About this file
This document is a hazardous materials investigation report by Aerosol Monitoring & Analysis, Inc. (AMA) for the DDG(X) Land Based Test Site (LBTS) project at the Philadelphia Navy Yard. The investigation was conducted from December 4-6, 2023, in Buildings 670 and 77H, with the primary objectives of identifying asbestos-containing materials (ACM), polychlorinated biphenyl (PCB) caulks and paints, and sampling paints for RCRA 8 metals.
Key findings include the detection of asbestos in four out of 15 bulk samples, specifically in interior window caulk in both buildings. PCB testing revealed no samples contained ≥50 parts per million PCBs. RCRA 8 total metals analysis found multiple metals present in all eight paint samples, necessitating proper worker protection and training if these materials are disturbed during future project work. The report recommends additional sampling of roofing materials and assumes a mudded fitting to be asbestos-containing due to inaccessibility during the investigation.

Re: Hazardous Material Investigation for the DDG(X) Land Based Test Site (LBTS) project at the Philadelphia Navy Yard Annex in Philadelphia, Pennsylvania 19112.
Dear Ms. Seifert:
From December 4 through December 6, 2023, representatives from Aerosol Monitoring & Analysis, Inc. (AMA) were on-site at the Philadelphia Navy Yard, in Philadelphia, Pennsylvania.
AMA was onsite to perform a hazardous materials investigation for the DDG(X) LBTS project. The investigation took place in Building 670, and the Land Based Test Site (LBTS) northern portion of Building 77H. The purpose of the work was to identify asbestos-containing materials (ACM), polychlorinated biphenyl (PCB) caulks and paints, and to sample paints for the Resource Conservation and Recovery Act (RCRA) 8 metals. In addition, AMA investigated the sites for other hazardous materials, such as light ballasts containing polychlorinated biphenyl (PCB), and fluorescent light tubes containing mercury vapor (MVL). AMA conducted bulk material sampling, and on-site evaluations to report our findings. In addition to the current field investigation, AMA utilized supplemental report documentation. The following reports were used in conjunction with the current field investigation:
• “PNY Building 77H, FY23 FFG-62 LBES” project (Dates: ongoing).
• “NSWC Building 77H Roof Repair Design” project (Date: June 2018).
• “DDG-51 Cut-Out Roof and Gutter System” project (Date: December 2014).
ACM INVESTIGATION
AMA's scope of work included the visual evaluation, quantification, sampling, testing, and laboratory analysis of accessible suspect ACM from throughout B670 and LBTS portion of Building 77H. AMA utilized existing documentation for the project as well. AMA investigated suspect ACMs associated with the DDG(X) LBTS project. Samples of suspect ACM were collected with asbestos bulk sampling equipment, which were used to slice through the suspect materials to obtain a sample containing all discrete layers. The samples were then placed in "whirl-pak" bags and assigned unique identifiers, which were recorded on the bags and the bulk sample survey sheets.

