About this file
This document is a comprehensive specification section (Section 01 78 24.00 20) for a Facility Data Workbook (FDW) related to the DDG(X) Work Package 4 Shaftline Foundation project at the Philadelphia Navy Yard. The specification outlines detailed requirements for creating an electronic Operations and Maintenance Support Information (eOMSI) workbook that documents facility assets and equipment installed during construction.
The document mandates three submittal stages for the Facility Data Workbook: a Progress Submittal at 50% project completion, a Prefinal Submittal within 90 calendar days of Beneficial Occupancy Date, and a Final Submittal at Beneficial Occupancy Date. The workbook must be completed in Microsoft Excel using a provided template that includes specific tabs for instructions, facility asset matrix, required fields, and contractor data. The contractor must field verify at least 25 subsystems across five master systems (Conveying, Plumbing, HVAC, Fire Protection, and Electrical), ensuring 100% accuracy of equipment information such as descriptions, manufacturers, model numbers, and serial numbers.

A Letter of Badge Request is required to be submitted whenever expiring badges are needed to be renewed for continued work on the contract, containing the same information included in the initial request.
For Contractor employees or representatives that do not have a CONFIDENTIAL or higher security clearance, the Contractor shall provide a completed SECNAV 5512/1 (DoN Local Population ID Card/Base Access Registration Form) and a NSWCPD Visitors Request Form (NSWCPDPHILADELPHIADIV 5512/8) for each employee or representative to the COR for CNRMA (Command Navy Region Mid-Atlantic) vetting, review and approval.
