SUMMARY OF CHANGES AMEND_01
AMENDMENT 001
1. This amendment answers the following Pre-Proposal Inquiries (PPIs) and provides corresponding page changes.
PPI 001:
Item 11 of the SF1442 states the project is 895 calendar days after award. Page 3 of 69, Contract Line Item Numbers (CLINs) paragraph states an 880 calendar day POP. Please clarify which is correct.
Answer: 880 calendar days. See revised SF 1442 provided in Amendment.
PPI 002:
Page 8 of 69, Paragraph 2 states the Small Business Target goal is 45%, while paragraph C on page 18 of 69 indicates that Small Business goal is 20% of the total contract value. Please clarify which paragraph governs.
Answer: The 20% Small Business Goal (page 18) refers to 20% of the overall contract value. The 45% Small Business Target Goal (page 8) refers to 45% of subcontract total.
PPI 003:
Page 3 states, "No alternate or multiple proposal variations or options, nor alternate or alternative proposals will be considered in the evaluation". However, paragraph b. on page 22 states: "The offeror may submit one or more additional proposals with alternative line items, provided that alternative line items are consistent with subpart 4.10 of the FAR. However, acceptance of an alternative proposal is a unilateral decision made solely at the discretion of the Govt. Offers that do not comply with the line items specified in this solicitation may be determined to be nonresponsive or unacceptable." Please confirm if alternate proposals are allowed or not.
Answer: Alternate proposals are not allowed. The language on page 22, paragraph b. is part of a required provision; however, the Government states on page 3, "No alternate or multiple proposal variations or options, nor alternate or alternative proposals will be considered in the evaluation".
PPI 004:
Please confirm that NAVFAC will issue a DPAS letter to the awardee at time of award (or confirm how much time after award a letter can be issued) so that orders related to this contract can be expedited. Ref clause 52.211-14 Answer: No DPAS letter will be issued; the Contract Award document is sufficient. The Prime contractor is responsible for extending the DPAS rating to lower tier contractors and suppliers.
PPI 005:
The Spec section for the pier crane appears to be missing. Please provide this specification section.
Answer: The specification section for the pier crane is provided in Amendment 0001.
PPI 006:
Can you add the "fixed crane" specification as an attachment to the solicitation? Is the fixed crane to be included with CLIN 1 (base bid)?
Answer: The specification for the pier crane is provided in Amendment 0001. The fixed crane is to be included with CLIN 001 (base bid).
PPI 007:
Section 00100 stipulates a very unusual requirement for the timing of the submittal of the Factor 4 - Technical Solution on June 18, 2019, more than two months prior to the submittal of the Price Proposal on August 19, 2019.
Factor 4 and the Price go hand-in-hand with each other. The likelihood of the offerors technical approach and schedule changing after the current June 18th due date is 100%. The Factor 4 Technical Solutions that the Gov't would receive on June 18 would not represent the final solutions that the offerors will have used to develop their Price Proposals as the price (and plan) will continue to evolve throughout the coordination process with the construction teams, subcontractors, and suppliers. Additionally, offerors will very unlikely be able to maximize or commit to any schedule savings on the prescribed 880 calendar day contract performance period if it is submitted so far in advance of the proposed price.
Please reconsider the requirement to submit the Factor 4 Technical Solution on June 18, 2019 with the Technical Proposal submittal. The Gov't will receive the most realistic solution, and thereby the greatest benefit, by allowing the Factor 4 Technical Solution to be submitted with the Price Proposal (and subsequently Factor 5 two days later) on August 19, 2019.
Answer: Offerors shall plan accordingly. The Technical proposal due date and the Price Proposal due date remain unchanged.
