100% trained on any missed new training per CNICINST 3502.2

NSF TRAMAN.

5 71 Page 71 of the PWS states that a weapons list is available upon request. It also says, “see separate file named J-0200000-5 GFP.xlsx.”

We request the weapons list, as well as the named spreadsheet file if different than the list.

J-0200000-5 GFP.xlsx has been posted to www.fbo.gov with Amendment 0001.

This attachment lists all weapons.

6 81 Page 81 of the PWS states that standard operating procedures are available as a separate file on disc. We request a copy of the disc be sent to the firm, in care of the POC, listed above.

8 42 Page 42 of the RFP states that font size should be no smaller than 11 points. Would the government allow 10 point font for figures, tables, and graphics?

Font size has been updated to no smaller than 10 Point font.

9 CBA Local 5 between HSSI/SPFPA. The current expiration date of this

CBA is Sept. 30, 2019. Does the government prefer bidders to use current wages as defined in CBA for 2019, or revert to wage determination since the bargaining agreement will be expired at the start of services?

Offerors shall use the current CBA wage rates.

Furnished Equipment includes Gate/Sentry Houses in each installation. Do the Government Gate/Sentry Houses have potable water supplies that can be accessed by sentries during their shift? If not, does the Government have information on a suitable water source for security personnel on duty?

Furnished Equipment includes NMCI Computers. Will the

Government permit contractor furnished computers to be used for contract support functions such as timekeeping, record keeping, and training? If so, will the Government provide internet access, or is the contractor expected to furnish internet access?

The Government will not permit the contractor to install contractor owned computer software on NMCI computers.

Per Annex 2, Spec Item 2.8.8, Contractor security personnel are required to have access to Government NMCI computers to perform training. Internet access provided by Government is for official use only, not for routine contractor business.

The Contractor may supply Contractor

Furnished Computers for contact support funtions. The contractor is expected to furnish internet access for routine contractor business conducted on

Contractor Furnished Computers.

Furnished Equipment includes CISCO IP Phones for Bay View, ID location. Does the customer require additional land line telephones for the Security Office and guard shack communications in Bangor and Indian Island, and are these land line telephones and user accounts expected to be furnished by the contractor?

The Government provides two means of communication from each guard shack post, including radio or telephone. The contractor is required to provide telephone service for security offices at

NBK Bangor (Bldg. 1200) and NAVMAG

Indian Island (Bldg. 848).

13 0401000 2.3.3 RFP PWS Spec Item 2.3.3 describes Contractor provided Security

Vehicles. Can the customer provide information on the number of contractor-furnished vehicles currently used in each location? If not, can the government provide a map of guard mount and post locations to determine how many vehicles are required for to transport personnel from guard mount to post?

The Government cannot provide the number of contractor furnished vehicles.

The Government provided scaled installation maps in Amendment 0001 along with building numbers for all stationary posts on J-0401000-13.

14 J-0401000-05 PWS Attachment J-0401000-05 Post Orders indicates the official Post

Orders can only be available on disc by request. Will the

Government provide access to post orders as part of procurement?

Files will be transferred to Offerors providing a valid email address via

15 J-0401000-13 RFP PWS Attachment J-0401000-13 Post Manning Requirements -

Post 1 allocation is 10 hours per day Monday – Friday. Can the

Government define the hours of operation (ex. 0600-1600)?

Post 1 hours are 0600 - 1600 plus guard mount times.

16 J-0401000-13 RFP PWS Attachment J-0401000-13 Post Manning Requirements -

Post 8: 0530-2000. Can the Government clarify calculation of a total of 8,040 hours per year with guard mount? Given a 14.5-hour shift did the Government allocate for two shift guard mount? There is also conflict with minimum staff column (M-F) and days of operation column restating Sat/Sun holiday on page 87 for 12.5 HPD. Is this four (4) personnel working post 8 on weekends for 12.5 hours?

17 J-0401000-13 RFP PWS Attachment J-0401000-13 Post Manning Requirements -

Post 8 0530-0730 Can the Government clarify conflict between minimum staff column and days of operation column in hours of operation?

