About this file

This is Amendment 0005 to Solicitation N40085-25-R-2663 for the Q1075 SOF Operations Building Addition and Renovation at Naval Air Station Oceana, Dam Neck Annex, Virginia Beach, Virginia. The amendment extends the proposal due date from January 30, 2026 to February 18, 2026 at 2:00 PM EST and provides responses to Pre-Proposal Inquiries (PPIs) submitted by prospective bidders.

Key project elements addressed in the PPI responses include: Option No. 2 encompasses providing and installing audiovisual (AV) equipment, cabling, and wall plates by a Best Value Vendor, with the general contractor responsible for AV infrastructure (conduit, wireways, junction boxes, pullstring); Option No. 3 designates Electronic Security System (ESS) base bid as pathway infrastructure only, with ESS devices and equipment as optional; creosote-treated lumber is not classified as hazardous material and will not be provided as a government allowance; unsuitable surplus soils require testing, analysis, classification, stockpiling, and disposal consistent with other soil media on the project; the Contracting Officer will attempt to provide approval within 24 hours for work requiring prior written approval but cannot guarantee this timeline; the specification calling for a Siemens Desigo FC2025 fire panel has been clarified to accept either the FC2025 or Cerberus Pro FC 922/24 panel; Sherwin Williams Resuflor HTS high-performance epoxy system is acceptable for floor coating applications; Z-furring channels are no longer required and will be removed via future amendment; and the project does not require safeguarding or management of Controlled Unclassified Information documents. The Commissioning Agent will be separately hired by the government, and a single qualified firestopping contractor is required for the entire project.

2 Option No. 2 is for providing AV system equipment. Does this option include providing and installing the equipment or is the contractor to provide installation in the base bid?

Option No. 2 includes providing and installing the equipment, cabling, and wall plates by the Best Value

Vendor. The GC's

Audiovisual Contractor and their scope of work is detailed under the AV Design Services

Option to include taking the

AV concept design package to final and to perform the detailed steps related to the

Best Value Determination

(BVD) process. Procurement and installation of the AV equipment will be done by the

Best Value Vendor that is selected via the BVD process.

The AV infrastructure

(conduit, wireways, junction boxes, and pullstring) are to be provided and installed by the GC or their subcontractor as part of the Base Bid

Construction Contract.

3 Option No. 3 is for providing ESS

Equipment. Does this option include providing and installing the equipment or is the contract to provide installation in the base bid?

ESS base bid is pathway infrastructure only. ESS devices and equipment are in the bid option.

4 Option No. 3 please confirm we are to provide cabling for these systems in the base bid.

ESS base bid is pathway infrastructure only. ESS cabling is in the bid option.

5 Option No. 3 does not include a HAR percentage on the bid form. Please confirm this is correct.

Confirmed.

Creosote

Treated

Timbers

Line Item 0001H includes creosote treated lumber in this unit price. Creosote treated lumber is typically considered a hazardous material and is required to be handled as such and should not be included in this unit price. This cost for creosote treated lumber is drastically higher then the removal of a block of concrete or a non creosote treated timber. Please remove from this unit price. We recommend handling any creosote treated lumber as a government provided allowance on the price proposal form for bidding purposes or as an unforeseen site condition.

Creosote treated lumber is not typically considered a hazardous material; typically this is manifested under a Bill of Lading and taken to an recycling facility or a specialty landfill in accordance with VA SAC. No allowance will be provided.

Hazardous

Debris

Line Item 0001H includes the description "pipe" as an unknown buried item of debris. There are two concerns with this item. The first is that "pipe" could include debris that contains hazardous materials and should not be included in this unit price. The second concern is that pipe, or other similar debris materials, could be hard to quantify in a cubic yard unit price.

Recommend clarifying that any hazardous materials found in buried debris be handled aqs an unforeseen site condition and "buried debris" be clarified to mean only aggregate materials such as concrete, masonry, or other non-hazardous non-contaminated materials that can be quantified in a cubic yard unit price.

The cost for treatment and disposal cannot be determined until the contaminant is defined and the costs can vary greatly depending on the contaminant.
