2.2 General Information
2.2.1 Government Regular
Working Hours
The Government's regular working hours are from 0700-1600, five days per week, Monday through Friday, except observed Federal holidays.
Exceptions to the regular hours of operation are detailed in subsequent sections of this PWS. Certain work requirements in Annex 4 requires
Contractor continuous operations, 24 hours a day, every day of the year including holidays. The performance of other work requirements shall be accomplished within the Government’s regular working hours unless the specific work requirement specified herein necessitates otherwise.
2.2.1.1 Observed Federal
Holidays
The Government observes the following holidays: New Year’s Day, Martin Luther King Jr.’s Birthday, President’s Day, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day.
2.2.1.2 Restriction to
Contractor Working
Hours
In Annex 4, the Contractor workforce is an integral part of the Navy
Security Force and must function as a component thereof and not operate independently. The Navy Security Force operates 24 hours/day 365 days/year. Schedules for Contractor manning of posts and roving patrols are set by the Government.
2.2.2 Wage Determinations Service Contract Act Wage Determinations are included in J-0200000-02.
2.2.3 Requirements
Hierarchy
Requirements or definitions specified in each spec item of this contract apply to subordinate paragraphs. For example, requirements shown in spec item 3.1 would apply to spec items 3.1.1, 3.1.2, 3.1.2.1 and so on.
Likewise, Performance Standards specified at a lower digit level (i.e. spec item 3.1.1, 3.1.2, 3.1.2.1) apply when performance is assessed at a higher tier (i.e., spec item 3.1) based on the composite work requirements.
2.3 General Administrative
Requirements
2.3.1 Required Conferences
and Meetings
The Contractor may be required to attend administrative and coordination meetings, pre-performance conferences, performance assessment board meetings, and partnering sessions at CNIC HQ, CNRMA, and at each location as scheduled by the KO.
2.3.2 Training for
Maintenance and
Operation of New and
Replacement Systems and Equipment
When construction, renovation, or repair work is performed by means other than this contract, the Contractor shall attend Government provided training, as applicable, for maintenance and operation of new and replacement systems and equipment at no additional cost to the
Government.
2.3.3 Partnering To increase the likelihood of successful performance of this contract, the
Government requires cohesive partnerships with its Contractors and subcontractors. Key stakeholders, including the supported commands who will receive services, principal individuals from NAVFAC, the performance assessment team, and representative(s) of the installation(s) will be invited to participate in the partnering process. Key members of the prime and sub-contractor’s teams, including senior management personnel must participate. The partnership will draw on the strength of each organization in an effort to achieve quality contract services done right the first time, within the contract price, as scheduled, and without any safety mishaps.
Partnering should accomplish three goals:
- The first goal is to develop a cohesive team with common purpose, commitment and established communication processes.
- The second goal of partnering is contract specific, identifying risks and opportunities for the team to address.
- The third goal is to sustain the Partnership throughout the contract by identifying and addressing issues that affect the Partnership.
2.3.3.1 Formal Partnering The initial session should be scheduled concurrent with the Pre-
Performance Conference and held no later than 30 days after award. The initial Partnering Meeting will be at least one day in duration and held at a
Government provided facility as designated by the KO – OR – at a neutral location off the installation that is acceptable to the Contractor and to the
Government. Follow-on sessions should be scheduled every three to six months and typically last a half day or less. The frequency, duration, and locations of follow-on sessions should be agreed to by both parties during the initial Partnering Meeting. The Contractor shall pay all costs associated with the partnering effort including facilitator, meeting room, and other incidental items. Before the partnering session, the Contractor shall coordinate with the facilitator the requirements for incidental items
(audio-visual equipment, computer(s), two easels, flipchart paper, colored markers, note paper, pens/pencils, colored flash cards, etc.) and have these items available at the partnering session. The Contractor will provide copies of any documents used for the Partnering Meeting for distribution to all attendees. The facilitator must be acceptable to both the Contractor and the Government. The participants shall pay their own costs for meals, lodging, and transportation associated with partnering.
2.3.3.2 Contract Partnering
Administration
Upon award, the ACO will contact the Contractor, supported command(s), Region, and Installation(s) stakeholders, and the performance assessment team to discuss implementation of partnering.
The Core Management Team consisting of the attendees below must be present during the initial and all follow-on partnering sessions. These are the core mandatory attendees. Other stakeholders may attend if they desire or as recommended by the partners.