PPI 008:
a. There is conflicting or uncertain information regarding the status of the Portal Crane. Specification 00 22
13.00 20 Page 1 indicates "CLIN 0002 Option Item No. 1" to furnish a "Pedestal Mounted Portal Crane". However, both RFP Section 00010 Page 4 of 69 and Section 00100 Attachment H - Pricing Schedule do not include the crane but instead, indicate the "Small Boat Harbor Improve." for CLIN 0002. Specification 00 22 13.00 20 does not align with Section 00010 and Attachment H for CLINs 0002 thru 0005 and/or 0006. Please correct this discrepancy.
b. The Gov't did not include sufficient technical information for the offerors to include installation of a Portal Crane. While it would be advised for the Gov't to exclude Portal Crane installation with this solicitation, if it is to be included, please provide complete and detailed specifications with technical requirements for the Portal Crane including manufacturer, make, model, etc. Plan sheets G-101 and S-006 are insufficient for this purpose.
Also, confirm that it is to be included in the CLIN 0001 Base Bid.
If a Portal Crane will NOT be included as part of this solicitation, is it really necessary for the offerors to submit Factor 1 - Experience for "Fabrication and installation of portal style cranes, with a minimum 25-ton capacity"? If not, please reconsider this requirement in Factor 1.
Answer:
a. Corrected Spec pages provided with Amendment.
b. See response to PPI 006.
3. All other terms and conditions remain unchanged. Offerors are reminded to acknowledge receipt of this amendment when submitting proposals in accordance with the RFP instructions.
Section 00010 - Solicitation Contract Form
DESCRIPTION OF WORK
This is an acquisition for design-bid-build (DBB) services for the construction of Military Construction (MCON) project P-834 SEAWOLF Class Service Pier Extension, Naval Base Kitsap (NBK) Bangor, Silverdale, WA.
This project constructs a 520 foot x 68 foot single level, reinforced concrete, general purpose submarine berthing pier extension to the existing pier, with pier-side utilities, communication systems, and two 580 square foot concrete floating camels. The pier extension includes engineered piles and caps to support the pier deck, a fixed crane, equipment pads, mobile cranes, and utility buildings. The project also reconfigures and adds to the existing wave screen attenuation system and modifies the existing small craft berthing at the service pier.
Additionally, the project constructs a low-rise compressor building on the pier for new tool air compressors and breathing air compressors and alters an existing building to accommodate new and existing lift stations, sewage equipment, storm drainage, industrial wastewater services, and provides a new emergency generator.
CONTRACT LINE ITEM NUMBERS (CLINS): This project includes a base bid (CLIN 0001) and four option items (CLINs 0002-0005). A firm-fixed-price is required for each CLIN. CLINs 0002-0005 are option items available to the Government which may be unilaterally exercised at the time of award of CLIN 0001, or not at all.
The Government may award any, all, or none of the option items (CLINs 0002-0005).
Note: the 880 day period of performance does not change with award of option item(s).
THIS PROJECT WILL BE AWARDED USING SOURCE SELECTION PROCEDURES: To be eligible for award, your firm(s) must be registered in the System for Award Management (SAM) per FAR 52.204-7, http://www.sam.gov.
INTENT TO AWARD WITHOUT DISCUSSIONS: As stated in the solicitation, the Government fully intends to evaluate proposals and award the contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
Proposals that contain qualifications, conditions, express unilateral interpretations of the minimum contract requirements, or exceed budget limitations may be excluded from the competitive range or be considered ineligible for award.
NO ALTERNATE OR MULTIPLE PROPOSAL variations or options, nor alternate or alternative proposals will be considered in the evaluation.
PRE-PROPOSAL CONFERENCE AND SITE VISIT is scheduled for Wednesday, April 10, 2019 at 1 p.m.
(PST). See Section 00700, FAR 52.236-27, Site Visit (Construction) and FAR 52.236-27 Alt I for address and further details of the site visit.

5. Basis of Award
a. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with Offerors in the competitive range; and to award the contract to the Offeror submitting the proposal determined to represent the best value – the proposal most advantageous to the Government, price and other factors considered.
b. Intent to Award without Discussions (discussed above in Section 00010 - Description of Work).
c. The best value tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced Offeror or other than the highest technically rated Offeror.
d. Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal.
