About this file

This is a Government Baseline Building Performance Report Guide for a construction project to build a new fire apparatus bay at Naval Weapons Station Yorktown Cheatham Annex in Williamsburg, Virginia (Project P1476U, WON 1832581). The guide establishes baseline energy performance parameters and simulation inputs following ASHRAE 90.1 2019 Appendix G standards.

The facility comprises 3,046.5 square feet of conditioned space distributed across six areas: an Apparatus Bay/Fire Riser (2,398.6 sqft), Corridor (71.1 sqft), EMT Secure Storage (96.2 sqft), Mechanical Room (108.3 sqft), PPE Gear Storage/Maintenance/Decontamination Area (210.9 sqft), and Protective Equipment Laundry (161.3 sqft). The baseline HVAC system is specified as Climate Zone 4A System 3—a packaged rooftop air conditioner with constant volume direct expansion cooling and fossil fuel furnace heating. Indoor design conditions vary by space type, ranging from 55°F to 78°F for heating and 68°F to 85°F for cooling. The baseline service hot water system uses natural gas; however, the proposed design incorporates a split-system heat pump water heater achieving 36.8% energy savings. Lighting power densities follow ASHRAE 90.1-2019 standards, ranging from 0.38 W/sqft for storage areas to 0.86 W/sqft for the low-bay apparatus area. Weather data is derived from Newport News Williamsburg International Airport (Station ID: ICAO_KPHF), with summer design conditions of 91°F dry bulb and 76°F wet bulb (1% occurrence) and winter design conditions of 23°F (99% occurrence). Utility rates are established at $0.1068/kWh for electricity and $0.961/Therm for natural gas. The baseline annual energy cost is $51,307, while the proposed systems design achieves 60.9% site energy savings and 24.4% cost savings through elimination of natural gas consumption and reduced cooling and fan energy requirements.

Note 1: Surface convection line items show the combined effects of conductive heat gain to the surface and radiative heat gains absorbed at the surface which are then convected to room air.

Note 2: Lighting, equipment, and people line items include only the direct convective heat gain from the heat source to the room air. The radiative portion of the heat gain is first absorbed by surfaces in the room and then later convected from the surface to the air.

Therefore the effect of the radiative portion of the heat gain is found in the surface convection line items.

Note 3: Solar heat gain is absorbed by surfaces in the room, re-radiated to other surfaces, and finally convected from the surfaces to room air. Therefore, the effect of solar heat gain is found in the surface convection line items.

Note 3: Solar heat gain is absorbed by surfaces in the room, re-radiated to other surfaces, and finally convected from the surfaces to room