2.3.3.3 Contract Partnering

2.3.4 Permits and Licenses The Contractor shall obtain all required permits, licenses, and authorizations to perform work under this contract and comply with all the applicable Federal, state and local laws and regulations. The Contractor shall submit copies of Permits and Licenses per Section F.
2.3.5 Insurance The Contractor shall submit a Certificate of Insurance per Section F as evidence of the existence of the following insurance coverage in amounts not less than the amounts specified below in accordance with the FAR
Clause 52.228-5, INSURANCE – WORK ON A GOVERNMENT
INSTALLATION. This insurance must be maintained during the performance period.
2.3.5.1 Certificate of Insurance The Certificate of Insurance shall provide for at least 30 calendar days written notice to the KO by the insurance company prior to cancellation or material change in policy coverage. Other requirements and information are contained in the aforementioned insurance clause.
2.3.5.2 Minimum Insurance
Amounts
The Contractor shall procure and maintain, during the entire period of performance under this contract, the following minimum insurance coverage:
Comprehensive General Liability: $500,000 per occurrence
Automobile Liability: $200,000 per person, $500,000 per occurrence, $20,000 per occurrence for property damage
Workmen's Compensation: As required by Federal and state worker's compensation and occupational disease statutes
Employer's Liability coverage: $100,000, except in states where worker's compensation may not be written by private carriers
Other as required by state law
2.3.6 Protection of
Government Property
During execution of the work, the Contractor shall protect Government property. The Contractor shall return areas damaged as a result of negligence under this contract to their original condition at no cost to the
Government.
2.3.7 Government
Information
Technology (IT)
System
The Government will provide NMCI seats as identified in Government
Furnished Equipment. Additional information about NMCI may be obtained at http://www.eds.com/nmci.
2.3.8 Directives, Instructions, and References
Department of Defense (DoD), Secretary of the Navy (SECNAV), Chief of Naval Operations (OPNAV), and other applicable Directives, Instructions, and References are listed in J-0200000-03. The Contractor shall comply with the most current version of directives, instructions, and references including versions published during the term of the contract.
2.3.9 Invoicing Procedures Refer to Section G for invoicing instructions.
2.3.10 Forms N/A
2.3.10.1 Transition Plan In order to ensure a smooth transition to the start of the new contract and to prevent possible decreases in productivity, the Government intends to provide for a (90) day transition period prior to the contract start date.
During this period, the KO will make available to key Contractor personnel, Government representatives versed in the operations of the functions to be performed. This service is being made available to explain procedures for conducting Government business and show the Contractor the various worksites, introduce the Contractor to activity representatives, etc. During this period, the Government will provide orientation training in the use of Government provided equipment and conduct joint inventory and property transfers as described elsewhere in the contract. Although the Government will provide some training, the Contractor is expected to have fully trained personnel with the skills and experience necessary for each required task. Contractor personnel shall not interfere with the normal conduct of Government business.
The Contractor shall submit a Transition Plan and Training Plan within 5 days of Contract award or as requested by the KO. The Transition Plan shall address phase-in and phase out procedures in accordance with
Section F and as specified in Spec. Item 2.3.10.2, Phase-In, and Spec. Item
2.3.10.3, Phase-Out.
2.3.10.2 Phase-In The Contractor shall assume responsibility for services on the day of takeover. There will be a 90-day Phase-In period prior to takeover when the new Contractor will be allowed access to facilities to become familiar with Government interfaces and procedures. Contractor access will be limited to management personnel and shall not interfere with the incumbent's ability to provide services until the end of the current contract.
The Contractor shall, in accordance with FAR Clause 52.222-17 entitled
“Non-Displacement of Qualified Workers” (May 2014).
The Contractor shall, by the end of the phase-in period, meet all of the requirements specified in Section J-0401000 Attachments. This includes all security guards currently working on the contract. No employees are
“grandfathered” from any contract requirement.
2.3.10.3 Phase-Out The Contractor shall cooperate with the follow-on Contractor and the
Government in ensuring a smooth transition to the new contract. The
Contractor shall, in accordance with FAR Clause 52.222-17, “Non-displacement of Qualified Workers” and FAR 52.222-41(n), Seniority List, not less than 60 days before completion of the contract, provide a certified list of all service employees working under the contract and its subcontracts during the last month of performance. All contractor provided equipment and materials must be removed from Government facilities within three working days of contract completion. The
Contractor shall cooperate with the follow-on contractor and the
Government in ensuring a smooth transition to the new contract.