5.1 Evaluation Factors for Award
a. The solicitation requires the evaluation of price and the following non-price factors:
Factor 1 – Experience Factor 2 – Past Performance Factor 3 – Safety Factor 4 – Technical Solution Factor 5 – Small Business Utilization
The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
b. The relative order of importance of the non-cost/price evaluation factors is the technical factors (Factors 1, 3, 4 and 5) are of equal importance to each other and, when combined are equal in importance to the past performance evaluation/performance confidence assessment factor (Factor 2). When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are approximately equal to price.
The importance of price will increase if the Offerors’ non-cost/price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-cost/price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
5.2 Evaluation
a. The price proposal shall be separate from the technical proposals
b. Firms must demonstrate that they possess the proven competence and experience to perform the subject solicitation.
c. While the Government may elect to consider data obtained from other sources, the burden of providing detailed, current, accurate, and complete past performance, experience, safety, and management information rests with the Offeror.
5.3 Proposal Submittal Requirements and Basis of Evaluation for Each Factor
a. Non-Price Factors:
(1) Factor 1 – Experience
(i) Solicitation Submittal Requirements: The Offeror shall submit the following information:
(a) Construction Experience:
Submit a minimum of two (2) and a maximum of five (5) construction projects for the Offeror that best demonstrate your experience on relevant projects that are similar in size, scope, and complexity to the RFP. For purposes of this evaluation, a relevant project is further defined as:
Size and Scope:
(1) Construction of steel pipe pile supported piers with a minimum project cost of $10,000,000 and 2,000 square feet of pier deck area.
(2) Construction of pre-cast concrete floating structures.
(3) Fabrication and installation of portal style cranes, with a minimum 25-ton capacity. Project description(s) shall demonstrate the crane supplier’s ability to perform all of the following: design, fabrication, equipment electrification, assembly, crane installation, crane testing, and operational testing.
Complexity:
Construction that is subject to compliance with complex environmental regulations and requires extensive environmental monitoring during in-water construction activities.
(b) Additional Construction Experience Submittal Requirements:
Projects submitted for the Offeror shall be substantially complete within the past ten (10) years of the date of issuance of this RFP.
A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project for evaluation; rather Offerors shall submit the work performed under a task order as a project.
The attached Construction Experience Project Data Sheet (Attachment C) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded;
however, total length for each project data sheet shall not exceed one (1) double-sided page or two (2) single-sided pages.
For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (e.g., unique features, area, construction methods).
If the Offeror is a joint venture, partnership, or mentor protégé, relevant project experience should be submitted for projects completed by the joint venture, partnership, or mentor protégé entity. If the joint venture, partnership, or mentor protégé does not have shared experience, projects may be submitted for the joint venture, partnership, or mentor protégé members. At least one relevant project shall be submitted for each joint venture, partnership or mentor protégé member.
Offerors who fail to submit experience for all joint venture, partnership, or mentor protégé members may be rated lower. Offerors are still limited to a total of five (5) projects combined.
A minimum of one project must be submitted by the Offeror (matching the company name, address, and/or DUNS number on the SF1442 and/or Cover Letter, or otherwise demonstrating how the experience is attributable to the Offeror itself).
If the Offeror is utilizing experience information of any other entity
(name/address/DUNS is not exactly as stated on the SF1442 and/or cover letter), the proposal shall clearly demonstrate that the other entity will have meaningful involvement in the performance of the contract. The proposal shall establish a nexus or connection between itself and the entity and state specific commitments of technical resources (personnel or equipment) from the entity that will be utilized in performance of this contract. This information shall be included in box 10 of Attachment C.
In addition, the Offeror shall submit a signed copy of a joint venture agreement, partnership agreement, or approved mentor protégé agreement (MPA) for each member of the Offeror’s joint venture team.
(ii) Basis of Evaluation:
The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review five (5) projects for construction. Any projects submitted in excess of the five (5) will not be considered.
Scope element (1) must be demonstrated at least twice within the submitted projects. Scope element (2), scope element (3) and the complexity element must be demonstrated at least once within the submitted projects. Failure to meet these stated criteria will result in a lower rating.
Failure to comply with the Attachment C requirements may result in the project being considered not relevant and may result in a lower rating.
