About this file

This is Amendment 0001 to Solicitation N40085-26-R-9018 for roof repairs at Camp Lejeune, issued by NAVFAC Mid-Atlantic on March 20, 2026. The amendment extends the proposal receipt deadline to April 1, 2026 at 3:00 PM and answers 13 questions submitted by potential contractors regarding the scope of work across five barracks buildings (FC571, FC520, FC525, FC573, and FC574). Key clarifications include: lightning protection systems are to be removed and not reinstalled; the government does not have specifications for existing plywood roof deck thickness; asbestos reports have been provided to contractors; permanent fall protection must be installed per specification Section 11 24 24; and the contract completion date has been extended from 360 days to 720 days after award to accommodate preconstruction activities, material procurement, and weather considerations. The amendment also references a revised pricing sheet and site visit roster.

The scope of work includes demolition of existing roofs and installation of new standing seam metal roofs on five barracks, along with removal and replacement of metal gutters and downspouts with new 6-inch wide by 6-inch deep gutters and 4x4 downspout leaders, and installation of new 6"x6"x1/4" steel downspouts. All other terms and conditions of the original solicitation remain unchanged, and contractors must acknowledge receipt of this amendment with their proposal submissions.

CONTINUATION SHEET

1. QUESTION: Note 2 under General Requirements for Bldg. FC571. “Remove existing Lightening Protection If Applicable”. NOTE 13 Does say Reinstall if applicable. What determines if its applicable?

ANSWER: Intent is to remove lightning protection and not reinstall.

2. QUESTION: Note 2 under General Requirements for Bldgs. FC520, 525, 573 and 574 states “Remove existing Lightening Protection If Applicable”. There are no notes to reinstall the existing lightening protection. Is the intent to leave the Lightening protection off the building? Is the intent to reinstall the existing lightening protection? Is the intent to install new lightening protection? If new lightening protection is required, please provide design requirements.

ANSWER: Intent is to remove lightning protection and not reinstall.

3. QUESTION: Note 9 under General Requirements for Building FC520, 525, 573, 574 states “Install panel clips as per the manufactures recommendation for a 150 mph Wind in accordance with the Uniform Building Code for North Carolina”. Panel clip spacing based on the Wind Uplift Calculations takes into consideration the pull-out strength of the roof deck substrate. Does the Government know if the plywood roof decks are 5/8” plywood or ¾” plywood?

ANSWER: Government does not have this information.

4. QUESTION: Note 10 under General Requirements for Building FC571 states “Install panel clips as per the manufactures recommendation for a 150 mph Wind in accordance with the Uniform Building Code for North Carolina”. Panel clip spacing based on the Wind Uplift Calculations takes into consideration the pull-out strength of the roof deck substrate. Does the Government know if the plywood roof decks are 5/8” plywood or ¾” plywood?

ANSWER: Government does not have this information.

5. QUESTION: During our site visit we noticed the downspouts are not typical downspouts on all 5 different buildings. All 5 buildings show the downspouts dropping out of the bottom of the gutters, running down the parapet wall about 2 feet and turning back into and through the existing parapet wall piping the rainwater back into the building into pvc piping installed in the attic. Our experience over the last 10 to 15 years has included provisions in the contract drawings to provide 6"x6"x1/4" Steel Downspouts to channel the water out of the building down and tying into a rain leader below grade. The Tubular Steel provides protection of the downspout from potential damage that could crush or bend the typical light gaug!3 aluminum downspouts. I have included a typical Tubular Steel DS detail from a project we are doing now here at Camp

Lejeune. There is currently no work included in this projects scope of work to do anything with the existing gutters and downspouts other than to clean them. Does the government want to leave the downspouts turning back into the attic space or are 6x6 tubular steel downspouts needed on these 5 buildings.

ANSWER: Demolish existing metal gutters & downspouts. Infill downspout leader openings and finish to match existing aggregate covered precast parapet panels. Provide new 6" wide x 6" deep gutter with 4x4 downspout leader. Install new 6"x6"x1/4" steel downspout as per downspout detail (attachment provided). Location of new downspouts shall be each side of existing dormers and each side of stairwell. Note: In lieu of steel pipe pipe outlet connecting to drain pipe, provide 4" galv. steel pipe outlet at 4" above existing grade and concrete splashblock at each outlet.

6. QUESTION: On both files with “..Roof Repairs SOW” in the title – on sheet A1 General Note #23 states “Contractor shall review asbestos inspection survey before commencing work”. We don’t see where an asbestos survey is provided in the RFP to be able to identify any asbestos containing materials to be demolished with the roof. Will this be provided? Without a survey there is no way for us to know exactly what the material is and quantity to be removed.

ANSWER: Asbestos reports have been provided.

7. QUESTION: On both files with “…Roof Repairs SOW” in the title– on sheet A1 under Hazardous Materials – Notes: #2 states if found contractor to abate asbestos if found. If we are to include abatement we must be able to verify type and quantity to be removed to estimate accurately. Will the asbestos surveys be provided?

ANSWER: Asbestos reports have been provided.

8. QUESTION: Plans set states to remove and replace permanent fall protection. Does the replacement fall protection system/connections need to be identical to the old system/connections?

ANSWER: Install per attached specification Section 11 24 24 PERMANENT HORIZONTAL

FALL PROTECTION, METAL ROOFING.

9. QUESTION: In several documents including Combined Div 01 DBB SPECS, 01 11 00 para

1.2 and 01 14 00 para 1.2 special scheduling is “as described in the attached project description”. Is there a separate attachment with that title that describes preferred phasing in detail?

ANSWER: There were no additional phasing guidelines provided. The only special scheduling specified was included in the RFP.

10. QUESTION: The RFP dated 2/23/2026 has listed 5 barracks that need new roofs to include demo of the existing roofs and installing new standing seam metal roofs. The Contract completion date is shown as 360 days after award. There is typically 60 days needed after the award to hold the Preconstruction conference, issue all Purchase Orders and get Admin and Technical submittals in, and approved to allow procurement of materials needed to start work. This only leaves 300 calendar days to complete all 5 buildings to include punch out and final inspections. 300/5 = 60 calendar days per building. Actual workdays estimating 5 workdays a week leave only about 44 work days to complete all scopes on each building to avoid completing late and incurring LDs. Our Experience with these barracks with this scope of work will require a minimum of 3 to 4 months per building to take inconsideration inclement weather and other mitigating factors. Will the Government consider increasing the time allowed to do all 7 buildings a minimum of 720 days?

ANSWER: PWO has no objections to this. The contract CCD has been extended to 720 days.

11. A revised Pricing Sheet has been provided.

12. A site visit roster has been provided.

13. All other terms and conditions remain unchanged.
