SUMMARY OF CHANGES (REV.)

The following have been added by full text:

SUMMARY OF CHANGES AMENDMENT 0002

1. This amendment provides updates to Section 00805, Section 00806, and Attachment J. This amendment also provides Attachment K – Project Photographs in response to PPI 012.

2. The technical proposal due date and the price proposal due date are not changed with this amendment.

3. This amendment answers the following Pre-Proposal Inquiries (PPIs):

PPI 009: The re-issued SF 1442 included with Amendment 01 dated 4/14/19 indicates a page count change after block 3 from 1 of 69 to 1 of 71. Were two additional pages added to the RFP documents, and if so, please provide them.

Govt Response: The SF1442 included with Amendment 0001 indicates a page count of 71 pages because it is conformed through/includes Amendment 0001. The extra pages account for Amendment 0001 PPI responses and any changes associated with Amendment 0001. The entire SF1442 (conformed through Amendment 0001) is provided with this Amendment; see Enclosure #01- SF1442 conformed to Amendment 0001.

PPI 010: The single-line diagram (drawing #E-601) indicates that the rating for the generators is 2.25MW; however, specification section 263212.0020, paragraph 2.1.1.4 “Load profile” indicates that the generator load is 1800KW + 2 each 400HP motors which is equal to 597KW, i.e. a total load of almost 2.40MW. Please advise which rating should be quoted for the project

Govt Response: The single-line diagram on Sheet E-601 shows the correct size of the generator. The load profile under 263213.00 20 2.1.1.4 is the anticipated load seen by both the new generator and the existing generator. The existing generator is a 2.25 mW Cummins.

PPI 011: Under specifications 01 14 00 1.2 – e (page 33 of 1879) Pile driving shall only occur between 16 July 2019 and 15 January 2020.See section 01 57 19.01 20 SUPPLEMENTAL TEMPORARY ENVIRONMENTAL CONTROLS for further restrictions. We believe this part has been left from the previous projects since the new project Award date will be end of 2019.

Govt Response: See Amendment 0001. Years have been removed only the 16 July and 15 January restriction remains.

PPI 012: Per the discussion at the Site Visit, here is our list for the request of Photographs: Multiple shots of the existing piles; The existing wave attenuation barrier; The top and bottom of the connection to the existing pier; The Utilidor lids, esp. at the trestle angle point where the lid appears to have failed and “sunken in”; Inside and outside of the existing building(s) to be modified; The existing compressors to be relocated; The existing generator.

Govt Response: Photos provided with this amendment, see Attachment K – Project Photographs 001-041.

PPI 013: Referencing Amendment 001, revised SF1442: a. The revised SF1442 indicates 1 of 71 Pages of Pages in the upper right corner of the form. The original SF1442 of the Solicitation, Offer and Award documents indicates 1 of 69 Pages of Pages in the upper right corner. Is the revised SF1442 issued with Amendment 001 correct? If yes, please provide the entire revised RFP document with the two additional pages and correct page numbers on each page.

Govt Response: See response to PPI 009.

PPI 014: Referencing Amendment 001, revised SF1442: b. Line A of Box 13 of the revised SF1442 states that sealed offers are due 18Jun 2019 while section 4.1 of the Solicitation, Offer and Award documents state that Price Proposals are due August 19, 2019. Please clarify.

Govt Response: The technical and proposal due dates are staggered. Technical proposals are due no later than 2 P.M. on 18 June 2019; Price proposals are due no later than 2 P.M. on 19 August 2019.

PPI 015: Section 00100, Par 5.3 Factor 1 – Experience Requirements Scope and Complexity requires: “(3) Fabrication and installation of portal style cranes, with a minimum 25-ton capacity. Project description(s) shall demonstrate the crane supplier’s ability to perform all of the following: design, fabrication, equipment electrification, assembly, crane installation, crane testing, and operational testing.” Please confirm that NO exceptions will be made for the portal crane supplier experience requirements. On the previous solicitation for this project in 2018, Ace World Crane provided unrealistically low bid pricing relative to qualified crane suppliers but had no experience in portal crane supply and therefore did not meet the proposal experience requirements.

Govt Response: Confirmed, no exceptions will be made for any requirement under Section 00100, Par. 5.3 Factor 1 – Experience Requirements.