2.4 Government-Furnished
Property, Materials and
Services
In accordance with FAR 52.245, GOVERNMENT PROPERTY and
NAVFAC Clause 5252.245-9300, GOVERNMENT-FURNISHED
PROPERTY, MATERIALS AND SERVICES, and the following paragraphs, the Government will furnish or make available to the
Contractor certain Government-owned facilities, utilities, materials, equipment and services for use in connection with this contract as stated below.
A list of Government Furnished Property, Materials, and Services is provided in J-0200000-04.
2.4.1 Government-Furnished
Facilities (GFF)
The Government will provide the following facilities and related services at each installation:
• Security guard working spaces to include sentry/gatehouses or
Workstations, land line and associated furniture including normal and routine maintenance and repair of Government-furnished facilities (e.g.
sentry stations);
• Office space for site/shift supervisors;
Space for an approved arms/ammunition storage facility on the installation except where otherwise noted. The Contractor shall be responsible for operation of the storage facility IAW OPNAVINST 5530.14 series. For security purposes, the location will be disclosed after contract award. The
Contractor shall store all Contractor-owned arms and ammunition in this facility.
Parking for security personnel.
• All keys to doors necessary for the Contractor to perform its duties.
Key management by the Contractor is essential to preventing unauthorized access to Government property. All lost/stolen keys shall be reported to the installation Key Control custodian immediately. The Contractor shall replace lost or stolen keys. If access control is severely compromised due to key loss, as determined by the KO, the Contractor shall replace or re-key locks that are affected at no cost to the Government.
2.4.2 Government-Furnished
Utilities
The Government will provide heat, light and other utilities in Government furnished facilities.
2.4.3 Government-Furnished
Materials (GFM)
The Government will provide the following materials for use in performing contract requirements:

Equipment (GFE)
The Government will not be providing equipment for Contractor use unless specified in J-0200000-04.
2.4.5 Government-Furnished
Services (GFS)

2.5 Contractor-Furnished
Items
Except for items identified as Government Furnished, the Contractor shall provide all equipment, materials, parts, supplies, components, and facilities to perform the requirements of this contract.
Contractor-furnished Items shall include, but are not limited to: vehicles, uniforms, firearms (9mm handguns and AR-15) ammunition and firearm lockers, targets for firearm qualifications, protective equipment, communication equipment, cell phones, radios, office equipment, administrative supplies, first aid kits, handcuffs, batons, pepper spray, and flashlights, clip on radio holder.
The KO, COR, SPAR or PAR may inspect Contractor-furnished items for adequacy and compliance with contract requirements. Inadequate or unsafe items shall be removed and replaced by the Contractor at no cost to the Government. Materials containing asbestos, lead, and polychlorinated biphenyls (PCBs) shall not be brought onsite. Energy efficient tools and equipment shall be used when available. The KO may at any time require
Samples, Safety Data Sheets (SDS) or Manufacturer’s Data Cut Sheets of
Materials used in this contract.
2.6 Management The Contractor shall manage the total work effort associated with the services required herein to meet the performance objectives and standards.
Such management includes but is not limited to planning, scheduling, cost accounting, report preparation, establishing and maintaining records, and quality assurance. The Contractor shall provide a staff with the necessary management expertise to ensure performance objectives and standards are met.
2.6.1 Work Reception The Contractor shall provide the capability to receive, prioritize, correspond, and respond to calls and task orders during Government regular working hours and provide a point of contact at a local or toll free number who can perform the above function 24 hours per day, 7 days a week, 365 days a year.
2.6.2 Work Control The Contractor shall implement all necessary work control procedures to ensure timely accomplishment of work requirements, as well as to permit tracking and reporting of work in progress. The Contractor shall plan and schedule work to assure material, labor, and equipment are available to complete work requirements within the specified time limits and in conformance with the quality standards established herein. Verbal scheduling and work status updates shall be provided when requested by the KO, COR, SPAR, or PAR. A written status update report of any item of work must be provided within the specified time limits and in conformance with the quality standards established herein. .
2.6.3 Work Schedule The Contractor's work shall not interfere with normal Government business. Note: the “contractor’s work her alluded to is the support work needed to facilitate accomplishment of work functions specific to contract with government. All Contractor work not associated with the execution of government contract shall be minimized on site (i.e. at installation supported) to the maximum extent possible. In those cases where some interference is unavoidable, the Contractor shall minimize the impact and effects of the interference. The Contractor shall provide advance access of all of its work schedules to the Government. The Contractor shall notify the KO of any difficulty in scheduling work due to Government controls.