18 J-0401000-13 RFP PWS Attachment J-0401000-13 Post Manning Requirements -

Post 8 0730-2000. There is a conflict between the minimum staff column (Sat- Sun) and the days of operation column Sat, Sun, Hol).

Total calculated hours appear to be without holiday. Can the

Government confirm?

19 J-0401000-13 RFP PWS Attachment J-0401000-13 Post Manning Requirements -

Post 10 – Can the Government provide hours of operation for this post requirement (ex 0630-0930)?

The hours vary during the school year for early release and after hour programs.

The total time does not exceed hours posted on J-0401000-13.

20 J-0401000-13 RFP PWS Attachment J-0401000-13 Post Manning Requirements -

Post 14 and 17. Do post requirements that state an annual requirement include guard mount?

Post 14 & 17 guard mount time are included in the hours on J-0401000-13.

21 0200000 2.9.1 Spec Item 2.9.1, Accident Prevention Plan (APP) lists the date of submission as: “No later than 30 days prior to contract start and as updated.”

Question: With an anticipated contract start date of 1 October, 2019, is it NAVFAC’s intent to issue the award with sufficient time to allow the awardee to meet this delivery? Or, are bidders to proceed “at risk” to remain compliant with this PWS requirement?

Spec Item 2.9.1 is revised in Amendment

0002 to reflect 15 days instead of 30 days.

22 0200000 2.9.4.2 Spec Item 2.9.4.2, Alcohol and Drug Abuse Prevention Plan, lists the date of submission as: “No later than 30 days prior to contract start and as updated.”

Question: With an anticipated contract start date of 1 October, 2019, is it NAVFAC’s intent to issue the award with sufficient time to allow the awardee to meet this delivery? Or, are bidders to proceed “at risk” to remain compliant with this PWS requirement?

Question: Post 15 has Min Staff of 2 (24 x 7), but the Days of

Operation calls for one armed sentry 24 hrs a day 7 days per/week.

Can the Government please clarify if one or two guards are required for Post 15?

The PWS is revised in Amendment 0003 to state: "Two armed sentry 24 hrs. a day

7 days per/week when a submarine is present. (Gov’t will provide 24 hrs.

Question: The total number of hours on page 89 of 89 do not match the total number of hours on pages 86-88. Can the government please clarify the total number of hours required?

30 0401000 2.2.11 PWS 2.2.11 states, “The Shift Supervisor may be able to assist the motorized patrol guards listed in 0401000.” We are assuming this is limited to motorized patrols defined in J-0401000-13, Post Manning

Requirements Summary. Please clarify whether the Shift Supervisor is allowed to fulfill dual roles of guard on post and supervisor while on duty.

The PWS is revised in Amendment 0002 to state the following: "The Shift

Supervisor may be able to assist the motorized/stationary guards listed in

0401000 J-13 attachment.

31 0401000 3.4 PWS 3.4 states that the contractor will provide dispatching services at NAVMAG and ARD Bayview. Please explain dispatching for posts at

NBK Bangor.

The PWS is revised in Amendment 0002 to state the following: "The Contractor shall provide dispatching service for security operations at ARD Bayview to ensure calls are received, responded to, logged, and notifications completed in a timely manner." NBK Bangor and NMII dispatching services are done by the

Regional Dispatch Center and not the contractor.

32 RFP PWS, General for Insurance: Under current scope of this RFP are any guards required to transit on a marine vessel when performing work duties or transiting between posts?

There is no requirement for contractor personnel to transit on marine vessels under recurring work.

The contractor may have to transit via waterborne craft at ARD Bayview, if

Nonrecurring Work hours are purchased for an outlying post.

33 RFP PWS, J-0401000-11, Safety Requirements, page 84. The section mandates guards at Bayview wear anti-exposure suits in certain weather conditions. Are these government provided, or contractor provided?

