RFP: REGIONAL ARMED SECURITY GUARD SERVICES AT NORFOLK NAVAL SHIPYARD

PORTSMOUTH, VIRGINIA; NAVAL SUPPORT ACTIVITY PHILADELPHIA, PENNSYLVANIA;

LAFAYETTE RIVER ANNEX, NORFOLK, VIRGINIA; CRANEY ISLAND FUEL TERMINAL,

PORTSMOUTH, VIRGINIA; USS CONSTITUTION LOCATED IN BOSTON, MASSACHUSETTS;

AND NAVAL WEAPONS STATION EARLE (COLTS NECK), NEW JERSEY.

Pre-proposal Inquiries (PPI) Questions & Answers

Question 1: J-0401000-02 should provide Post Manning Requirements Summary. This file should appear starting page 139 of the PDF, instead, the attachment skips from J-0401000-01 to J-0401000-03. Would the Gov't. Please provide the missing annex.

Answer 1: See Amendment 0005 attachments., J-0401000-02- Post Manning Requirements

Summary

Question 2: Per RFP, L.5.a, offerors should ""Provide Attachment E: Contractor(s) Self-Performance

Evaluation and Notification of Subcontracting in accordance with Factor 1 – Technical

Approach/Management. "" There was no Attachment E available on PIEE.

Would the Gov't. please provide Attachment E?"

Answer 2: See Amendment 0004 for a revised L.5 Content of Proposal: L.5.a.

Question 3: When can we expect to receive details for Site Surveys?

Answer 3: See Amendment 0003

Question 4: "If the Gov't. does not intent to conduct Site Surveys, will the Gov't provide drawings or list of guard placement for each of the various sites?"

Answer 4: See Answer #3.

Question 5: "CBAs for Earle NJ and Norfolk VA appear to be missing direct labor rates.

Please furnish these necessary CBA components which are necessary to price. "

Answer 5: See Amendment 0005 and revised Section J-0200000-02 – Collective Bargaining

Agreements (CBA).

Question 6: Please provide the period of performance of the current project, including exercised and remaining unexercised options, if any.

Answer 6: The current contract expiration, including all options, is 30 June 2025.

Question 7: RFP states that 'Work can be added for locations within a 50-mile radius." Would the Gov't.

please provide historic data on frequency and location of these additional locations. Alternatively, can the

Gov't provide a NTE in terms of frequency?"

Answer 7: The Government has not added any additional locations in the previous six years. The

Government cannot provide an NTE in terms of frequency as this is dependent upon mission and security requirements.

Question 8: Would the Gov't confirm that Proposal Cover Sheet and Cover Letter are excluded from the

100-page limit?

Answer 8: See Amendment 0006; the Contractor shall submit all documents in accordance with

Section L.5 Content of Proposal. Further, Section L.5, (a) Non-cost/Price Factors Submission

Requirements specifies what is not included in the 100-page limitation. The proposal cover sheet and cover letter are not included on the list of items not included in the 100-page limitation.

Question 9: RFP states that offerors should "Include only information in response to Factors 1, 2, 3 and 4 as applicable. “Since this is an electronic submission, does a blank page between factors constitute as a tab? And if so, will such blank pages be excluded from page count?"

Answer 9: See Amendment 0006.

Question 10: Please confirm Teaming Agreements are excluded from 100-page limit.

Question 11: Can we use Arial 8 pt for graphics?

Answer 11: No. The Contractor shall submit all documents in accordance with Section L.5 Content of Proposal.

Question 12: Can we use Arial 9 pt for tables?

Answer 12: No. The Contractor shall submit all documents in accordance with Section L.5 Content of Proposal.

Question 13: Please confirm SF33, and any subsequent SF30s are excluded from 100-page limit.

Answer 13: The Contractor shall submit all documents in accordance with Section L.5 Content of

Proposal. Price Proposals, inclusive of all price submittal requirements in Section L.5, (b) Price, (i), are not included in the 100-page limitation.

Question 14: Please confirm Table of Contents are excluded from 100-page limit.

