About this file

This document is a Solicitation Evaluation Provision (52.212-2) for Commercial Products and Commercial Services dated November 2021. The government will award the contract to the lowest-priced, most advantageous responsible offeror based on three primary evaluation factors: (1) Technical Narrative, (2) Contractor Capacity, and (3) Price Reasonableness. Vendors must submit a technical narrative demonstrating their understanding of the Performance Work Statement (PWS), with technical acceptability determined by meeting all requirements. Capacity will be rated "Acceptable" if the vendor's utilization rate is at or below 75% of total capacity. Price evaluation will assess reasonableness in accordance with FAR guidelines, with prices required to be held firm for 60 days. Proposals will be evaluated and awarded based on initial submissions, so offerors are advised to provide their best terms from a cost/price perspective.
