P1 NWC B686 Conolly Hall Upgrades - SPECIFICATIONS

SPECIFICATION 230923.02 BACNET DIRECT DIGITAL CONTROL FOR HVAC AND OTHER BUILDING

CONTROL SYSTEMS, Add “2.1.3 Additional Direct Digital Controls (DDC) Requirements:

Direct Digital Controls (DDC) shall be a first-tier subcontractor to the prime contractor and shall not be affiliated with any other subcontractor.

All new controls shall be Johnson Controls, Inc. (JCI) Metasys Extended Architecture with

Metasys “U/I” (“MUI”) graphics. All controllers (primary, secondary, unitary, etc.) shall be of the latest Metasys line, (SNE, CGM, CVM, XPM, etc.). [Note ‘SNC’ controllers shall NOT be used.]

Factory controls are prohibited with the exception of chillers, boilers and stand-alone DX equipment.

All new building control systems shall be tied into the existing Naval Station Newport DDC LAN, currently at Metasys Version 12 with ADX server.

Control network shall be MS/TP; provide cabling, BACnet communication cards, etc. as required for a fully functioning network. Supervisory controller shall be the only IP addressable item.

Provide CISCO communication switches (models IE-2000-4TS-G-B, IE-2000-8TC-G-B, WS-C3850-

12S, C9300-24S, or newer versions) as required with CISCO power supply. Provide SFP modules as required to make all connections. Minimum one switch per network engine + one at fiber entry point.

Provide lockable enclosures for supervisory DDC controller and separate lockable enclosure for

CISCO communication switch.

Provide Cat 6e cable and fiber optic cable / patch cords as required to complete the building’s

DDC infrastructure and connect to the base-wide network.

Provide a full points list as part of the DDC submittal. For third party points connected via

BACnet (such as chillers, boilers, etc.), the prime contractor shall obtain points list from the manufacturer, and coordinate handoff/point translation from manufacturer to JCI to ensure only necessary and fully-described points are mapped to Metasys.

Comply with Naval Station Newport point naming standardization (mimics JCI standard naming convention) as well as Naval Station Newport alarm standardization.

Coordinate all work, point naming (mimics JCI standard naming convention), alarm structure, uploads/downloads, etc. during construction with the Navy’s DDC Expert on site at Naval Station

Newport.

All new installations and renovations shall conform to the existing Naval Station Newport DDC standards as outlined in the NSN DDC Standards document. This includes but is not limited to, Alarm priority’s, Alarm message text, Graphics page configuration and naming, UI equipment definition configuration and naming, Complete UI configuration of relationships between equipment and equipment serving spaces, and updating overview graphics pages as they relate to this project.

All new installations and renovations at any of the Naval War College buildings shall have every

DDC component under the Navy War College authorization category.

Provide two separate communication busses, each with its own supervisory controller/engine:

(one) MS/TP and (one) BACnet. All JCI secondary controllers shall be on the MS/TP bus with a dedicated SNE (Series of Network Engines). All third party and BACnet devices (chillers, boilers, VFDs, any terminal unit with factory controls and BACnet connection, etc.) shall be on a dedicated bus separate from the MS/TP bus and have its own dedicated SNE.

COORDINATION MEETINGS: A series of special coordination meetings are required prior to DDC programming. The purpose of these meetings is to at a minimum (1) ensure the DOR’s intent is met, (2) ensure written sequences match the actual programming, (3) provide an opportunity for the DDC subcontractor to make recommendations for minor sequence changes to NAVFAC and the DOR for discussion. The intent is to collaborate as early as possible to avoid problematic mechanical acceptance testing at the end of the project. Specifically, the aim is to refine the language in the sequences of operation to ensure equipment is programmed effectively and efficiently and in keeping with the engineer’s intent. Prior to formal submission of the DDC submittal package, a meeting or meetings will be held to review the DDC design requirements and sequences of operation. Then, after submission of DDC submittal package and prior to any

DDC programming, additional meetings shall occur to review the content of the DDC submittal to ensure that all parties agree moving forward. The DDC subcontractor (JCI's system engineer, and others as required) and the Prime contractor shall attend these meeting which will also include the NAVFAC mechanical engineer, the NAVFAC DDC technician, the Designer of Record mechanical engineer. In addition, as required, the Prime contractor shall direct any manufacturer who has third party BACnet controls (e.g. chiller manufacturer, etc.) to attend the appropriate parts of these meetings. Expect minor modifications to be made to the sequence of operation language – this, and the resulting adjustments to how systems will be programmed, will be done at no additional cost to the government. Expect the total hours of these coordination meetings not to exceed 16 hours. (Note: These meetings are solely for discussion of sequences of operation and DDC drawing submittal. DDC attendance at other typical coordination meetings with the Prime contractor, for TAB and Commissioning support, etc., shall also be provided). All programming shall exactly reflect the narrative language in the written sequence of operation in the DDC submittal. After approval of the DDC submittal, any changes to the sequences or programming shall be RFI’d (Request for Information) by the DDC subcontractor to the Government as soon as possible.

DDC requirements for Performance Verification Testing (PVT): In addition to the various requirements in the specifications for PVT (such as 23 09 00, 3.6 PERFORMANCE VERIFICATION

TESTING, and other sections), the following is required. In general, the PVT shall be performed in 2 phases: pre-functional (normally not Government-witnessed) and functional (Government-witnessed). The functional PVT shall be a demonstration BY the Contractor TO the Government that all systems are working properly, efficiently, and in accordance with the contract documents, and approved DDC submittal. Functional PVT shall show that all aspects of the controls (graphics, programming, sequences, point-to-point operation, alarms, schedules, trends, BACnet connections, etc.) have been pre-checked, vetted, proven, etc. PRIOR TO the functional PVT demonstration to the Government. The functional PVT shall NOT be a troubleshooting session. If, during functional PVT, it becomes apparent that systems have not been pre-verified, and a significant amount of real-time troubleshooting is required, the

Government reserves the unilateral right to terminate the PVT session and the Contractor shall attend to all issues and reschedule functional PVT at no additional cost to the Government.

During the functional phase of PVT, in addition to the JCI 'system technician' attending, the JCI

'system engineer' shall also attend. “

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the

Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses

(29CFR 5.5 (a) (1) (iii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate

(weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or

""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010

08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

State Adopted Rate Identifiers

Classifications listed under the ""SA"" identifier indicate that the prevailing wage rate set by a state (or local) government was adopted under 29 C.F.R 1.3(g)-(h). Example: SAME2023-007 01/03/2024. SA reflects that the rates are state adopted. ME refers to the State of Maine. 2023 is the year during which the state completed the survey on which the listed classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination.

01/03/2024 reflects the date on which the classifications and rates under the ?SA? identifier took effect under state law in the state from which the rates were adopted.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour

National Office because National Office has responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the

Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations

Wage and Hour Division

U.S. Department of Labor

200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator

(See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator

U.S. Department of Labor

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative

Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board

U.S. Department of Labor

4.) All decisions by the Administrative Review Board are final.

Do the existing transformers have any load connected to them?

Yes, T-663 serves an existing steam pit and local street lighting. At the existing T-663 transformer pad, intercept and redirect the existing 2-2" conduits to the proposed new transformer pad. Provide new secondary conductors and relocate associated disconnects and metering to refeed the two independent, existing loads (SL/ steam pit). As a worst case, assume that the existing secondary conductors are #1AWG to the adjacent steam pit and #6 for the street lights for each 3-phase circuit. The length per circuit is estimated to be less than 100LF. Provide all terminations. All conductors shall be copper.