Answer 14: See Amendment 0006; the Contractor shall submit all documents in accordance with

Requirements specifies what is not included in the 100-page limitation. The Table of Contents is not included on the list of items not included in the 100-page limitation.

Question 15: Please confirm Glossary of Abbreviations is excluded from 100-page limit.

Answer 15: See Amendment 0006; the Contractor shall submit all documents in accordance with

Requirements specifies what is not included in the 100-page limitation. The Glossary of

Abbreviations is not included on the list of items not included in the 100-page limitation.

Question 16: Can the Gov't. confirm the reference to CD-ROM submission is an error, and Offerors are to submit both the Non-Cost Proposal and Price Proposal via PIEE?

Answer 16: See Answer #2.

Question 17: Will there be site visits established as part of the RFP?

Answer 17: See Answer #3.

Question 18: As outlined, compliance verification for Section M.2 is difficult. It is unclear what the section and subsections are. Would the Gov't. please revisit the numbering for section M.2?

Answer 18: Under Section M.2, each of the 4 Factors under “(b) Non-cost/price Factors” includes two Section: “(i) Solicitation Submittal Requirements” and “(ii) Basis of Evaluation.” The outlining format for each Factor, beyond “(i) Solicitation Submittal Requirements” and “(ii) Basis of

Evaluation”, is unique to that Factor. The Government will not be revising the numbering under

Section M.2.

Question 19: RFP states 'Your narrative shall be no more than fifteen (15) double-sided pages." Given that this is an electronic submission we assume this translated into 30 pages. Is this a valid interpretation?

Answer 19: The Contractor shall submit the non-price/cost proposal in accordance with :

M.2.2(ii)(b) Non-cost/price Factors: Factor 1, Technical/Management Approach:(i) Solicitation

Submittal Requirements. Fifteen double-sided pages equates to 30 single-sided pages.

Question 20: ("M.2. (ii)(b)(i).b.7 and M.2.(ii)(b)(i).b.9", (9) seems to be redundant with (7).

Answer 20: See Amendment 0004, Section M.2.

Question 22: Please confirm that PPQS are excluded from 100-page limit.

Answer 22: See Amendment 0006. The Contractor shall submit all documents in accordance with

Section L.5 Content of Proposal. PPQs are not included in the 100-page limitation.

Question 23: Please confirm that Teaming Agreements are excluded from the 100-page limit.

Answer 23: See Amendment 0006.

Question 24: The Gov't. reserves the right to acquire additional guard services at additional locations in addition to the services and locations identified in the recurring work requirements of this contract. Would the Gov't. please provide historical data on utilization (frequency, duration, location)?

Answer 24: The Government has not added any additional locations in the previous six years. The

Government cannot provide a NTE in terms of frequency as this is dependent upon mission and security requirements.

Question 28: No employees are “grandfathered” from any contract requirement.""

Would the Gov't. please clarify this statement? "

Answer 28: See Attachment J-0401000-12, Training Requirements, “Contractor personnel performing guard services shall meet existing training and qualifications mandated by the state in which the duties will be performed.” All contractor personnel performing guard services, including any incumbent employees, must meet all contract requirements prior to working under the new contract regardless of whether they meet the current contract requirements.

Question 29: This section says that the contractor shall furnish communications equipment. Are radios provided by the Gov't.?

Answer 29: See Annex 0200000 C- Management and Administration Spec Item 2.5 Contractor-

Furnished Items.

Question 30: Please confirm the training instructor positions are not considered Key Personnel positions.

Answer 30: See Amendment 0004 Section C Annexes, Rev1, Spec Item 2.7.1 Key Personnel for the positions identified as “Key Personnel” for this solicitation.

Question 31: CBAs identify Shift Supervisors/Lieutenants as covered positions. Please confirm that these positions are not Key Personnel positions.

Answer 31: See Amendment 0004 Section C Annexes, Rev1, Spec Item 2.7.1 Key Personnel for the positions identified as “Key Personnel” for this solicitation.

Question 33: Would the Gov't. confirm that a Shift Supervisor is needed for each of the six locations?

Unlike the Site Supervisor, where two of the locations have a shared Site Supervisor.

