About this file

This document is an Amendment (Amendment 0003) to Solicitation N4008525R2529 for Landfill Maintenance and Repair Services at Camp Lejeune. The amendment provides clarifications and answers to 14 specific questions about the contract, including key details such as the ground maintenance area of 240 acres, grass cutting frequency (6 cuts annually from April through September), and specific work requirements. Important contract dates include a contract start date and award date of 4/13/2025, with the existing contract's total value being $6,081,031.45. The amendment addresses various operational aspects like deleading building preparations, grounds maintenance, dumpster repairs, and equipment specifications, with the government retaining responsibility for certain tasks like fixing washed-out areas and emptying buildings prior to deleading.

The questions and answers provide critical operational clarifications, such as confirming that government employees will empty the deleading area, repairs will be done at the Camp Lejeune Landfill, and slopes will be cut using an articulated 4WD turf tractor designed for steep slopes. Notably, some areas are explicitly excluded from the contract's maintenance requirements, including the solar panel farm grounds and certain materials at the laydown yard. Contractors are advised that all amendments must be acknowledged when submitting a proposal, with failure to do so potentially resulting in proposal rejection.

AMENDMENT 0003

All amendments should be acknowledged when your proposal is submitted. Failure to acknowledge may constitute grounds for rejection of your proposal.

Question 1: For the de-leading requirements on Building 978, please confirm that the building will be emptied by landfill personnel prior to de-deleading it.

Answer 1: Government employees will empty deleading area.

Question 2: Please confirm that all grounds maintenance areas of responsibility total 240 acres.

Answer 2: Ground Maintenance area is 240 acres Question 3: The contract states a total of 6 cuts annually fixed rate and a minimum of 10 acres shall be cut daily. Using the existing quantity of 240 acres, it would take 24 working days to completely cut the entire 240 acres which means the cutting frequency is less than 1 month. What is the exact frequency of this contract?

Answer 3: 6 cuts annually -April, May, June, July, August and September (Annex 1503050 Grounds and Maintenance and Landscaping Spec Item 3 FFP) Question 4: During the site visit, we noticed little to none growth in riprap drainage swales and rip rap’d berms, are those being controlled with weed killer?

Answer 4: Controlled by weed eater and Weed killer( see Annex 1503050 Grounds and Maintenance Landscaping Spec Item 3 FFP for all information for question 4) Question 5: How are dumpster repair requests reported and tracked? Is there a minimum number of dumpsters required to send out a welder to repair them?

Answer 5: Government PAR will contact contractor for repairs. All repairs will be done at Camp Lejeune Landfill. ( See Annex 1502000 Facility Investment, Spec Item 3 Recurring Work for all information for questions 5 & 6).

Question 6: Are dumpsters expected to be repair at the landfill or are they expected to be hauled away and brought back? Are they ever repaired while they are in use? Do we repair dumpsters anywhere else besides the landfill?

Answer 6: Government PAR will contact contractor for repairs. All repairs will be done at Camp Lejeune Landfill. ( See Annex 1502000 Facility Investment, Spec Item 3 Recurring Work for all information for questions 5 & 6).

Question 7: Who makes the determination on the damage to the dumpsters if it is to be repaired or replaced? Is the maximum limit of a repair set at $500? The maximum liability states $500 but that actual time to repair said dumpster/container could easily exceed that cost. Trying to determine who makes that decision or is the expectation that we just fix the container regardless of the cost.

Answer 7: Government Representative determines if dumpster needs to be repaired. ( See Annex 1502000 Facility Investment, Spec Item 3 Recurring Work, see attachments J- 1502000-03 through 06)

Question 8: At the laydown yard, there is a considerable pile of metal, is it the expectation that awarded contractor haul that material as well? Other materials located there that are not wood chips or crushed concrete?

Answer 8: All items in question 8 is not on contract. Contractor only responsible for wood, yard and concrete debris.

Question 9: During the site visit, we toured the old landfill, please confirm that the solar panel farm grounds is not included in the maintenance requirement.

Rev Jan 2018 3

Answer 9: Solar Panel area is not on contract.

Question 10: When a blow out or wash out occurs on the grounds, the requirement to fix it will vary and is a case by case situation. Is it the intent of this contract to apply a fixed rate to the repair?

Answer 10: Washed out areas(slopes on landfill) will be fixed by Government.

Question 11: Please confirm the start of the contract.

Answer 11: Contract Start Date 4/13/2025.

Question 12: Please confirm the date a contract will be awarded.

Answer 12: Award Date 4/13/2025 Question 13: Please provide a copy of the existing service contract.

Answer 13: That information is not available, however the total overall value of the existing contract is $6,081,031.45.

Question 14: The PWS specs that we must use a Ventrac Compact Tractors on slopes. We suggest that the requirement be revised to reflect a performance basis to allow the contractor the opportunity to provide a technical approach to meeting the specs outlined for grass cutting at the landfill (ie, do not define that the mowing must be performed using a Ventrac Compact Tractor). Thank you and please let me know if you would like to discuss or have any questions. We appreciate your consideration and opportunity.

Answer 14: Slopes will be cut by articulated 4 WD turf tractor (designed for steep slopes)