Relevant projects that demonstrate experience self-performing relevant features of work may be considered more favorably than those who do not demonstrate self-performance.
Higher ratings may be given if size and scope (all size and scope elements), and complexity are demonstrated in a single relevant project.
Higher ratings may be given if the Offeror demonstrates experience driving 36-inch diameter or greater steel pipe piles that support foundations in a marine environment.
Higher ratings may be given if the Offeror demonstrates experience driving piles of 120 feet or greater in length.
Higher ratings may be given if the Offeror demonstrates scope element (2) or scope element (3) more than once within the submitted projects.
Projects submitted by Joint Ventures, where the joint venture partnerships performed together (either as joint venture partners or in a prime-sub relationship), may be given more weight than submitted projects in which the Joint Venture firms did not perform together.
(2) Factor 2 – Past Performance
(i) Solicitation Submittal Requirements:
IF A COMPLETED CONSTRUCTION CONTRACTOR APPRAISAL SYSTEM (CCASS) or
CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (CPARS) EVALUATION IS
AVAILABLE, IT SHALL BE SUBMITTED WITH THE PROPOSAL FOR EACH PROJECT INCLUDED IN
FACTOR 1 FOR CONSTRUCTION EXPERIENCE. IF THERE IS NOT A COMPLETED CCASS OR CPARS
EVALUATION, the Past Performance Questionnaire (PPQ) included in the solicitation is provided for the Offeror or its team members to submit to the client for each project the Offeror includes in its proposal for Factor 2 Past Performance. AN OFFEROR SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CCASS or CPARS IS
AVAILABLE.
IF A CCASS OR CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ (Attachment D), which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information; however, Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Amanda Bonus, via email at Amanda.bonus@navy.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs, CCASS, or CPARS previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 1 – Experience. Offerors may also address any adverse past performance issues.
Explanations shall not exceed two (2) double-sided pages or four (4) single-sided pages in total.
The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the Offeror’s references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
A copy of the blank Past Performance Questionnaire to be used for requesting client references is included as Attachment D.
(ii) Basis of Evaluation:
The degree to which past performance evaluations and all other past performance information reviewed by the Government (e.g., PPIRS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), performance recognition documents, and information obtained from any other source) reflect a trend of satisfactory performance considering:
- A pattern of successful completion of tasks;
- A pattern of deliverables that are timely and of good quality;
- A pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.); and
- Recency of tasks performed that are identical to, similar to, or related to the task at hand
This evaluation focuses on how well the Offeror performed on the relevant projects submitted under Factor 1 – Experience, and past performance on other projects currently documented in known sources. More emphasis will be placed on more relevant projects. In addition to the above, the Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Other sources may include, but are not limited to, past performance information retrieved through PPIRS using all CAGE/DUNS numbers of Contractors who are part of a partnership or joint venture identified in the Offeror’s proposal, inquiries of owner representative(s), and any other known sources not provided by the Offeror.
The Government will consider the currency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the Offeror’s past performance will be used as a means of evaluating the Offeror’s probability to successfully meet the requirements of the RFP.
Offerors lacking relevant past performance history will not be evaluated favorably or unfavorably in past performance and will receive a Neutral Confidence rating.
(3) Factor 3 –Safety
(i) Solicitation Submittal Requirements:
The Offeror shall submit the Past Performance Worksheet for Safety (Attachment E). The Offeror shall submit the following information on or attached to the worksheet: (For a partnership or joint venture, the following submittal requirements are required for each contractor who is part of the partnership or joint venture; however, only one safety narrative is required. EMR, DART and TRC Rates shall not be submitted for subcontractors.)
(a) Experience Modification Rate (EMR): Include five (5) previous complete calendar years’ worth of data. This rate compares company’s annual losses in insurance claims against its policy premiums. The Offeror may submit an insurance company-provided equivalent rate if no EMR exists. If the Offeror has no EMR or premium, for any year, affirmatively state so and explain why. Any extenuating circumstances that affect the EMR and negative trends should be addressed as part of the factor submission.
