About this file
This is a Questions and Answers (Q&A) document for a federal contract solicitation issued by the Navy for the "Convert Intel Spaces to Controlled Area" project at Building 145, NAS Oceana.
The solicitation number is N4008526R0169 with a PPI (Pre-Proposal Information) cut-off date of 29-May-2026. The document contains government responses to pre-proposal inquiries submitted by offerors on 06/15/26, addressing Amendment 6 and Attachment A specifications. Key clarifications provided include: (1) the existing ALC (Automated Logic Controls) contractor is Thermo-Trol Systems at (757)-428-4646, but DDC (Direct Digital Control) work is not mandatory to be performed by Thermo-Trol; contractors may engage another qualified ALC controls subcontractor to support sensor removal/reinstallation, VAV box verification, ALC system modifications for a new ductless split system in Room W205, remote controller installation/commissioning, and TAB (Testing, Adjusting, Balancing) support; (2) RF shielding must achieve minimum 60 dB isolation per IEEE 299 standard, with the contractor responsible for independent IEEE 299 field testing and results validation by a DONSAPCO Certified Technical TEMPEST Authority; (3) the RF shielding subcontractor must provide full design-assist, modeling, and shop drawing coordination for 100 percent of the RF shielding scope including all six sides and all penetrations; and (4) no power filters are required at RF boundary penetrations.

267 06/15/26 Am. 6, PPI Responses
PPI #206 identifies Thermo-Trol Systems as the existing ALC contractor but states that the SOW does not require Thermo-Trol to perform the DDC work.
Please confirm whether DDC controls work must be performed by Thermo-Trol
Systems, or whether another qualified ALC controls contractor may perform the work.
If Thermo-Trol is not mandatory, please confirm that the Contractor remains responsible to provide a qualified ALC controls technician to support the following:
1. Temporary removal, storage, reinstallation, and rewiring of existing room temperature sensors at new perimeter furring walls.
2. Verification of existing VAV box operation/sequences after sensor reinstallation.
3. Modification of the existing ALC DDC system to monitor space temperature and humidity for the new ductless split system serving TEL/COM Room W205.
4. Installation/commissioning support for the manufacturer-provided wired remote controller/thermostat for the ductless split system.
5. TAB support for existing ALC-controlled VAV boxes as required by D3070.
Reason for Request:
The SOW requires work on and verification of the existing ALC DDC system.
Clarification is needed to determine whether Thermo-Trol must be carried specifically, or whether pricing may include another qualified ALC controls contractor."
ALC contractor is Thermo-Trol Systems.
(757)-428-4646. The SOW does not require
Thermo-Trol to perform DDC work. Existing
Thermo-Trol System to remain. Contractor will perform DDC work for Convert Intel
Spaces to Controlled Area. It is up to
Contractor to engage Thermo-Trol or another sub-contractor who understand
Thermo-Trol System.
268 06/15/26 Att. A What frequency range is required to achieve 60 dB isolation? The shielding system must meet minimum performance requirements stated in IEEE
299 0007
269 06/15/26 Att. A If IEEE 299 field testing is required, please identify the discrete test frequencies, test locations, number of test points, and acceptance criteria.
Contractor to conduct independent IEEE-
299 testing to determine shielding effectiveness. Results to be validated by the DONSAPCO Certified Technical
TEMPEST Authority. 0007
270 06/15/26 Att. A
Is the required validation full IEEE 299 field testing, modified IEEE
299 testing, or the typical three-part qualification/validation procedure associated with RF/EMI shielding specifications?
Contractor to conduct independent IEEE-
299 testing to determine shielding effectiveness. Results to be validated by the DONSAPCO Certified Technical
TEMPEST Authority. 0007
271 06/15/26 Att. A At what stage shall RF testing occur: prior to
MEP/FP/telecom/security penetrations, after all penetrations are complete, after finishes, or at final acceptance?
Contractor to conduct independent IEEE-
299 testing to determine shielding effectiveness. Results to be validated by the DONSAPCO Certified Technical
TEMPEST Authority. 0007
272 06/15/26 Att. A
Amendment 0006 responses indicate that power filters and certain
RF filters are not required at RF boundary penetrations. Please confirm whether the Contractor will be held responsible for achieving 60 dB performance if the Government-directed configuration does not include RF filters needed to achieve the specified performance.
No power filters are required
273 06/15/26 Att. A
Please confirm whether the RF shielding subcontractor is expected to provide full design-assist/modeling/shop drawing coordination for 100% of the RF shielding scope, including all six sides and all penetrations, or whether the RF shielding subcontractor is intended to provide consulting/testing support only.
Yes to provide design-assist/modeling/shop drawing coordination for 100% of the RF shielding scope, including all six sides and all penetrations