PPI 016: Section 00100, Par 5.3 Factor 1 – Experience Requirements Scope and Complexity requires: “(3) Fabrication and installation of portal style cranes, with a minimum 25-ton capacity. Project description(s) shall demonstrate the crane supplier’s ability to perform all of the following: design, fabrication, equipment electrification, assembly, crane installation, crane testing, and operational testing.” Does the crane supplier have to self-perform the design to meet the experience requirement?

Govt Response: Section 00100, Par. 5.3 Factor 1 – Experience requires the crane supplier demonstrate the ability to perform the design, fabrication, equipment electrification, assembly, crane installation, crane testing, and operational testing.

PPI 017: Section 00100, Par 5.3 Factor 1 – Experience Requirements Factor 1-Experience requires a minimum of two and a maximum of five construction projects that best demonstrate experience on relevant projects that are similar in size, scope, and complexity to the RFP.(b) Additional Construction Experience Submittal Requirements also states “A minimum of one project must be submitted by the Offeror (matching the company name, address, and/or DUNS number on the SF1442 and/or Cover Letter, or otherwise demonstrating how the experience is attributable to the Offeror itself).” With the requirement for a minimum of one project by the Offeror, we interpret this statement to allow the use of subcontractor experience along with the Offeror’s experience to meet the specialized size, scope and complexity requirements. Please confirm that subcontractor experience is allowed to be used, along with the Offeror (Prime) Experience to collectively meet all RFP experience requirements.

Govt Response: Refer to Section 00100, Par. 5.3 (a) (1) Factor 1 -Experience (i) Solicitation Submittal Requirements, (b) Additional Construction Experience Submittal Requirements, Bullet point #7: “If the Offeror is utilizing experience information of any other entity (name/address/DUNS is not exactly as stated on the SF1442 and/or cover letter), the proposal shall clearly demonstrate that the other entity will have meaningful involvement in the performance of the contract. The proposal shall establish a nexus or connection between itself and the entity and state specific commitments of technical resources (personnel or equipment) from the entity that will be utilized in performance of this contract. This information shall be included in box 10 of Attachment C.”

PPI 018: Referencing Section 5.3.a.(1).(i).(a) – Construction Experience on page 11 of 69 of the RFP.

Part 3 of the above referenced section requires that the Offeror demonstrate the crane supplier’s ability to perform the following: design, fabrication, equipment electrification, assembly, crane installation, crane testing and operational testing. This requirement causes the Offeror to select the crane manufacturer at the time of submitting the Technical Proposal, due June 18, 2019, for use in its Price Proposal, due August 19, 2019. The effect of this requirement is the potential of precluding other qualified crane manufacturers from being considered at time of the Price Proposal due date because they were not submitted in the Technical Proposal. This would prevent the Government from receiving the best value available in the market. Some potential solutions to this issue are:

A. Extend the due date for the Technical Proposal to the same date as the Price Proposal.

B. Allow the Offeror to submit Construction Experience sheets for multiple crane manufactures with the Technical Proposal. This would result in the Offeror submitting more than the five (5) construction projects data sheets but not more than ten (10) along with the required Factor 2 - Past Performance documentation. The Offeror will then determine the crane manufacturer to be used during the pricing period and submit its project page (previously submitted with the Technical Proposal) as an appendix to the Price Proposal.

Govt Response: The Government recognizes limitations associated with staggered technical and price proposal due dates; however, the staggered due dates are necessary due to requirements related to project value. The Price Proposal due date is determined by the previously approved price proposal validity time-frame of 120 days. The Technical Proposal due date accounts for the additional time needed to meet requirements for higher level reviews and multiple review boards.

The current Solicitation requirements remain unchanged.

PPI 019: Section 00100 – Bidding Schedule/Instructions to Bidders. In paragraph 3 of Item 10 – Federal Contract Program of the Instructions to Bidders on page 20 of 69 the bidder is instructed to submit with the Proposal a confirmation of the VETS-4212 Report. Is this document to be submitted with the Technical Proposal or the Price Proposal?

Govt Response: You may submit the confirmation of the VETS-4212 Report with either the Price Proposal or the Technical Proposal.

4. All other terms and conditions remain unchanged. Offerors are reminded to acknowledge receipt of this amendment when submitting proposals in accordance with the RFP instructions.
