About this file
The provided document is a Performance Work Statement (PWS) note that describes the "Next Gen" contracting strategy for the Facility Management (Annex 1501) and Facility Investment (Annex 1502) services at Marine Corps Base Camp Blaz (MCBCB), Guam.
The key points are:
- The intent is to maintain facility systems holistically, rather than focusing on specific maintenance tasks on individual components.
- The equipment lists provided are intended to give the contractor information on the competencies needed, not to limit the scope of the PWS.
- The PWS requirement is for the contractor to develop and implement a Planned Maintenance (PM) program to ensure proper operation, minimize breakdowns, and maximize useful life of the facilities, equipment, systems, and other assets.
- For new and planned facilities, the contractor is expected to base their pricing on authoritative cost data for PM/maintenance of similar buildings, adjusting as needed for local conditions, PWS requirements, planned investments/innovations, and their management approach.

Text version
PWS Note – Next Gen Intent The intent in the “Next Gen” Performance Based Contracting strategy is that the PWS scope of services is to maintain facilities systems wholistically. In the past, the PWS scope of services was often interpreted to be limited to specific maintenance tasks on specific components and sub-components. Accordingly, component/sub-component asset inventories provided in this “Next Gen” PWS do not constitute the limit of required services. They are intended to provide contractors with information to understand the type, size and complexity of the facility systems they will be responsible to maintain under the terms of the contract, and thereby anticipate the skills and experience of the resources necessary to meet the requirements of the PWS. For example, the Planned Maintenance (PM) requirement is to perform adequate scheduled maintenance of HVAC systems to avoid unscheduled outages and maximize service life. The J-Section equipment lists provide the contractor with information on the competencies needed for their mechanics and technicians and is not intended limit the PWS scope or the PM program. The PWS requirement for Planned Maintenance, 1502, Section 3.2, “the Contractor shall develop and implement a PM program for facilities, equipment, systems, structures, and other assets to ensure proper operation, minimize breakdowns, and maximize useful life.”
With regard to the MCBCB Facility Management and Facility Investment PWS, the “Next Gen” strategy is most evident and applicable in the PM services for new and planned facilities for which the component inventories are modeled and the actual inventory is not yet available. The expectation is that the contractor will base their pricing on authoritative SF cost data for the PM/maintenance of buildings of like or similar type and size to determine the level of effort required and then adjust the authoritative cost data for considerations such as local conditions, special requirements of the PWS, planned technology investment or innovation, as well as management expertise and approach to estimate the cost to perform.
