N40085-24-R-2716 Amendment 0007 Q&A #1 - 16
CONTINUATION SHEET
1. The RFP lists the project title as P1584U Parachute Tower Road Upgrades/P1564U Connector Road. Amendment 0002 provided drawings for P1564U, but none for P1584U. Please provide drawings for P1584U and consider extending the RFI period so that prospective bidders have time to review those drawings.
Answer: Drawings for P1584U provided in previous amendment.
2. CD101 in the P1564U drawings has a single line running parallel to Holcomb Blvd titled, “Limit of Machine Excavation”. This is the only plan sheet with this line. What does this line mean? Where are the other limits of this area?
Answer: Excavation near existing underground utilities (within 5 feet vertically or horizontally), in this case an underground BaseCom duct bank and a water main, must be excavated by hand until the utilities can be properly located in the field. These are critical base assets, the line marks the northern limit were this is required and is bounded in the south by Holcomb Blvd and the limits of disturbance. Utility test hole conflict report will be provided in this response. Utility information in topographic survey reflects SUE level C services and therefore must be confirmed in the field prior to earthmoving activities.
3. Please provide a copy of the 404/401 Wetland Permits.
Answer: Wetland Permits provided.
4. 1.3.2 in Specification Section 01 14 00 states that the Contracting Officer will determine the Regular Working hours. What will these hours be?
Answer: Typical working hours in our contracts are generally 0730-1600 with the requirement for the contractor to request any outside normal working hours.
5. 1.5 in Specification Section 01 57 17 states that a Permit Record of Decision (PROD) would be attached. Please provide this information.
Answer: PROD provided.
6. 3.13 in Specification Section 31 23 00.00 20 states, “Remove from Government property surplus or other soil material not required or suitable for filler or backfilling…”. On most project, MCB Camp Lejeune requires surplus soils to be wasted on Government property, typically the Base Landfill. Can uncontaminated soils be wasted at the Camp Lejeune Landfill?
Answer: Yes, uncontaminated surplus soils from the project can be taken to the Base Landfill for disposal. Coordinate with Landfill Manager for location to place soils and delivery schedule at least 14 days in advance.
7. 1.5.1.1.1.2 in Specification Section 01 57 19 requires surplus soils to be mechanically screened prior to being transported from its originating site. Please consider removing this provision, as this will add unnecessary costs to the project. Where would the material separated by the screen be disposed of?
Answer: Soils containing debris (construction or natural, larger than specified screening requirements) will not be accepted at the landfill and thus must be screened at the site of origination so they can be sorted. Material generated by the screening process must be disposed of in an approved manner.
8. Specification Section 31 11 00 – Clearing and Grubbing has many references to
Herbicide. Where is Herbicide required to be applied?
Answer: Forested areas within the LOD for P1564U.
9. 1.5 in Specification Section 31 23 00.00 20 requires the Contractor to carry 1,500 CY of over excavation/replacement of geotechnically unsuitable soils in the Base Bid, but there is not Unit Price CLIN listed on the Bid Form for this work.
Answer: The 1,500 CY of unsuitable does not have a separate CLIN line as it is included in the base price.
10. 2.1 in Specification Section 32 01 16.71 states, “Milling machines will have a minimum cutting width of 6.5 feet”. There is a very small quantity of milling on this project.
Similar projects are frequently completed with milling machines that have cutting widths of 4 feet – 5 feet. Are milling machines with a minimum cutting width of 4 feet wide permitted for use on this project?
Answer: Yes a smaller milling machine is acceptable.
11. Can the Asphalt Paving Contractor’s NCDOT Approved Roadway and Laboratory
Technicians be utilized for acceptance testing?
Answer: No. Contractors Materials Testing Firm needs to be independent.
12. The first portion of 32 12 16.16 references Pay Factors and Payment Adjustments, typically utilized for Airfield Paving. Please consider amending this to require asphalt to be placed in accordance with NCDOT Standards.
Answer: No objection. Recommend deferring to ROICC.
13. Please consider removing the requirement for Joint Cores in 32 12 16.16. Joint Cores are typically only required on Airfield Paving projects.
Answer: Concrete pavements and joints are required for the truck apron in the roundabout on P1584U.
14. 2.6 in Specification Section 32 12 16.16 reference a Paving Reinforcement Grid. The drawings do not show any of this material. Please remove from the Specifications or advise where it is required.
Answer: Concrete pavements and joints are required for the truck apron in the roundabout on P1584U.
15. 3.9.2 in Specification Section 32 12 16.16 requires the Contractor to, “Cut back longitudinal joints which are irregular, damaged, uncompacted, cold (less than 175 degrees F at the time of placing adjacent lanes), or otherwise defective, a maximum of 3 inches from the top of the course with a cutting wheel to expose a clean, sound, near vertical surface for the full depth of the course”. Can a joint heater be used in lieu of saw cutting?
Answer: Joint heater is not an acceptable alternative to cutting as specified.
16. Specification Section 33 40 00 has numerous references to Hydrostatic Testing on
Watertight Joints, Leakage Tests, and Exfiltration Tests. On past projects, these requirements have made it difficult to find RCP suppliers willing to supply the project.
Can these tests be waived if the reinforced concrete pipe is manufactured in conformance to ASTM C76, and meets specification for use in similar applications on DOD, FAA, and NCDOT projects?
Answer: It is acceptable for joints meeting either ASTM C443 or ASTM C990.
17. All other terms and conditions remain unchanged.