DDG(X) Land Based Test Site (LBTS)
AMA, Inc. 2
During AMA’s investigation, a total of fifteen (15) bulk samples of suspect ACM were collected and submitted for laboratory analysis. AMA collected two (2) from B670 and thirteen (13) from B77H. Based on the results of the investigation, AMA collected bulk samples of the following accessible suspect ACM:
Building 670
• Interior window caulk
Building 77H (LBTS)
• Interior window caulk
• Cal-mag pipe insulation
• Blue floor sheeting
• Fireproofing
• Canvas wrapped cal-mag pipe insulation
All asbestos bulk samples were submitted to EMSL Analytical, Inc., located at 200 Route 130 North in Cinnaminson, NJ 08077. Samples of bulk material were analyzed using polarized light microscopy (PLM) following the EPA Method 600/R-93/116. PLM is an optical microscopic technique used to distinguish the different types of asbestos fibers by their shape and unique optical properties.
The technique is based on observing the refraction of light from the various crystalline asbestos structures and identifying the corresponding color changes through the microscope. Analytical results of greater than one percent (>1%) asbestos by PLM, classify a material as asbestos containing according to the EPA, the Commonwealth of Pennsylvania, and the city of Philadelphia.
EMSL is a participant in the U.S. Department of Commerce, National Institute of Standards and Technology through the National Voluntary Laboratory Accreditation Program (NVLAP) for Bulk Asbestos Analysis, NVLAP No. 101048-0 and is accredited by the American Industrial Hygiene Association (#100188). EMSL is also certified by the City of Philadelphia to perform Bulk Asbestos Analysis (Certification #: ALL-137). Please refer to Appendix C for copies of EMSL Laboratory certifications.
Based upon the results of the PLM laboratory analysis, four (4) of the 15 bulk samples collected from B77H and B670 were determined to contain >1% asbestos.
The following materials were determined to be asbestos containing by laboratory analysis, contamination, previous sampling documentation and/or assumption:
ACM General Locations
Building 77H
Interior window caulk Along north exterior side of 77H
Gray & White translucent wall panel caulk1 Throughout perimeter of building
Roof Flashing Membrane Tar/ Parapet Wall Tar (December 2014 Report)1
East & West Side Roofs – On Roof Flashing Membrane & Parapet Walls Throughout Roof, at Base of High Monitor Roof
Galbestos panels (on rooftop MER)1 Associated with rooftop mechanical rooms
AMA, Inc. 3
ACM General Locations
Interior window caulk2 Interior windows between B670 and 77H
Assumed roofing materials3 Throughout roof
Mudded fitting1 At ceiling, along east wall
Please note the following:
1. These materials were determined to be ACMs from supplemental report documentation.
2. AMA only identified one window with caulk on it from the north side of B77H. The remaining windows did not appear to have suspect materials associated with them.
3. The roof of B670 appears to be an EPDM roof. These types of roofs are generally not considered suspect to contain asbestos. AMA did not want to damage the roof at this time.
AMA recommends sampling roofing materials once the construction phase of the project starts.
4. If additional suspected ACM are identified that will be disturbed for the DDG(X) LBTS project they should be sampled by a City of Philadelphia Asbestos Investigator, and submitted for laboratory analysis, or treated as an ACM.
5. AMA inspected most interior doors and felt that they were not of age or composition to be suspected of asbestos containing.
REGULATORY COMPLIANCE FOR ACM
In dealing with asbestos materials during renovation/ demolition projects, the Environmental Protection Agency (EPA) regulation 40 CFR Part 61, Subpart M (NESHAP), the Occupational Safety and Health Administration (OSHA) 29 CFR 1926.1101 (Asbestos in Construction Standard), Commonwealth of Pennsylvania (Asbestos Occupations Accreditation and Certification Act, Act of 1990, P.L. 805, No. 194), and City of Philadelphia (Asbestos Control Regulation of the Board of Health, Title 6 Health Code, of the Philadelphia Code 6-600, Asbestos Projects, adopted June 26, 1986) would be the primary regulations impacting the work, and must be adhered to if the identified ACM would be disturbed by the work.
The OSHA 29 CFR 1926.1101 regulation defines work involving the disturbance of asbestos-containing thermal system insulation (TSI) and surfacing material as Class I work, and asbestos-containing miscellaneous materials as Class II work. Disturbance and/or removal of the following ACM must be performed in accordance with the requirements set forth in 29 CFR 1926.1101 for Class I & Class II work as well as any specifications generated for the DDG(X) LBTS project:
Class I Class II
• Mudded fitting • Window caulking
• Translucent wall panel caulk
• Roofing materials
• Galbestos panels
A regulated asbestos-containing material (RACM) is defined by the EPA’s National Emissions Standards for Hazardous Air Pollutants (NESHAP), Asbestos Regulations (40 CFR 61, Subpart M), as follows:
AMA, Inc. 4
Regulated asbestos-containing material (RACM) means (a) Friable asbestos material, (b) Category I nonfriable ACM that has become friable, (c) Category I nonfriable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (d) Category II nonfriable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations regulated by this subpart.
The materials that are considered friable, category I, and category II are as follows:
• Friable: An ACM that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure.
• Category I: Non-friable asbestos containing resilient flooring, floor mastics, asphalt roofing, packing and gaskets.
• Category II: All other non-friable ACM
The ACMs associated with the DDG(X) LBTS project are categorized as follows:
Friable Category I Category II
• Mudded fitting • Roofing materials • Window caulk
• Panel caulk
• Galbestos panels
By this definition the identified friable and non-friable ACM must be abated prior to demolition or renovation if these activities will cause these materials to become disturbed, crumbled, pulverized, or reduced to powder.

