About this file

This document is an amendment to a solicitation for the P-834: Seawolf Class Service Pier Extension project at Naval Base Kitsap Bangor. The amendment provides updated construction wage determinations for Kitsap County, revises specifications for low-voltage switchgear and switchboards, includes revised drawings, and provides responses to pre-proposal inquiries. Key details include revised wage tables for heavy construction and building construction work. Specification sections for low-voltage switchgear and switchboards are updated to specify battery sizing requirements and remove a paragraph on switchboard handles. Revised drawings CU114 and CU207 show changes associated with a lowered sewer line. The amendment also provides clarification that the prior five amendments were correctly posted to the NECO website. No other terms or conditions of the solicitation were changed by this amendment.

f. This amendment provides Government response and applicable attachments to the following Pre-Proposal Inquiries (PPIs):

PPI 048: Electrical drawing E-211 does not show any skid bases for the low voltage switchgear on substations 9/10/11, however drawing E-212 appears to show bases for Substations 12 and 13. Are rugged skid bases required or is direct floor (pad) mounting acceptable?

Govt Response: Substation 9 through 13 are all intended to be direct floor mounted. (due to being on raised pads anyway)

PPI 049: Are future breakers ESH-A5, ESH-A6 (Substation 9/10), ESH-D5 and ESH-D6 (Substation 11) required or should there just be a drawout cradle/ fully prepared space without the circuit breaker? They appeared to be shown in gray on drawing E-603.

Govt Response: Breakers ESH-A5, A6, D5 and D6 are to be provided and labeled as spare. Fully provisioned spaces are called out like the breaker to the right of ESH-D6.

PPI 050: Please provide battery sizing, capacity, and/or load profile requirements for the battery systems. This information is not included in Section 26 23 00 Low-Voltage Switchgear. Also, are batteries to be 24VDC per specification 26 23 00 or 48VDC per drawing E-616?

Govt Response: See revised spec section 26 23 00 – LOW-VOLTAGE SWITCHGEAR adding the following requirements. Battery Capacity: Provide battery with sufficient capacity to perform following duty cycle with charger disconnected and not drop below 80 percent remaining capacity.

1. Operate gear ancillary equipment for 1 hour.

2. Open all medium voltage circuit breakers via 86 lockout relays.

Provide 48VDC batteries to match drawings. See attached revised spec section 26 23 00 revising voltage to match drawings.

PPI 051: Is seismic certification required for switchgear and switchboards? If so, what are the requirements? No requirements found in Section 26 23 00 – Low-Voltage Switchgear.

Govt Response: Yes. Section 26 05 48.00 requires seismic certification for all electrical equipment, communications and security equipment.

PPI 052: Switchgear power air circuit breakers are provided with push buttons and not handles. Please clarify handles referenced in 26 24 13 – paragraph 2.2.2.6.

Govt Response: See attached updated spec deleting paragraph 2.2.2.6

PPI 053: The existing breathing air compressor skids are covered by a large canopy structure. Who is responsible for removal of canopy structure?

Govt Response: Government will remove canopy structure.

PPI 054: RFP Section 00010 – Solicitation Contract Form - The referenced section appears to be a pricing form that would be included with the price proposal submission, but it is not listed as one of the items to be included with the Price Factor. Please clarify if the form in this section is to be submitted with Offeror’s proposal.

PPI 054 CLARIFICATION: Yes, the listing of the CLINs with the blanks adjacent – pages 4 – 6 of 69. I don’t think that typically this would be included with the price proposal submission, but it looks like something that would need to be filled out at some point in the process and we just would like to clarify for avoidance of doubt.

Govt Response: Referenced RFP pages 4-6 are informational only. The Govt will include necessary information at time of Award.

PPI 055: Section 31 62 16.19 Steel Pipe Piles Section 2.3.2, Section 2.3.3 Requirements. AWS D1.1 2015 Section 9.24.1.