Answer 33: Per Annex 0200000 C, Spec Item 2.7.1.1 a Shift Supervisor is required for each shift at each location where contract personnel are assigned.

Question 34: Can the Gov't. provide a post exhibit showing which locations and posts require a vehicle?

Answer 34: See Answer #1.

Question 35: Will the Gov't. furnish classroom space to the contractor for new hire and incumbent training?

Answer 35: See Annex 0200000 C, Spec Item 2.4.1 Government-Furnished Facilities (GFF).

Question 36: Are Site and Shift Supervisors permitted to conduct NSGTC training?

Answer 36: NSGTC training must be provided by an instructor who meets requirements of

Attachment J-0401000-13 - Instructor Requirements.

Question 37: Will the physical ability test be grandfathered for incumbent personnel?

Answer 37: The Contractor shall, by the end of the phase-in period, meet all the requirements specified in Section J, Attachments J-0401000-09 Instructor Requirements and J-0401000-12

Question 39: The four-week Navy Security Guard Training Course (NSGTC) (S-540-1012) is the standard curriculum for CNIC contract security guards and is the only course authorized for initial training of Navy Security Guards. This course will not be grandfathered.""

Does this mean all incumbent personnel need to retake the training including firearms qualification?"

Answer 39: The Contractor personnel shall meet all the requirements specified in Attachments J-

0401000-12, by the end of the phase-in period. All contractor personnel performing guard services, including any incumbent employees, must meet all contract requirements prior to working under the new contract regardless of whether they meet the current contract requirements.

Question 40: Navy-specific instructor requirements are over-restrictive and favor the incumbent.

Will the Gov't. consider equivalent training certifications and training experience?"

Answer 40: The Contractor shall, by the end of the phase-in period, meet all the requirements specified in Section J, Attachments J-0401000-13 Instructor Requirements. All contractor personnel performing guard services, including any incumbent employees, must meet all contract requirements prior to working under the new contract regardless of whether they meet the current contract requirements.

Question 41: "Psychological evaluation (indicating that the instructor has completed psychological screening in accordance with CNETINST 1500.20D, or the Minnesota Multi-phasic Personality

Inventory-2."" however, attachment J-0401000-08 says that The Minnesota Multiphasic Personality

Inventory (MMPI-2) and the California Psychological Inventory (CPI) are administered to each armed security guard applicant.

Please clarify which is required for the instructor. "

Answer 41: In accordance with Attachment J-0401000-08, the Instructor must complete the

Psychological Testing Requirements.

Question 43: Will the Gov't. provide ranges for firearms qualifications?

Answer 43: See Answer #35:

Question 44: Will the Gov't. provide the weapons system manufacturer and model being used by the incumbent workforce?

Answer 44: See Amendment 0004. Attachment Section J-04010000-15.- Weapons.

Question 45: "RFP pg 93 ""a. Phase-In Transition Plan. The phase-in transition period is 90 calendar days, per F.2 of the RFP. ""

(1) Include a schedule of phase-in key events that starts on the first day of the transition period and goes to the 90th day.""

Section F Annexes Section 0200000/2.3.10.2 pg. 1. Phase-In ...Within 5 days after award

Annex C Mgmt. and Admin pg. 10 " 2.3.10.1 Transition Plan: In order to ensure a smooth transition...the

Government intends to provide for a (60) day transition period...""

Annex C Mgmt. and Admin. pg. 11 ""2.3.10.2 Phase-In: ...There will be a 60-day Phase-In period."

Would the Gov't. please confirm the duration of the transition period (60/90 days)?

Answer 45: See Amendment 004 for a revised Section F.2, and Amendment 0004 Attachments, for a revised Annex 0200000 C.

Question 46:

1) There are many items in the Table of Contents for both the Management & Administration and the

Force Protection that do not appear in the body of the PWS; 2) There are also many items described in the PWS that do not appear in the TOCs; and 3) There are many items that are listed as the TOCs and the body of the PWS with same number, but with differing titles. These incongruencies make it impossible for Offerors to consistently/accurately respond to the PWS in our response. We provide the incongruencies below.

