About this file

This document is an amendment to a federal solicitation for a civil/paving project at Camp Lejeune. The amendment provides answers to 11 questions raised in Request for Information (RFI) 0004 related to the solicitation for the P-1564U Connector Road and P-1584U Parachute Tower Road Upgrades contract.

The key details include:

  • The total contract completion period is 949 days, with P-1564U to be completed in 365 days and P-1584U in 584 days.
  • The government will obtain an extension for the Nationwide Permit if the project runs past the current expiration date.
  • The 1,500 CY of unsuitable soil excavation is included in the base bid price, not a separate line item.
  • The contractor's materials testing firm must be independent and cannot use the concrete supplier's on-site personnel.
  • Herbicide treatment is not required within the limits of disturbance.
  • Paving reinforcement grid and joint cores are not required for the road-mix asphalt paving.
  • Widening and saw-cutting of the existing pavement on Parachute Tower Road will be required prior to repaving.
  • The government has previously cleared the P-1564U site for unexploded ordnance (UXO), and any new findings will be handled per the specifications.
  • The solicitation will continue to reference the NCDOT asphalt specifications as stated in Section 32 12 16.16.

Q&A #1 – 11

Continuation Sheet

1. Amendment 0008 updated the Contract Completion Date. Is the total Contract Completion

Date 584 calendar days after award for P1564U and P1584U, with a 365-calendar day Intermediate Completion date for P1564U? Or is the Contract Completion Date 365 calendar days for P1564U and once you begin on P1584U a 584-calendar day Completion Date begins?

Answer: The second scenario governs: P1564U needs to be completed in 365 days, followed by P1584U in 584 days. Projects must be completed in series, not parallel, meaning the total contract period will be 949 days.

2. The Nationwide Permit has an Expiration Date of March 14, 2026. If the project runs past this date will the Government get an extension from the U.S. Army Corps of Engineers and the Department of Environmental Quality?

Answer: Yes

3. 1.5 in Specification Section 31 23 00.00 20 requires the Contractor to carry 1,500 CY of over excavation/replacement of geotechnically unsuitable soils in the Base Bid. Do these 1,500 CY need to be carried in the Base Bid for both P1564U and P1584U?

Answer: The 1,500 CY of unsuitable does not have a separate CLIN line as it is included in the base price.

4. Can the Concrete Supplier use their own on-site Testing Technicians to make the cylinders for the Independent Testing Firms to confirm PSI requirements?

Answer: No. Contractors Materials Testing Firm needs to be independent.

5. RFI 8 in Amendment 0007 states that forested areas within the LOD for P1564U are to be treated with herbicide. The forested areas within the LOD for P1564U will be cleared, grubbed, and have the topsoil stripped. There will be no organic material left to be treated with Herbicide. Is it the Governments intent to still treat the areas within the LOD with Herbicide even though all of the organics will have been removed?

Answer: No, the requirement for herbicide is not required for the limits of disturbance for the two roadways.

6. The Government’s response to RFI 13 in Amendment 0007 referenced Concrete Pavement. The question referenced Specification Section 32 12 16.16, which is “Road- Mix Asphalt Paving”. Can the Government please take another look at the question?

Answer: Joint cores are not required. This Spec Section will be revised accordingly via an Amendment.

7. The Government’s response to RFI 14 in Amendment 0007 referenced Concrete Pavement. The quest referenced Specification Section 32 12 16.16, which is “Road-Mix Asphalt Paving”. Can the Government please take another look at the question.

Answer: Paving Reinforcement Grid is not required. This Spec Section will be revised accordingly via an Amendment.

8. The drawings for P1584U call for a 2” overlay on Parachute Tower Road from STA 308+65.64 to STW 320+95.48, with some minor widening along the southern edge of some areas. The Grading Plan and Cross Sections for some of these areas makes it appear that some milling and wedging will be required prior to paving the final 2” of surface. Is the Contractor to pave in accordance with the details or pave to grade?

Answer: The existing pavement on the southern side of Parachute Tower Road shows significant non-uniform unravelling with undercut of the subbase and base layers. The intent to is to provide the widening necessary to attain the cross-section width in the design typical and cross sections. Due to the non-uniform condition of the existing pavement the existing pavement to south will be saw cut to provide and uniform existing structure and pavement widened to match the detail. Then match to grade in graded shoulder.

9. In the event that UXOs are detected on the P1564U site, how is the Contractor to proceed with the clearing and grubbing? Do the UXOs have to be removed prior to starting? Depending on how long they have been in the ground, the UXOs may be under the root mat.

Answer: A surface sweep for UXO has previously been completed in this area and no UXO was discovered. All construction workers must complete 3R UXO Safety Awareness Training, practicing anomaly avoidance per Spec Section 01 57 19, Paragraph

1.5. A copy of the “3R training” roster should be provided to the contracting officer to provide to the Base Explosive Safety Office prior to commencing work. Any suspect munitions-related items identified during mechanical screen of surplus soils should immediately call emergency response (911) or Blackburn (910-451-3064/4449) for proper identification and immediately reported to the Contracting Officer, and subsequently to the Explosive Safety Officer (ESO) and the Installation Environmental Management Division (910-451-5003), as detailed on Paragraph 1.5.1.1.1.2 of the subject Specification Section [Surplus Soils Disposal for Camp Lejeune & MCAS New River]. Base staff will identify and remove as appropriate all suspected ordnance. Once complete the Contracting Officer will give the notice to resume work.

10. Sheet CG101 for P1584U shows a 10’ extension of the existing 72” culvert.

10(a) - What class RCP is this pipe supposed to be?

10(b) - Is a new headwall required?

Answer 10(a): Class III

Answer 10(b): Yes, Modified NCDOT 838.39 per detail shown on Sheet CG504

11. Since NCDOT asphalt mixes are being used on this project, would the government consider replacing spec Section 32 12 16.16 with just the 2024 NCDOT standard asphalt specifications in full?

Answer: Spec Section 32 12 16.16 already references NCDOT Standard Specifications for Roads and Structures and NCDOT Asphalt Quality Management System Manual.
