About this file
This file is a Pre-Proposal Inquiry (PPI) Response document for the demolition of two vacant barracks buildings at Naval Station Great Lakes, Illinois, solicitation number N4008526R0090. The government provides detailed responses to 21 contractor questions regarding the technical and logistical aspects of the demolition project for Buildings 532 and 132H.
Key technical details clarified in the responses include: foundation thickness specifications referenced in NAVFAC drawings; basement removal requirements limiting demolition to approximately 3 feet below finished grade; utility disconnection and removal procedures per RFP Part 3, Section F2010 1.2; confirmation that no traversable utility tunnels exist, though abandoned steam lines in concrete chases may be present; floor thickness specifications (B532: 10 inches; B132H: 8 inches); and confirmation that seismic monitoring is not required. Operational requirements address dust suppression using fire hydrants (with approved backflow preventers and water meters at $3.47 per 1000 gallons), use of on-site concrete crushers (subject to noise, dust, and permitting approvals), dewatering procedures requiring government review and environmental compliance, and backfill specifications allowing crushed concrete reuse if it meets TACO screening requirements. Environmental and hazmat requirements mandate that contractors perform their own environmental surveys and hazmat assessments for both buildings, with asbestos and lead reports available for B532 but not B132H. Administrative clarifications confirm Microsoft Project is acceptable instead of Primavera, the Period of Performance remains 520 days, the proposal due date was extended to April 7, 2026, and contractors must submit their own NPDES General Permit NOI (ILR10) for stormwater management rather than relying on a master facility permit.

| DEMO VACANT BEQs B532, B132H NSGL. IL |
| Pre-Proposal Inquires (PPIs) FORM |
| Question No. | RFP Reference (Sect/Para/Page) | QUESTION | GOVERNMENT RESPONSE |
| 1 | What is the foundation thickness of both of the buildings? | See attached drawings: B532 = NAVFAC drawing nos 1120565, 1206515, 1120572; B132H = S2.0, S3.0, S3.2 | |
| 2 | Can we go 30% below grade on the basement, or do we need to remove the entire basement? | Remove foundations to ~3 feet below finished grade, then break up the basement slab for drainage and fill the remainder. | |
| 3 | How far back do we need to cut utilities, or do they need to be completely removed? | Utility disconnections and removal shall be per the RFP. For B532 refer to Part 3, Section F2010 1.2 UTILITIES on page 175 of 214. For B132H refer to Part 3, Section F2010 1.2 UTILITIES on page 174 & 175 of 215. | |
| 4 | Are there any underground utility tunnels? | There are no traversable utility tunnels in the vicinity of B532 or B132H. However, there may be abandoned steam lines in concrete chase. | |
| 5 | Is there any estimate on the floor thickness of each level of the building? | B532 = 10" (see drawing 1120522); B132H = 8" (see drawing S4.0, S6.1) | |
| 6 | Has there been any seismograph done, or is that something that needs to be done prior to removal of the building? | No; Seismograph monitoring in not required. Demolition is anticipated to be performed using systematic demolition methods that minimize vibration. KTR is responsible for selecting demolition means and methods that limit vibration and protect adjacent structures/utilities. | |
| 7 | Can we use the fire hydrants for dust suppression during demolition? If yes, can we get a diagram of hydrant locations around the buildings to plan accordingly? Also, will we need backflow preventers on the hydrants if we use them? | Yes. See attachments "water near B532" & "Water near 132H." Provide approved backflow preventer equipped with a water meter. Protect any hoses that run over areas of traffic and provide ramps if they run over a sidewalk that is not closed off for use. Water usage will be billed to the KTR at the current fiscal year rate for when water is used (To give an idea the current rate is $3.47 per 1000 gallons). | |
| 8 | Can we get a copy of the engineering drawings? | Complete drawings sets are not available; however, individual sheets will be provided as they are found. Availability and completeness cannot be guaranteed. | |
| 9 | Is it possible to get a concrete crusher on location? | Use of a concrete crusher is acceptable. KTR must submit noise control and dust suppression plans for review/approval and must comply with all applicable federal, state, and local regulations. KTR is responsible for notifying the IL EPA and obtaining all necessary permits prior to mobilization and operation of crushing equipment. | |
| 10 | Is there access between the two buildings that doesn’t require going off-site and re-entering? | Site access logistics will be coordinated during the PAK meeting. Government will make reasonable efforts to accommodate a temporary access opening, subject to approval by base security. | |
| 11 | How and where do we drain water? | See attachment "Illinois Urban Manual Practice Standard - Dewatering" Note: Before dewatering, KTR must submit a Dewatering Plan for Government (EV) review/approval. Plan & materials must comply with attachment, Dewatering Practice Standard. Include a map of the dewatering bag and the stormwater drain that it will be draining to. Plan must include the following statements 1) Dewatering will be coordinated with NSGL EV prior to beginning dewatering operations; 2) Dewatering will be stopped immediately if there are signs of contaminants (sheen, film or emulsion) in the basement or signs of contaminants (sheen, film, emulsion, or turbidity) leaving the filter bag. | |
| 12 | Has there been an environmental study done on the buildings? | An environmental report is available for B532 and is included in Part 6 for reference. No report is available for B132H. KTR must perform their own environmental survey prior to starting work. | |
| 13 | Has there been an asbestos and lead quantity study done on the buildings? | See F2020 - B132H - No survey report available; B532 - report provided in Part 6 Attachments for reference only. HAZMAT Survey is required as a part of this project for each building. | |
| 14 | Can we backfill each location with concrete to a certain depth and then cover with dirt after the concrete? | Yes, crushed concrete generated onsite may be reused as fill to a limited depth. Import fill must be clean, certified, and meet applicable screening requirements, including passing a TACO screen. Documentation verifying compliance must be provided prior to placement. | |
| 15 | 01_32_17.00 20 | Is Primavera required or is an alternate (Microsoft Project) acceptable to meet this requirement? | Microsoft Project is acceptable. |
| 16 | 01 14 00 1.2.4 | Will the POP be amended to include the Exclusionary Period? | No, POP will remain at 520-days. |
| 17 | Solicitation, Pg 64 | Will the owner consider extending the period for PPI's to allow bidders more time to coordinate with their design teams and idenify additional information requests? | Proposal due date will be extended to April 7, 2026. |
| 18 | Solicitation, Pg 65 | Will the owner consider extending the bid date to allow for reciept of responses for required bid documents, as well as thorough coordination in preparation for execution of the technical requirements? | Proposal due date will be extended to April 7, 2026. |
| 19 | Site Visit | Can the owner clarify access to building 132H? Will the contractor be ulilizing the gate that was used for access at the pre-bid? If so, what type of turn around can be expected for the gate to be opened? | The Government will try to provide a temporary site access point to avoid using Gate 3; however, this requires base security approval and is not guaranteed. KTR's should plan to use standard entry points unless otherwise approved. |
| 20 | Site Visit | Can the owner clarify the status of the utilities at the time the contractor will take control of both buildings? | Utility information is provided in RFP Part 3, F2010 1.2. |
| 21 | 132H Bid Set | Stormwater management plan, page 3; Is there a master NOI in place for the facility, or is the contractor submitting a whole new permit? | KTR must submit their own NOI for a General NPDES Permit ILR10; See attachment "NOIsubmittal" |