36”x1.250” pipe pile is typically manufactured with a rolled and welded process. For 36” x 1.250” gr. 60 material, this process uses 7’ wide segments of plate that are rolled into individual sections, or cans. Once the 7’ wide segments have been rolled to the correct dimensional tolerances, we will then weld the straight seam of each piece using a submerged arc weld process per WPS. The segments are then fit together with the longitudinal Seams offset 180 degrees. Each individual can is then welded together per AWS D1.1 9.24 girth weld alignment. This girth weld is not considered a splice in the rolled and welded manufacturing process, and therefore should not fall under specification 2.3.3. The shop girth weld is performed with a prequalified WPS and welded from both sides with back gouging. The use of a backing ring, typically in a splice, is for lengths of pile that exceed equipment reach capabilities. All welds would be 100% VT / UT.

For example, when we manufacture a 70’ rolled and welded joint, we would certify the material test as a 70’ not 10 individual 7’ pipe segments. There is a 100% VT and UT requirement regardless of weld designation to the strictest table in D1.1 to ensure the CJP welds are sound and clear of defects.

Section 2.3.2 (b) invokes the paragraph for girth weld alignment which includes requirements for girth weld minimum distance and states “Abutting parts to be joined by girth welds shall be carefully aligned. No two girth welds shall be located closer than one pipe diameter or 3 ft., whichever is less.”. **Note** Specification section “2.3.2 Welding part b” refers to D1.1 girth weld alignment as para. 5.22.31 which is outdated, AWS D1.1 2015 is para. 9.24.1 for girth weld alignment. Also, pile specification “2.3.2 Welding” has several D1.1 Table references which are not updated to the latest edition.

Would you please confirm that the girth weld in a manufactured rolled and weld process falls under section 2.3.2 / AWS D.1.1 9.24 and not per 2.3.3 splices (Shop or Field) in the specifications?

Govt Response: Welding requirements for fabrication of pipe shall be per specification 31 62 16.19, section 2.1. All welding shall be complete joint penetration welds with 100% NDT testing as outlined in the specification. Welding requirements for fabrication of pipe piling shall be per specification 31 62 16.19, section 2.3. All welding performed in the field or outside of a plant shall conform to section 2.3 with testing as prescribed.

PPI 056: Small Business Subcontracting: Based on the scope of work specified, a substantial portion of the project costs are for the crane, substation, earth work, and steel pipe piles. Our market research and outreach measures cannot identify enough small businesses, especially Woman Owned Small Businesses (WOSB) and Historically Under-utilized Business Zones (HUBZone), for this work to achieve the Small Business Subcontracting goals specified in the project. Will the Government provide their market research to support these values?

Govt Response: The offeror is to determine their proposed Small Business Subcontracting Goals based on current market research conducted by the offeror.

PPI 057: Small Business Subcontracting: Based on the scope of work specified, a substantial portion of the project costs are for the crane, substation, earth work, and steel pipe piles. Our market research and bidding process cannot identify enough small businesses, especially Woman Owned Small Businesses (WOSB) and Historically Under- Utilized Business Zones (HUBZone), for this work to achieve the Small Business Subcontracting goals specified in the project. Are the goals specified in this solicitation negotiable?

Govt Response: The offeror is to propose goals that would represent realistic, challenging Small Business Subcontracting Goals for this acquisition. They may be higher or lower than the percentages identified in the solicitation.

PPI 058: We respectfully request that the bid date be postponed 2 days to Wednesday the 21st of August. Having a bid of this magnitude on a Monday presents a host of problems in receiving, analyzing, and incorporating subcontractor and vendor (material) pricing into the bid, and as such may result in higher pricing being submitted to the Government.

Govt Response: The price proposal due date of August 19, 2019 remains unchanged.

g. All other solicitation terms and conditions remain unchanged. Offerors are reminded to acknowledge receipt of this amendment when submitting proposals in accordance with the RFP instructions.
