7. Pre-Proposal Inquiry Responses

PPI

Page Section Paragraph Question Response

3 (updated response)

Site plans appear to show gas service around the area of work. Can gas be utilized for heating and water heating? Everything in the RFP appears to be direct to 100% electric.

Baseline LCCA was designed to be 100%

Electric. Per UFC 1-200-

02 Change 03, Section 4-2, while the initial baseline

LCCA is prepared during

RFP development, the

UFC explicitly mandates:

"refining the LCCA at each design submittal, as well as during construction if there are significant changes to the system."

If AE-2 submitted building systems that are different from those prescribed in the RFP, AE-2 must submit a detailed proposed alternative, with supporting LCCA data, for

Government evaluation during submittal process. If the AE-2 needs to resubmit an LCCA, follow the D-B-

B procedures.

If AE-2 chooses to propose an alternative system that increases first costs, supporting documents must be submitted in accordance with the above paragraph. However, the contractor is required to provide the systems prescribed in the RFP.

Deviations are at the

Government’s discretion, and no change orders for increased first costs will be issued to the Contractor-elected deviations unless formally accepted by the

Contracting Officer.

9 Is PV solar to be excluded?

Please see the Initial HPSB

Checklist and the Initial

LCCAs for the energy systems, renewable energy, and Solar Hot Water provided with Amendment

0004.

10 (updated response)

Typically for new buildings, UFC1-200-02 requires an LCCA to be performed in order to select an HVAC system type. Since the system types are spelled out in the RFP, will an LCCA be required?

Yes, an LCCA is required.

The system outlined in

ESR_D30 serves as a representative model to demonstrate a viable solution for the project's scope.

11 483 sustainability

This paragraph requires

30% energy use reduction over baseline building. With HVAC systems spelled out in the

RFP, in order to achieve those savings, the use of

Solar PV array may be required, but those appear to be omitted in the RFP.

Solar PV is required to be provided in accordance with the annual production rate referenced by UFC 1-

200-02 (refer to IgCC

2018) when LCCE as a standalone system. When considering the 30% reduction below baseline, PV may be employed to reach the 30% requirement if the whole building strategy is found to be

LCCE. Note that the system analysis must be provided for the min.

amount required by UFC, but the whole building amount of PV is not limited to the min. amount, a larger array may be provided to improve the cost/kW which may prove beneficial to the whole building LCCA. In accordance with ASHRAE

90.1-2019, PV may not be used to achieve more than

5% of the energy savings

(see ASHRAE 90.1 for specifics) to meet the requirements of ASHRAE

90.1, but this 5% limit is not applied to the required

30% savings below baseline.

site/soil/debris items.

Please confirm whether the contractor is to include the Primary

Facility/building cost, including PEMB, building foundations, slab, interior construction, MEP, fire protection, overhead doors, finishes, and all work inside the 5-foot line.

75 Please confirm whether the 1,500-ton estimated quantity in Line Item

0001B includes only contaminated/impacted soil media or also includes surplus non-contaminated soil media from planned excavations. The bid note states that removal and disposal of all surplus non-contaminated soil media encountered within planned excavations is covered under Line Items

0001B and 0001C. Please clarify how non-contaminated soil is to be measured, paid, and distinguished from impacted soil.

Base bids on the assumption that all surplus soil media is contaminated.

The quantity in the Price

Schedule is revised in

Amendment 0003 to 4,000

TONS.

76 For Line Item 0001B, please confirm the required disposal facility classification for impacted soil media:

Subtitle D facility accepting

PFAS/petroleum/metals-

Bid per the RFP: Part 3, 3.2.13.1 impacted material, Subtitle C hazardous waste landfill, thermal treatment facility, or contractor-determined based on sampling and receiving-facility approval.

77 For Line Item 0001B, please define the minimum Government-required sampling frequency, analyte list, laboratory method, turnaround time, and approval process before impacted soil may be transported off site. If the receiving facility requires additional analytes, confirm whether those costs are included in the unit price and whether delays waiting on facility-specific approval are compensable.

Bid per the RFP.

78 For Line Item 0001C, please confirm the required treatment standard, discharge criteria, definition of

“non-detect,” approved discharge/disposal location, required sampling frequency, and whether treated water may be discharged on site after approval or must be hauled off site.

80 Please confirm whether

Line Item 0001D applies to unsuitable soils encountered below building footings only, or also applies to proof-rolled subgrades for slabs, concrete aprons, heavy-duty asphalt pavement, LID features, utility trenches, and other site improvements.