2.6.3.1 Initial Work Schedule The Contractor shall submit to the KO a general schedule of planned performance of work for the contract period. The schedule shall indicate for each post the day or days of the week the services will be accomplished.
2.6.3.2 Monthly Work
Schedule
The Contractor shall submit a monthly work schedule for all services provided under this contract. The schedule shall be submitted to the KO or KO’s representative for approval at least five working days prior to the start of the schedule month. The schedule shall identify, for each post, the name of the assigned employee and the day/time that employee will be assigned to the post as well as delineate the next qualification due and associated date. Schedule changes must be approved by the KO.
Written requests for any schedule changes or additions shall be submitted to the KO in writing no later than two working days prior to the anticipated change.
2.6.4 Deliverables Records and reports are specified in Section C and listed as deliverables in
Section F. The Contractor shall submit accurate and complete documents within the required timeframes as specified in Section F.
Government acceptance of deliverables will not relieve the Contractor of the responsibility for any error or omission which may exist in the deliverable, as the Contractor is responsible for all requirements of this contract.
The Contractor shall establish and maintain an electronic copy of all deliverables listed in Section F. Government personnel access shall be limited to viewing and downloading of deliverables, but restricted from editing. The Contractor shall notify the Government by email whenever there are new or updated deliverables. Each deliverable and email notification shall include the title of the deliverable, the spec item requiring the deliverable, and the date and time the deliverable was posted.
All deliverables shall be available to authorized Government personnel 24 hours/day and 365 days/year for the duration of the contract.

2.6.7 Quality Management
System (QMS)
The Contractor shall establish and maintain a complete QMS program in accordance with the provisions specified herein. The Contractor’s QMS program shall provide an effective and efficient means of identifying and correcting problems throughout the entire scope of operations. The
Contractor's QMS program shall address:
• Accurate documentation of work processes, procedures, and output measures.
• A systematic procedure for assessing compliance with performance objectives and standards.
• Accurate documentation of quality inspections and surveillance conducted throughout the execution of work.
• Assessment-driven corrective actions and process adjustments as appropriate in a timely manner.
2.6.7.1 Quality Management
(QM) Plan
The Contractor shall develop and submit a QM Plan per Section F. The
QM Plan shall describe the QMS methodology and approaches used under this contract. If any changes are made during the period of performance, submit to the KO a revised QM Plan for acceptance.
The Contractor’s QM Plan shall include, at a minimum, the following:
• Policy and objectives of Quality Management System (QMS)
• Quality organization o List of personnel o Responsibilities & lines of authority o Training and qualifications
• Approach to assuring quality of services provided and conformance with performance objectives and standards
• Methods and procedures for effective planning, operation and control of processes and performance of work
• Procedures for inspection and surveillance of services o Scheduling and performance of inspection and surveillance o Measurement, data collection and analysis o Corrective action, preventive action, and continuous improvement o Oversight of subcontracted work
• Documentation and records management
• Communication with government (customers)
2.6.7.2 Quality Inspection and
Surveillance
The Contractor shall establish and maintain an inspection and surveillance system in accordance with the FAR Clause 52.246-4, INSPECTION OF
SERVICES – FIXED PRICE, to ensure that the work performed conforms to the contract requirements. The Contractor shall document and maintain a file of all scheduled and performed inspections and surveillances, inspection and surveillance results, and dates and details of corrective and preventive actions. The quality inspection and surveillance file shall be the property of the Government and made available upon request during the Government’s regular working hours. The file shall be turned over to the KO within five calendar days of termination of the contract.
2.6.7.3 Quality Inspection and
Surveillance Report
The Contractor shall submit a copy of the monthly Contractor Quality
Inspection and Surveillance Report per Section F. The Contractor Quality
Inspection and Surveillance Report shall include a summary and results of the quality inspection and surveillance events performed and assessment-driven corrective actions and process adjustments during the previous month. The Government may adjust the frequency of the submittal based on the Contractor’s quality of performance.
2.6.8 Property Management

The Contractor shall establish and maintain a plan that meets the contract clause requirements of Specification Item 2.4, Government-Furnished
Property, Materials and Services, of this Annex. This plan shall identify the Contractor’s policies, procedures, and practices in receiving and performing physical inventories, repairing and maintaining, preserving and protecting, and reporting the disposition of accepted government property in its possession. The Property Management Plan shall be submitted per Section F.

2.7 Personnel
Requirements
The Contractor shall comply with the personnel requirements stated below.
