About this file
This document is a Continuation Sheet - Amendment "0001" for a Naval Facilities Engineering Systems Command (NAVFAC) MID-ATLANTIC construction contract for the Q1075 SOF Operations Building 368 Addition. The project involves a complex, phased construction schedule spanning 1,200 calendar days, with four distinct phases beginning with a 180-day initial phase and subsequent phases of 450, 270, and 300 calendar days.
The amendment includes significant updates to multiple sections, with key highlights including special security requirements for SOCOM (Special Operations Command) facilities, strict access control procedures, and detailed qualifications for firestopping installers and inspectors. Contractors must obtain security clearance, submit personnel information, and adhere to controlled access area (CAA) protocols, including mandatory escort requirements. The firestopping sections introduce rigorous certification standards, requiring installers to have manufacturer training, specific experience, and professional credentials, and mandating independent inspectors with recent exam certifications or professional engineering qualifications.

1.2 SPECIAL SCHEDULING REQUIREMENTS
ADD the following paragraph:
g. The following construction phases must be accounted for on the construction schedule. Refer to drawing sheets GI101, GI102, and GI103 for general phasing. Requirements are further defined in the remainder of the drawing package.

ADD the following section:
1.4.3 SOCOM Special Security Requirements
Special security requirements apply to this contract. All Contractor personnel associated with this contract shall obtain clearance to the SOCOM compound from the Activity's Security Officer in order to perform work in Building 368. Contractor personnel must submit full name, social security number and confirmation of US citizenship to Activity POC. Non-US citizens will not be granted access to the compound. Strict adherence to the rules and regulations, as set forth by the Activity's Security Officer, must be complied with at all times.
Building 368 is a Controlled Access Area (CAA). All Contractor employees/subs will require escorts for all movements within and around the building at all times. Responsibility for escorts:
the Contractor shall be responsible for coordinating escorts with the Building Activity/Tenant at all times. The Contracting Officer and other NAVFAC personnel "shall not" be responsible for the coordination of escorts for Contractor personnel. For SOCOM facilities, a formal request for escorts must be submitted to the SOCOM POC (TBD at the PAK/PRECON Meeting) by NLT COB each Wednesday prior to the week the Contractor requires escorts. Failure of the Contractor to submit escort requests by NLT COB each Wednesday shall result in possibly having no escorts for the following week, thus not allowing work during that week. The Contractor shall absorb all associated time delays and costs, without additional time extension or compensation.

RENAME section 1.9.1 Team-Led (Informal) Partnering to 1.9.1 Team-Lead (Informal) Partnering / Governance

The frequency of informal partnering meetings, which may also be referred to as governance, shall be bi-weekly for the duration of the project. These engagements are anticipated to last 1 hour and shall be virtual.
Section 07 84 00 FIRESTOPPING
REPLACE 1.5.1 Installer with the following:
1.5.1 Firestopping Installer Qualifications
The Firestopping Contractor or Installer must meet the requirements of item a or b below:
a. FM Research approved in accordance with FM 4991, operating as a UL Certified Firestop Contractor.
b. The Firestopping Installer must:
1) Be Certified, licensed, or otherwise qualified by the firestopping manufacturer as having the necessary training; and
2) Have a minimum of 3 years' experience in the installation of the manufacturer's products in accordance with specified requirements. Submit documentation of this experience. The documentation must include at least three projects (one per year) with the types of firestopping systems installed, and identify manufacturer of the products used. The Installer must have been certified during performance of those installations;
and
3) Trained by a direct representative of the manufacturer (not distributor or agent) in the proper selection and installation procedures of the manufacturer's products. The Firestopping Installer must obtain from the manufacturer and submit written certification of training, and retain proof of certification for duration of firestopping installation. The credentials must reflect that the individual is trained and certified for installing products. Basic training in firestopping systems, materials or selection does not satisfy these requirements. A “wallet card” provided by the manufacturer after 1-2 hours of training does not establish qualifications or credentials. A manufacturer's willingness to sell its firestopping products to the Contractor or to an installer engaged by the Contractor does not in itself confer Firestopping Installer Qualifications on the buyer.
There must be a single qualified firestopping contractor or installer for the entire project.
Multiple qualified Installers employed by the same qualified firestopping organization will be permitted. Each Installer's qualifications must be approved by the Government. When multiple Installers are submitted, identify the systems by trade or discipline for which each Installer will be responsible.
REPLACE 1.5.2 Firestopping Inspector Qualifications with the following:
The Firestopping Inspector must meet all of the following:
a. Be completely independent of, and divested from, the Firestopping Installer, the manufacturer, and the supplier of any material or item being inspected; and
b. Not be a competitor of the Firestopping Installer, the contractor, the manufacturer, or supplier of any material or item being inspected; and
c. Regularly employed by a firm meeting ASTM E329 for agencies involved Special Inspections; and
d. Have a minimum of two years' experience in construction field inspections of firestopping systems, products, and assemblies. Provide proof of experience.
In addition, the Firestopping Inspector must meet one of the following:
a. Passed the UL Firestop exam within the last three years; or
b. Passed the FM Firestop exam within the last three years; or
c. Passed the International Firestop Council (IFC) exam within the last three years; or
d. Completed the International Code Council (ICC) Firestopping Credential of Learning Achievement within the last three years; or
e. Be a registered Professional Engineer who has passed the National Council of Examiners for Engineering and Surveying (NCEES) Fire Protection Engineer exam. Submit documentation demonstrating experience in construction field inspections of firestopping systems, products, and assemblies for a minimum of 3 relevant projects. Include a description of the project and date of construction completion.
Qualifications must be valid throughout the entirety of the project inspections. Include in the qualifications submittal a signed statement asserting compliance with the requirements stated in this paragraph. If meeting the requirements outlined herein, the project QFPE provided in Section 01 45 00.00 20 Quality Control, may serve as the Firestopping Inspector.