(b) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate and
Total Recordable Case (TRC) Rate: Submit five (5) previous complete calendar years’ worth of data. If an Offeror cannot submit an OSHA DART and TRC rates, for any year, affirmatively state so and an explanation must be provided. Any extenuating circumstances that affected the OSHA, DART, and TRC rate data negatively must be addressed as part of this factor submission.
(c) Technical Approach for Safety: Describe the plan for safety that will be implemented to evaluate safety performance of potential subcontractors as part of the selection process for all levels of subcontractors. The Offeror shall submit a narrative that fully describes the safety management system that they will use to oversee the safety compliance and performance of self-performed and subcontractor performed work. The Offeror will describe any innovative methods that will be employed to ensure and monitor safe work practices at self-performed and/or all subcontractor levels. Additionally, the contactor will describe their methodology to execute an effective program that facilitates sound mishap prevention techniques and processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps. The technical approach to safety narrative shall be limited to two (2) single-sided pages.
The Government is seeking to determine that the Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for its self-performed work and the work of its sub-contractors. The Government will evaluate the Offeror’s overall safety management system, safety performance record, and the Offeror’s methodology of qualifying, evaluating, selecting and overseeing its subcontractors. The Government’s sources of information for evaluating safety will include, but are not limited to: OSHA, NAVFAC’s Enterprise Safety Applications Management System (ESAMS) database, NAVFAC’s Contractor Incident Reporting System (CIRS), Contractor Performance Assessment Reporting System (CPARS), and other related databases.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete safety information regarding these submittal requirements rests with the Offeror. The Government will evaluate the narrative to determine the degree to which subcontractor safety performance will be considered in the selection of all levels of subcontractors on the upcoming project and the specific management practices that will be in place for providing deliberate safety program management and mishap prevention support.
The evaluation will collectively consider the following:
- Experience Modification Rate (EMR)
- OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) and Total Recordable Case
(TRC) Rates
- Offeror Technical Approach to Safety
- Other sources of information available to the Government
(a) Experience Modification Rate (EMR): For the five (5) previous complete calendar years the Offeror will submit EMR. If no EMR exists, the Offeror may submit an insurance company-provided equivalent rate explaining why not. If an insurance company-provided equivalent rate is provided, it will be treated the same as an EMR. Any extenuating circumstances that affected the EMR and negative trends should be addressed as part of this selection factor. The board will evaluate the EMR to determine if the Offeror has demonstrated a history of safe work practices taking into account any negative trends and extenuating circumstances that impact the rating.
(b) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) and Total Recordable Case (TRC) Rates: For the five (5) previous complete calendar years, the Offeror will submit their OSHA DART and TRC, as defined by the U.S. Department of Labor, Occupational Safety and Health Administration. If unable to submit OSHA DART and TRC rates, affirmatively state so, and an explanation must be provided. Any extenuating circumstances that affected the OSHA DART and TRC rate data and negative trends should be addressed as part of this element. The board will evaluate the OSHA DART and TRC rates to determine if the Offeror has demonstrated a history of safe work practices taking into account any upward trends and extenuating circumstances that impact rates.
(c) Technical Approach to Safety: The Offeror will describe their plan to evaluate their safety performance and that of potential subcontractors. Also, describe any innovative methods that the Offeror will employ to ensure and monitor safe work practices at all subcontractor levels. The Safety Narrative shall be limited to two pages. The board will evaluate the narrative to determine the degree to which subcontractor safety performance will be considered in the selection of all levels of subcontractors on the upcoming project. The board will evaluate the narrative to determine the degree to which innovations are being proposed that may enhance safety on this procurement and validate the contractor has addressed methodology to be used in the execution of an effective program that facilitates sound mishap prevention techniques/processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps. Those Offerors whose plan demonstrates a commitment to hire subcontractors with a culture of safety and who propose innovative methods to enhance a safe working environment may be given greater weight in the evaluation.
(d) Other Sources of Information Available to the Government: Other sources for safety may include but are not limited to OSHA data, NAVFAC’s Contractor Incident Reporting System (CIRS) in Enterprise Safety Applications Management System (ESAMS), Contractor Performance Assessment Reporting System (CPARS) and other related databases.