2.7.1 Key Personnel The Contractor shall submit a List of Key Personnel and Qualifications along with associated resume per Section F. The Contractor shall provide any additional information requested by the KO necessary to certify their qualifications.
The following are key personnel requirements which the Contractor shall fill at all times. Contractor’s key personnel shall include the Project
Manager (PM), Quality Manager (QM)/Site Safety and Health Officer
(SSHO), Site Supervisor, and Shift Supervisors.
The Contractor agrees that key personnel shall not be removed from the contract work or replaced without compliance with the following:
1. If key personnel become, or are expected to become, unavailable for work under this contract for a continuous period exceeding 30 calendar days, or is expected to devote substantially less effort to the work than indicated in the proposal, the Contractor shall immediately notify the KO, in writing. The Contractor shall, subject to the concurrence of the KO or his authorized representative, promptly replace such personnel with personnel of equal ability and qualifications.
2. All requests for approval of substitutions hereunder must be in writing and provide a detailed explanation of the circumstances necessitating the proposed substitutions. Requests must contain a complete resume for the proposed substitute, and any other information requested by the KO or needed by him/her to approve or disapprove the proposed substitution.
The KO or his authorized representative will evaluate such requests and promptly notify the Contractor of his approval or disapproval thereof in writing.
3. The Contractor shall provide both site and shift supervisors at each installation as described below.
• Site and Shift Supervisors shall be both qualified and daily armed to assume any watch position.
• Site and Shift Supervisors shall not occupy any position
• Shift Supervisors shall not replace or stand-in for any Security
Guard positions identified as a Security Guard position as a matter of routine or for matters of convenience (e.g. head calls, lunch breaks etc.).
• The authorization for a Site or Shift supervisor to assume a
Security Guard position shall only be exercised during or for emergency situations (i.e. Urgent Force Protection Condition
Changes, installation attack or other stated emergency situation)
• Security Guard personnel shall not occupy Shift Supervisor positions except in an emergency short-term acting capacity. Any temporary Shift Supervisor assignment shall be submitted to the
COR for approval prior to assignment.
The Contractor shall submit an Organizational Chart per Section F showing lines of authority of the key personnel and on-site supervisor(s) for this contract. The chart shall include names of personnel and their position title in this contract. As a minimum, include the PM, Quality
Manager/SSHO, and on-site supervisor(s) and who they will report directly to for this contract. The key personnel shall be revised as applicable for the contract.
2.7.1.1 Project Manager (PM) The Project Manager is the senior contractor employee outside of the corporate level who is responsible for the overall management and operation of this contract. The PM must have relevant experience at a comparable level of responsibility in projects of similar size, scope and complexity. The PM or designated alternate shall have full authority to act for the Contractor on all contract matters relating to this contract. The PM or designated alternate shall be available 24 hours per day for conference calls with CNRMA Regional Operations employees and be available to meet at mutually agreed to venues within a 5 business day notice to discuss performance-impacting issues, initiatives, and concepts, and to otherwise ensure that the partnership relationship is maintained at the highest level. The PM, Regional Operations employees and KO will work as a team to resolve any and all issues in the best interest of the
Navy. The PM shall not be either a Site or Shift Supervisor.
The PM shall have at least five years of relevant experience in managing a workforce providing services on contracts of similar size, scope and complexity.
2.7.1.2 Quality Manager The Quality Manager must report directly to a senior corporate official and shall not report directly to the Project Manager.
The Quality Manager shall have fulfilled the following pre-requisite training and experiences before being hired as the Quality Manager under this contract:
The Quality Manager shall have at least five years of experience in preparing and enforcing QMS programs on contracts of similar size, scope and complexity. The Quality Manager shall be the same person as the
SSHO and shall assume all responsibilities of the Site Safety and Health
Officer (SSHO).
2.7.1.3 Site Safety and Health
Officer (SSHO)
The SSHO must meet the requirements of EM 385-1-1 Section 1 and ensure that the requirements of 29 CFR 1926.16 are met, to implement and administer the Contractor's safety program and government-accepted
Accident Prevention Plan. The SSHO's training, experience, and qualifications shall be as required by EM 385-1-1 paragraph 01.A.17, entitled SITE SAFETY AND HEALTH OFFICER (SSHO), and all associated sub-paragraphs.
A Competent Person shall be provided for all of the hazards identified in the Contractor's Safety and Health Program in accordance with the accepted Accident Prevention Plan. Provide the credentials of the
Competent Persons(s) to the Contracting Officer for acceptance in consultation with the Safety Office.