In accordance with Annex 2, Spec Item

2.5, "Except for items identified as

Government Furnished, the Contractor shall provide all equipment, materials, parts, supplies, components, and facilities to perform the requirements of this contract." Anti-exposure suits are not listed as Government furnished.

34 J-1 – Wage Determinations and CBAs – Does the Government have seniority lists for each base location to accurately calculate CBA or

WD benefits?

The Government does not maintain a list of contractor personnel seniority.

35 RFP PWS, J-0401000-13, Post Manning Requirements – Are the post types “Motorized Patrol” utilizing Government Furnished or

Contractor Furnished Vehicles?

The Government does not provide vehicles for use on this contract.

36 J-0200000-05 – Government Furnished Property…, P. 69-70 – PWS, Amendment 001 deleted a significant portion of the GFE, to include office equipment and supplies. Is the contractor expected to supply this equipment?

In accordance with Annex 2, Spec Item

2.5, "Except for items identified as

Government Furnished, the Contractor shall provide all equipment, materials, parts, supplies, components, and facilities to perform the requirements of this contract." Office equipment and supplies are not listed as Government furnished, and shall be provided by the contractor.

37 Performance Work Statement Page 14 – J.C-1 – 0200000 –

Management and Administration - Does the client require a roll call, and if so, how long is it?

Roll call is not a requirement of this PWS.

Contractor personnel are require to conduct guard mount as specified in

0401000.

38 Performance Work Statement Page 32 – J.C-1 0200000 –

Management and Administration - Can the Government please provide the number of Non-Recurring work hours performed in each of the last three years?

39 Q&A # 34 - Since the Government does not have Seniority Lists, please confirm that the Contractor will be entitled to submit an

Equitable Adjustment due to CBA Benefits variances such as vacation, sick leave, pension, etc.

The Contractor is entitled to submit a

Request for Equitable Adjustment for variances in annual wage and fringe increases. The contractor is not entitled to submit a Request for Equitable

Adjustment for changes in seniority.

40 Noticed in the collective bargaining agreement there is constant reference to pairing with the union. Is it a requirement if awarded this contract is it required to work with the union?

Do we turn in All documentation for contract upon award or with bid?

Yes, the successful contractor must coordinate with the union.

Any documentation regarding the CBAs shall be turned in after award of the contract, see J.F-1 Deliverables. Refer to

Section L for instructions regarding documentation to be turned in with the proposal.

41 RFP J.C-1 (PWS) Page 19, Section 2.7.1.1 indicates CSM is located at

Bangor Building 1200. Does that indicate the Government provides office space for the CSM at this location? Does the Government provide office space for other administrative personnel at Bangor or at Indian Island or ARD Bayview, Idaho locations?

Yes. J-0200000-05 GFP indicates all government furnished facilities and spaces. Administrative spaces are indicated at NBK Bangor and NAVMAG

Indian Island, not at ARD Bayview.

42 RFP J.B-1 and J-0401000-13 POST MANNING REQUIREMENTS

SUMMARY

Can the Government identify the post locations with the applicable

CLIN and SUB CLIN numbers?

Yes, J-0401000-13 has been updated with

Sub-ELINs in Amendment 0003.

43 PWS Section J- 0200000-05 GOVERNMENT FURNISHED PROPERTY, MATERIALS, AND SERVICES says…”WEAPONS AND AMMO WILL BE

PROVIDED BY THE GOVERNMENT EXCEPT FOR ARD BAYVIEW.”

PWS Section J-0401000-12 WEAPONS indicates Sidearms and

Shotguns are Contractor owned.

Please clarify which weapons are Government provided and which are Contractor provided?

Anned 0401000, Spec Item 2.3.13, specifies weapons requirements. The

Government furnishes weapons at NBK and NAVMAG Indian Island. The contractor is required to furnish weapons at ARD Bayview. J- 0200000-05 indicates the type and number of weapons provided by location. J-0401000-12

WEAPONS specifies the requirement for the sidearms and shotguns that are contractor provided.

"Additional weapons and ammunition needed by the Contractor to support weapons training and surge requirements shall be provided by the Contractor."