Would the Gov't please provide a cleaned-up Annex C using track changes?

Question 47: "Section states that the contractor should provide vehicles.

Would the Gov't. please provide the post exhibit that shows which posts require vehicles?"

Answer 47: See Amendment 005. The contractor must determine required number of vehicles for each location based on the Post Manning Requirements Summary, Attachment J-0401000-02.

Question 48(a): "Annex C TOC 2.8.6.1 (p.6) Lists Escort Arrangement of Secured Areas. As does 3.2.2.3

(p31) Escort and Courier Services. There is no actual position described in the PWS. Yet references to this position remains in Attach. J-0200000-02 Wage Determinations: "30494 -Unexploded (UXO) Safety

Escort".

Have Escort services been removed from the PWS?"

Answer 48(a): See Amendment 0004 Attachments, for a revised Annex 0200000 C.

Question 48(b): If the Escort services are still needed, would the Gov't. please provide annual hours, certification and training requirements, and clearance levels?

Question 50: Would the Gov't. provide historical usage (annual hours and locations) of services procured as Commercial Agreements with BOSS/base contractors in conjunction with this contract?

Answer 50: See Amendment 0005 attachments, J-0401000-02- Post Manning Requirements

Summary which provides historical usage. The Government is not aware of any commercial agreements with BOSS/base contractors in conjunction with this contract.

Question 51: Is FedMall utilized for the Non-recurring ELIN’s?

Answer 51: See Section B, B.16 “Contractor Support of Electronic Facilities Support Contracting

(e-FSC)” and Section H - Special Contract Requirements.

All Contractor personnel providing guard services shall meet the following minimum training requirements prior to being assigned to guard duties. All Training certificates shall be kept current and maintained with the Data Housing and Report Tool (DHART) and submitted to the COR and SPAR upon request to document training has been completed in accordance with DODI 5525.15, CNICINST

5530.14A, CNIC M 3502.2. The four-week Navy Security Guard Training Course (NSGTC) (S-540-

1012) is the standard curriculum for CNIC contract security guards and is the only course authorized for initial training of Navy Security Guards. This course will not be grandfathered.

Question 52a. In order to level the bidding opportunity and ensure price fairness, Would the Gov't please clarify if it is their intention for the awardee to RETRAIN all of the incumbent work force as if they are all new employees during the transition period?

If that is the intent, we do not believe it would be feasible to do so in a 90-day period."

Question 52b. Without knowing the actual training record for each incumbent person, Offerors are unable to appropriately price training needs.

Would the Gov't please provide a master certification list with dates for incumbent’s staff, without including names?"

Answer 52b: The successful awardee will be required to fulfill the requirements of

Attachment J-0401000-12 Training Requirements. All contractor personnel performing guard services, including any incumbent employees, must meet all contract requirements prior to working under the new contract regardless of whether they meet the current contract requirements.

Question 53: In an effort to promote fair competition, would the Gov't allow this course to be grandfathered?

Answer 53: The successful awardee will be required to fulfill the requirements of Attachment J-

Question 55: Please advise what is the required make and model of the and firearms locker?

Answer 55: The requirement is for the firearms locker to be a GSA approved item; the Government is not specifying a required make and model.

Question 56: Please advise what is the required type of vehicle?

Answer 56: The requirement is for the vehicle to be a GSA approved item; the Government is not specifying a required make and model.

Question 57: Section J-04010000-15 only mentions 9mm and AR-15.

a. Is the contractor expected to supply both shotgun and AR-15?

b. If so, would the Gov't. please provide which posts and the number required?

Answer 59: The government is not dictating which make and model is required for the items in question. The Government will provide assistance with programming radios.

Question 60: "J-0401000-08 says that The Minnesota Multiphasic Personality Inventory (MMPI-2) and the California Psychological Inventory (CPI) are administered to each armed security guard applicant.

a. Would the Gov't. please confirm that the CPI and MMPI are currently being used on the current project and that incumbent personnel who have successfully undergone this evaluation and are approved for work on this contract do not require this to transition to the follow-on contract? b.