81 For Line Item 0001E, please confirm how the

1/2 CY threshold will be determined in the field, whether reinforced concrete, abandoned pipe, asphalt, creosote-treated timber, and mixed debris are all paid under this line item, and whether replacement backfill is included in the unit price.

82 Please confirm whether buried debris encountered outside planned excavation limits, but requiring removal to complete the work, will be compensated under

Line Item 0001E or handled as a differing site condition.

85 For Option Item 0003, please clarify the required wall assembly when using the 10-foot-high CMU exterior wall backup system in lieu of insulated metal panels.

Confirm whether this option includes changes to foundations, PEMB

1.0 PROJECT

DESCRIPTION states

"provide 10’ High

wall construction." PEMB and Foundation design loads in the base bid must support the bid option. All other items must be included in the bid option.

88 For Option Item 0004, please provide the FF&E list, design responsibility, procurement responsibility, installation requirements, storage requirements, and whether the contractor is responsible for field verification, blocking/backing, electrical/data coordination, anchorage, and final placement.

GC must provide a complete, functional building. For bidding purposes, GC will only provide a HAR percentage which will be based on the final cost of the FFE package. Reference E20 for FFE details. It is the responsibility of the GC's

Professional Interior

Designer to provide the

FF&E design/layout, technical specifications, as per User's requirements, and provide the completed design process with an

RFQ bidding package.

Including technical specs, government estimate, release the RFQ and prepare the Best Value

Determination. It is the

GC's responsibility to procure FFE once bid option has been awarded, installation requirements, store as needed but work to align delivery with building construction date, and field verification is the

GCs responsibility.

Blocking/backing for all

FFE items will be included in the construction cost and indicated by the GC's

Interior Designer during design. Electrical/data coordination is the responsibility of the GC and their subs. Anchorage is the responsibility of the

GC and should be included in the construction cost.

Final placement of the FFE is the responsibility of the

GC's hired furniture dealership.

92 Because the RFP states indirect costs such as meetings, submittals, surveys, haul-road/storage-yard maintenance, dust control, security, overhead, profit, and field office salaries are not to be cost-loaded as individual pay items.

Please confirm how the

Government wants bidders to structure mobilization, general conditions, and environmental controls in the proposal/payment breakdown.

The contractor cannot be paid anything other than bond and insurance until we have an approved

Schedule and associated

EVR/SOV. Regarding indirect costs, they should be distributed among all other line items. No exceptions.

93 Please confirm whether any limited early procurement, survey, potholing, or environmental planning work may proceed before acceptance of the complete cost-loaded

NAS and Earned Value

Report.

Efforts may proceed, but if they need to accomplish early procurement, survey, potholing, or environmental planning, they need to submit that portion of the NAS and

EVR for Government approval.

94 Please confirm whether

Season II TAB, endurance testing, post-occupancy testing, or commissioning activities are required after beneficial occupancy, and whether these activities extend the contractor’s required supervision, warranty, or closeout duration.

Endurance testing must be completed prior to BOD, while Season II TAB is a deferred requirement to be performed after BOD.

Commissioning for

Functional performance testing activities must be completed prior to BOD;

any deferred testing must be explicitly documented and approved in the commissioning Plan.

These activities do not extend the requirement for full-time site supervision or delay the start of the facility.

98 Please confirm the hazardous-material assumptions for bidding:

asbestos, lead, cadmium, chromium, PCB-containing coatings/sealants, mercury-containing equipment, contaminated soil, and groundwater.

Are bidders to assume all impacted paints are lead/cadmium/chromium-containing and all impacted sealants/coatings are

PCB-containing until proven otherwise?

Bid per RFP. See ESR F20 and Hazmat Report in Part

6.

99 Please confirm the required scope and duration for the Private

Qualified Person, including whether the

PQP must be onsite full-time during all

require that any deviation provided by the offeror that increases energy efficiency be supported by an energy optimization and LCCA.

Considering the above and the fact that this RFP prescribes the building systems to be provided under this contract, will an LCCA be required on this project? If the answer is, "yes," since this goes against the requirements of UFC 1-

200-02 for DB projects, please describe the process in detail. For example, should we follow the UFC 1-200-02 requirements for Design

B procedures.

If AE-2 choose to propose an alternative system that increases first costs, supporting documents must be submitted in accordance with the above paragraph. However, contractor is required to provide the systems prescribed in the RFP.
