Page Section Paragraph Question Response
1 563 RFP Under D30 HVAC mechanical systems types are specifically called out in the RFP, is the energy model necessary to show 30% energy reduction?
Yes. Per UFC 1-200-02 energy modeling is integrated throughout the design process and must be updated at each design milestone. Energy model is still required to be updated to include but not limit to equipment efficiencies, etc. Please follow UFC 1-200-02 and
FC 1-300-09N.
2 What if the proposed HVAC systems in the
RFP are not capable of providing 30% energy reduction per sustainability requirements?
The provided system serves as a reference solution that meets the project’s requirements. It is included to facilitate the contractor’s analysis, providing a technical framework for the energy model and LCCA while allowing for the evaluation of other potential solutions. Please follow
UFC 1-200-02 and FC 1-
300-09N.
3 Site plans appear to show gas service around the area of work. Can gas be utilized for heating and water heating? Everything in the
RFP appears to direct to 100% electric.
Please bid per RFP.
Design is intended to be
100% Electric.
4 There are multiple references to BIM under general project requirements, Is BIM required for the project? It is not mentioned in technical specifications
Please bid per RFP. BIM
Requirements are stated in
Section 01 33 10.05 20.
1.9 BUILDING
INFORMATION
MANAGEMENT
/MODELING (BIM).
Project must follow FC 1-
300-09N.
5 Will the covered walkway be physically connected between the existing building and the new building?
Please bid per RFP.
Provide a covered walkway between the existing fire station and the new apparatus bay building. Provide free standing canopy structure with perforated metal panel wind break.
Provide minimum 2:12 standing seam metal roof that matches the new apparatus bay building.
Covered walkway and screen wall assembly will be structurally independent of the existing building. (RFP
PART 3 - CHAPTER 1
PROJECT
DESCRIPTION - Page 3).
6 Does the existing building have a lightning protection system?
No.
7 D501002
There is a request for an outdoor non-fused disconnect, what is the intent for this disconnect?
Provide for exterior disconnect.
8 Can a service entrance rated exterior mounted ATS be utilized as the electrical service entrance equipment?
Yes.
10 1305
Typically for new buildings, UFC1-200-02 requires an LCCA to be performed in order to select an HVAC system type. Since the system types are spelled out in the RFP, will an LCCA be required?
Yes, LCCA is required.
The system outlined in
ESR_D30 serves as a representative model to demonstrate a viable solution for the project's scope.
12 Is the Prime Contractor required to have
CMMC Level 1 by the proposal due date?
The contractor must have the required CMMC level by proposal submission.
Is the Prime Contractor required to have
CMMC Level 1 by the date of contract award?
by proposal submission.
Would a failed CMMC Level 1 Assessment cause the Prime Contractors proposal to be rejected?
Yes. The contractor must have the required CMMC level by proposal submission.
Can documented progress toward the achievement of CMMC Level 1 be acceptable for contract award?
by proposal submission.
Level 1 is self-assessed.
511-
100 Apparatus Bay does not indicate any requirements for SCBA (self-contained breathing apparatus) equipment or maintenance. UFC 4-730-10, Table 4-1 requires SCBA connections. Will SCBA equipment and facilities be required?
No SCBA equipment or facilities are required.
Only SCBA connections are needed for the new bay.
100 Apparatus Bay has a requirement for 3" water line with 2-1/2" ball valves in each truck bay. Ball valves can be closed quickly resulting in severe water hammer. Will multi-turn gate valves be acceptable or will industrial style water hammer arrestors be required?
Must follow UFC 4-730-
10 Table 4-1 Plumbing requirement.
100 Apparatus Bay requires an eyewash station. UFC 4-730-10 requires a combination eye/face wash and drench shower. Which type is required?
Both. Follow UFC 4-730-
10 Table 4-1 Plumbing requirement.
100 Apparatus Bay - The eyewash station requires tepid water which is defined by
ANSI Z358.1 as 60dF to 100dF. The ground water temperature is 62F.5dF as determined from the Williamsburg Design Data. What water temperature is required for tepid water applications to emergency safety equipment?
Provide 85°F for
Emergency fixture temperature.
20 511-
100 Apparatus Bay specifies electric radiant heaters. UFC 4-730-10 calls for natural gas or propane heaters when available. Is natural gas or propane available? Note: This
Please bid per RFP.
Design is intended to be
100% Electric.
response will impact alternate systems for
LCC analysis and the ability to meet government building performance requirements.
100 Apparatus Bay - What is the minimum height for the HVLS fans to clear trucks and personnel working on top of trucks?
Minimum mounting height for the HVLS fans must be established by the DB contractor after final, approved apparatus and fan selections. Install per manufacture recommendation, and must guarantee a minimum safety clearance and avoid potential obstruction.
22 511-
100 Apparatus Bay - What is the loading weight requirement for floor trenches?
Design for Quint 25 Single
Rear Axle Fire Apparatus.
It has a maximum GAWR of 33,500.
513 5 N/A
100 Apparatus Bay - Are floor radiant heating elements required at each bay door to prevent the door from freezing to the pavement?
Please bid per RFP. No radiant heating is required.
101 Fire Riser Closet requires floor drain to connect to oil/water separator. A reduced pressure type backflow preventer for a 4" fire service can discharge up to 400 gpm.
Similarly the 3" domestic water service will also discharge a large volume of water. Will the oil/water separator be required to handle this volume of water flow?
No. OWS does not require to size based on the 400 gpm stated. Please refer to
ESR_D40 D4020 Fire
Suppression Water supply and Equipment paragraph
2. The DB Contractor shall calculate the total backflow discharge volumes and provide an appropriate, engineered drainage solution.
Space
Tabulation
100 Apparatus Bay - Space Tabulation schedule lists 890 Unit SF (Net) per vehicle but UFC 4-730-10, Figure B-2 Medium
Truck Double Bay requires 936 SF per vehicle. Verify minimum size of the
Apparatus Bay.
New apparatus bay must meet UFC requirements for apparatus bay clear area. Please see
Attachment J -
