About this file
This document provides procedural instructions for Notice of Intent (NOI) submittal related to Stormwater General NPDES permit coverage. The contractor must designate Matthew Wollert from Naval Station Great Lakes (User ID: MATTHEW.WOLLERT@NAVY.MIL) as the Navy Signatory. The document specifies that when multiple profiles exist for the same individual, the contractor should select the profile associated with Naval Station Great Lakes located at 310 Seabee Way Building 1H, Great Lakes, IL 60088.
The document establishes the approval workflow and timeline for permit coverage. Once the contractor submits all required documentation, Matt (Matthew Wollert) must access the portal and sign off before the NOI is transferred to the Illinois EPA (IEPA) for review. For planning purposes, coverage under the Stormwater General NPDES permit becomes automatic after 30 days from the date the NOI is received by the Agency, unless the IEPA issues a Notice of Incompleteness letter during that period. The specific authorization language states that "Operators are authorized to discharge stormwater from construction sites under the terms and conditions of the permit 30 days after the date the NOI is received by the Agency."

-For planning purposes: Unless notified by the IEPA with a Notice of Incompleteness letter, coverage under the Stormwater General NPDES permit is automatic after 30 days.