(4) Factor 4 – Technical Solution
(i) Solicitation Submittal Requirements:
Provide a narrative based on the requirements in the plans and specifications that describe the Offeror’s ability to ensure a completion of the project at or within 880 calendar days from the notice to proceed. Narrative shall not exceed five (5) double-sided pages or ten (10) single-sided pages, and shall be no smaller than 11 pitch font in 8 ½” x 11” format. The submission shall be in narrative form only. Gantt Charts, Critical Path Method (CPM) schedules, etc. are not desired and will not be evaluated. The narrative shall address the following:
(a) Schedule:
Anticipated overall construction duration (clearly identify number of days) Anticipated sequence of construction Anticipated critical path and critical path mitigation means Long lead items and plan to mitigate resulting schedule impacts Anticipated security restrictions and resulting delays Weather delays and use of project calendars
(b) Technical Approach:
Approach to manufacturing process, delivery, staging, and installation procedure for steel pipe piles
Proposed delivery method of piles Approach to meeting environmental requirements for Marbled Murrelet and marine mammal monitoring requirements
Evaluation of this factor will be a subjective assessment of the Offeror’s approach to accomplishing the project’s goals and requirements, and completing the project within the required timeframe to determine if it is realistic and demonstrates the ability to properly accomplish the requirements of the project. Failure to address any of the submission requirements may result in lower ratings. Restating the RFP requirements may result in lower ratings.
Higher ratings may be given for demonstrating a realistic period of performance that is less than the required 880 calendar day period of performance (POP). Upon award of the contract, the contract completion date will be reduced accordingly if Offeror’s proposed period of performance is less than 880 days.
Higher ratings may be given for demonstrating proactive measures that can be taken to prevent critical delays to critical path work activities.
(5) Factor 5 - Small Business Utilization
This factor assesses both historical achievements in utilizing small business concerns as subcontractors and proposed small business participation and commitment strategies.
(i) Solicitation Submittal Requirements:
1. SMALL BUSINESS ACHIEVEMENTS: All Offerors shall provide a narrative (limited to one (1) double-sided page or two (2) single-sided pages) to describe their achievements in supporting the Government’s policy to provide maximum practicable opportunities for small business (SB), veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), historically underutilized business zone (HUBZone) small business, small disadvantaged business (SDB), and women-owned small business (WOSB) concerns to participate as subcontractors consistent with efficient contract performance.
In support of narrative submissions:
a. All Offerors shall submit small business subcontracting information associated with each project cited under the Corporate Experience Factor in the format provided in Attachment F, Small Business Subcontracting Record.
b. Offerors representing as other than small businesses shall also provide copies of the most current individual subcontracting reports (ISRs) associated with each project cited under the Experience Factor if a small business subcontracting plan was required by the contract. If such projects were completed under specific task orders, provide ISRs for the overall contract. For cited projects with state and local government agencies, provide similar subcontracting performance reports if required by the contracts. When not specifically addressed in the ISR or similar report, Offerors shall provide explanations for all instances of failures to meet dollar or percentage goals in individual subcontracting plans.
Note: The Government reserves the right to consider achievements information on other recent, relevant projects from all available sources.
Offerors utilizing achievements information of team members or key subcontractors shall clearly demonstrate how these companies will have meaningful involvement in the management of the subcontracting program for this acquisition. If not, such achievement information will not be considered under this factor. If the Offeror is a new joint venture, partnership or other entity consisting of more than one company, provide achievements information for each individual business entity(ies) that will be responsible for managing the subcontracting program and clearly describe those responsibilities.
Failures to provide ISRs or any other requested information must be fully explained and may negatively impact your evaluation.
2. SMALL BUSINESS PARTICIPATION AND COMMITMENT: All Offerors shall submit a small business participation and commitment strategy including all data elements shown in Attachment G, Small Business Participation and Commitment Strategy.
a. Identify in terms of dollar value and percentage of the total acquisition the extent of work the Offeror will self-perform as the prime…