PCB BULK SAMPLING
AMA inspected the SOW areas for the DDG(X) LBTS project to determine suspect PCB flexible (rubberized) sealant compounds and paints. AMA collected bulk samples of suspect PCB containing flexible (rubberized) sealant compounds and paints utilizing a razor knife and a razor scraper, the blades were changed between each sample. Gloves were used during sample collection and were changed between each sample. The sampling tool was driven through the material to obtain all discrete layers. The bulk materials were placed into sampling containers and assigned unique identifiers, which were recorded on the containers and PCB bulk sampling field sheets.
AMA did not utilize destructive sampling techniques to collect bulk samples from painted building components, only deteriorating paint (peeling, chipping, flaking) was sampled for PCB’s. AMA collected a total of ten (10) samples of suspect PCB containing flexible (rubberized) sealants and paints for analysis by EPA Method 8082. Nine (9) of the samples were collected from B77H and one (1) was collected from B670. Based on the results of the investigation, AMA collected bulk samples of the following accessible suspect PCB containing materials:
Building 77H (LBTS)
• Green concrete floor paint
• White brick wall paint
• Red fire pipe paint
• White column paint
• Blue handrail paint
• Gray structural steel paint
• Green water supply pipe paint
• Yellow high pressure line paint
The Toxic Substances Control Act (TSCA) enabled the EPA to enact regulations controlling the use of PCBs within various building products. In accordance with 40 CFR 761, building caulk applications containing PCBs at levels ≥ 50 parts per million (ppm) or milligrams per kilogram (mg/Kg) are considered PCB contaminated caulk.
The samples were submitted to Maryland Spectral Services, Inc, located in Baltimore, Maryland for analysis by EPA method SW-846 8082 – Polychlorinated Biphenyls by Gas Chromatography.
A chain of custody form was filled out for the bulk samples. The samples were logged in at the laboratory and assigned a unique lab number.
Based on the results of the PCB analysis, none of the ten (10) samples were found to contain ≥50 ppm PCB and are therefore not considered PCB contaminated.
AMA, Inc. 6
The following materials did contain measurable amounts of PCBs but are not considered contaminated.
Building 77H (LBTS)
• White brick wall paint
• White column paint
• Blue handrail paint
RCRA 8 TOTAL METALS SAMPLING
AMA inspected the SOW areas for the DDG(X) LBTS project to determine suspect RCRA 8 total metals in painted surfaces and CMU. AMA collected bulk samples of suspect materials utilizing a razor knife and a razor scraper, the blades were changed between each sample. Gloves were used during sample collection and were changed between each sample. All layers of paint will be collected down to the substrate.
The bulk materials were placed into sampling containers and assigned unique identifiers, which were recorded on the containers and RCRA 8 bulk sampling field sheets. AMA collected eight (8) bulk paint and CMU samples for the analysis of RCRA 8 Total metals. All 8 samples were collected from B77H. Based on the results of the investigation, AMA collected bulk samples of the following materials:
Building 77H (LBTS)
• Green concrete floor paint
• White brick wall paint
• Red fire pipe paint
• White column paint
• Blue handrail paint
• Gray structural steel paint
• Green water supply pipe paint
• Yellow high pressure line paint
The samples were submitted to Maryland Spectral Services, Inc, located in Baltimore, Maryland for analysis by EPA method SW846 7471Ball for mercury and EPA SW846 3050B/6010D for all other metals. A chain of custody form was filled out for the bulk samples. The samples were logged in at the laboratory and assigned a unique lab number.
Based on the results of the laboratory analysis, all eight (8) samples were found to contain multiple RCRA 8 metals. If these paints are disturbed for the DDG(X) LBTS project, then the workers will need to be properly trained and protected.
Eight-hour time weighted average (TWA) personal exposure sampling for the RCRA 8 metals should be collected on the workers disturbing these materials.
AMA, Inc. 7
The following table lists the permissible exposure limit (PEL) for each of the metals.
Metal PEL mg/m3
Arsenic 0.01
Barium 0.5
Cadmium 0.005
Chromium 0.5
Lead 0.05
Mercury 0.1
Selenium 0.2

RCRA 8 TCLP SAMPLING
While onsite AMA collected representative samples from the anticipated waste stream for the DDG(X) LBTS project. The samples were collected by gathering representative pieces of the waste stream that best characterized the future total waste stream. The samples were placed in a container and delivered to a laboratory for Toxic Characteristic Leachate Procedure (TCLP) analysis. AMA collected two (2) samples of the potential waste stream for the project for the analysis of RCRA 8 TCLP metals, one from each building.
The following table presents the toxicity characteristic waste codes, compound, and regulatory levels of the Eight (8) metals being sampled for:
Waste Code Contaminants Regulatory Level (mg/L)
D004 Arsenic 5.0 mg/L
D005 Barium 100.0 mg/L
D006 Cadmium 1.0 mg/L
D007 Chromium 5.0 mg/L
D008 Lead 5.0 mg/L
D009 Mercury 0.2 mg/L
D010 Selenium 1.0 mg/L
D011 Silver 5.0 mg/L
The Laboratory analysis determined that the samples contained less than the regulatory levels for the contaminants and are therefore not considered a hazardous waste under the Resource Conservation and Recovery Act (RCRA); 40 CFR 261.
AMA, Inc. 8

EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
