b. Section 00804, NAVFAC REQUIREMENTS, make the following changes:
1) Add “ORGANIZATIONAL CONFLICTS OF INTEREST”
“ The restrictions described herein shall apply to the Contractor and its affiliates, consultants and subcontracts under this contract. If the Contractor under this contract prepares or assists in preparing a statement of work, specifications and plans, the Contractor and its affiliates shall be ineligible to bid or participate, in any capacity, in any contractual effort which is based on such statement of work or specifications and plans as a prime contractor, subcontractor, consultant or in any similar capacity. The Contractor shall not incorporate its products or services in such statement of work or specification unless so directed in writing by the Contracting Officer, in which case the restriction shall not apply. This contract shall include this clause in its subcontractor's or consultants' agreements concerning the performance of this contract.”
2) Construction Wages are updated, remove wage table and replace with revised wage table below:
State County Construction Type WD # Mod # Publication Date

1) F-102, PIER FIRE PROTECTION PLAN, changes are indicated in bubbled note.
2) P-002, PLUMBING & PIPING ABBREVIATIONS AND & GENERAL NOTES – 1, changes are indicated in bubbled note.
3) P-407, ENLARGED PLAN – PIER PLUMBING & PIPING PLAN, changes are indicated in bubbled note.

d. Specification Section 26 32 13.00 20, SINGLE OPERATION GENERATOR SETS, remove pages 1, 2, 8 and 9 and replace with revised pages 1, 2, 8 and 9 contained herein.
e. This amendment provides Government response and applicable attachments to the following Pre-Proposal Inquiries (PPIs):
PPI 040: See Detail B2 – “B7042 Underslab Plumbing – Plan” on Drawing P-409. In the upper right corner of the detail there is a 1 ¼” water line shown with the callout “1 ¼”W UP TO RPBP”. The initials “RPBP” are not listed on the list of abbreviations shown on drawing P-002. Please clarify what the abbreviation “RPBP” stands for.
Govt Response: RPBP stands for Reduced Pressure Backflow Preventer; however, it should have read RPBA, which stands for Reduced Pressure Backflow Assembly. Follow continuation of piping on sheet P-
403. See revised sheets P-002 and P-409 provided with this Amendment; changes are indicated in bubbled note.
PPI 041: See Detail C1 – Fire Protection Plan - B7112 – on Drawing F-103. This detail is referenced twice on drawing F-102 – Pier Fire Protection Plan. One of the references on F-102 is used in relation to B7042 and the other is used in relation to the B7111. Detail A3 – Below Deck Fire Protection Plan - B7042 – on drawing F-103, however, is not called out on drawing F-102. Please clarify the callouts on F-102 for building B7042.
Govt Response: Confirmed. References to Bldg 7042 should be A1 and A3 on drawing F-103. For B7042, change C1 to A3. See revised drawing F-102 provided with this Amendment; changes are indicated in bubbled note.
PPI 042: See Detail C3 – Pier Utility Station - West End Grid 53 – on Drawing P-407. In the center of the detail at Grid Line 53, there is a material callout for the 6”W. When you follow this line to the right of the detail, there is a callout to transition from SS to DI and then as you continue to follow the pipe and after the elbow there is another transition called out from SS to DI One transition callout says the elbow pipe is stainless steel and the other says the elbow pipe is ductile iron. Please clarify the material callouts on Detail C3 on P-407.
Govt Response: 6"W pipe transitions from Ductile Iron (DI) to stainless steel (SS) for the branch connections to the pier utility station (and then back to DI). The callout in the project north-south run should be reversed. See revised sheet P-407 provided with this Amendment; changes are indicated in bubbled note.
PPI 043: See Detail A1 – Thermal Expansion Loops - BA, CA, PW – on Drawing P-501. The Pure Water (PW) called out on this detail is shown as 3”. On P-103, the PW pipe leading up to the thermal expansion loop is called out as 2”PW. Please clarify on the diameter of the PW pipe in the thermal expansion loop.
Govt Response: 2" PW piping. See revised sheet P-501 provided with this Amendment; changes are indicated in bubbled note.
PPI 044: There are areas in and around Seattle that require reduced engine emissions and call for Tier 4 (or equal) engine exhaust controls. Is this project within a containment zone that requires decreased emissions?
Govt Response: No, project is not within a containment zone that requires decreased emissions. The generator needs to meet the emissions rating specified in 26 32 13.00 20 paragraph 2.1.1.2. See addition to this paragraph describing the generator usage: revised Spec section 26 32 13.00 20 (Amendment 0004) provided with this Amendment.
PPI 045: Specification Section 26 32 13.00 20 “Single Operation Generator Sets”, Paragraph 1.7, Section “e” designates a seismic zone of “Zone 4 as defined by ICC UBC”. This is an obsolete seismic rating. The new ratings go by importance factors. Please provide the importance factor for this site. {Referring to: 1.7 Site Conditions, e.
Seismic Zone: Zone 4 as defined by ICC UBC}
Govt Response: Generator should be Seismic Zone D with an importance factor of 1.5. See revised Spec section 26 32 13.00 20 (Amendment 0004) provided with this Amendment.
PPI 046: It appears this generator (No. 2) is the alternate called out on G104 and we will not need to supply any switchgear, Generator 1, or the master controls. Please confirm, and if this is the case, can the Government please provide the manufacturer information (name, model, etc.) for the original equipment?
Govt Response: The switchgear, Generator 1 and the master controls are existing. Below is the contact information for the electrician and manufacturers of the different components of the P-876 gear.

PPI 047: Regarding solicitation N4425519R0002 - Amendment 003, Summary of Changes Item 4, the section 01 57 19.01 20 - Supplemental Temporary Environmental Controls is replaced with a revised section located in “P834ESA”. We currently have the document “Attachments_E704_E711_S560_P834ESA” and when going through this document, I have been unable to find revised section 01 57 19.01 20 in the “P834ESA” portion of the 244 page document. Can you assist with locating the revised section 01 57 19.01 20? I apologize in advance if I am mistaken.
Govt Response: Section 01 57 19.01 20 was not replaced by Amendment 003, only the Attachment to that specification section was replaced. Replaced was Attachment A "Endangered Species Act (ESA)/Marine Mammal Protection Act (MMPA) Monitoring and Construction Restrictions Requirements".
f. All other solicitation terms and conditions remain unchanged. Offerors are reminded to acknowledge receipt of this amendment when submitting proposals in accordance with the RFP instructions.