The Contractor shall provide a SSHO whose responsibility is to prepare and enforce the Contractor’s safety program on this contract. The SSHO shall have fulfilled the following pre-requisite training and experiences before being hired as the SSHO under this contract:
The SSHO shall have completed three years of satisfactory experience in preparing and enforcing safety programs on contracts of similar size and complexity in the past or three years of experience, if he possesses a
Certified Safety Professional (CSP) or safety and health degree. The
SSHO shall have completed the OSHA 30-hour construction safety class or equivalent and maintain competency through 24 hours of formal safety and health related coursework every four years. The SSHO shall not be the same person as the project manager.
2.7.1.4 Site Supervisors The Contractor shall provide a Site Supervisor for USS Constitution, Norfolk Naval Shipyard, Naval Support Activity Philadelphia, and Naval
Weapons Station Earle. One Site Supervisor shall manage Craney Island and Lafayette River Annex. The Site Supervisor or his/her designee must be physically present on the installation eight hours daily, Monday –
Friday. Must be present on installation during core hours 0800-1500 and available by phone 24 hours per day. Site Supervisors shall wear a uniform and meet all of the requirements specified in Section J-0401000
Attachments. Site Supervisors shall be qualified as a member of the installation’s Anti-Terrorism Training Team (ATTT) in accordance with the (NSF Traman CNIC M-3502.2). The purpose is to assess performance on a routine basis. The goal is to properly drill and exercise in support of enhancing NSF readiness by increasing proficiency and validating/exercising response plans and capability required to properly prepare for, mitigate, respond to and initiate recovery from all hazards incidents identified during vulnerability and hazard assessments. The Site
Supervisor or his/her designee shall attend all Drill Pre-briefs and Post hot washes, as required by the Installation Security Officer. Site Supervisor’s shall only conduct practical drill’s /exercises which are part of and approved by ATTT Team lead and or ITO. Contractor’s shall not conduct on site practical exercises or drills which are not part of the installation
ATTT or ITT training programs and or specifically approved by ISO or
ICO (e.g. Citadel Protect type practical exercise). All Table Top
Exercises (TTX) or similar discussion based training periods are highly encouraged as may be needed to facilitate contractor accomplishment of contract requirements set forth in this contract instrument and associated appendices. This individual shall be responsible for the overall management and coordination of contract requirements specific to his/her installation and shall act as the installation level central point of contact with the Government. Each Site Supervisor shall have four (4) years supervisory experience in security or law enforcement operations in the
Armed Forces/military police or civilian security operations. The
Contractor shall submit the qualifications of the proposed Site Supervisor to the KO for approval no later than 5 days before occupying the position at each installation. The nature and extent of this experience shall be such that the individual is familiar with and capable of effectively managing a complex security operation of the type described within this contract. The
Site Supervisor shall supervise all Contractor personnel required to perform the Security Guard services at his/her installation. The Site
Supervisor shall communicate frequently with the Installation Security
Officer, COR and SPAR concerning the required operational functions and duties as necessary to assure performance objectives and standards identified in this contract are met for the installation. In the absence of the
Site Supervisor, an acting Shift Supervisor shall be appointed to act on all matters in his/her behalf. Site Supervisors shall not stand-in for any Shift
Supervisor position or rotation except for Lafayette River Annex and
Craney Island.
2.7.1.5 Shift Supervisors The Contractor shall provide a Shift Supervisor for each shift in which
Contractor personnel are assigned. The Shift supervisor shall be responsible to the Site Supervisor for the conduct, performance, appearance, training, and scheduling of all individuals employed and shall supervise all personnel required to perform Security Guard services during his/her duty shift. Each Shift Supervisor shall have experience in security or law enforcement operations in the Armed Forces/military police or civilian security operations including some supervisory/leader experience. The shift supervisor shall coordinate with the Site Supervisor and Installation Security guard, or his/her representative, for the operational functions and duties required for his/her shift. Shift
Supervisors shall not replace or stand-in for any Security Guard positions identified as a Security Guard position as a matter of routine or for matters of convenience (e.g. head calls, lunch breaks etc.). Shift Supervisors shall be both qualified and daily armed to assume any watch position.
Shift Supervisors shall be qualified as a member of the installation’s Anti-
Terrorism Training Team (ATTT) in accordance with the Navy Security
Force (NSF) Shore Training Manual (TRAMAN) CNICINST 3502.2.
The purpose is to assess performance on a routine basis. The goal is to properly drill and exercise in support of enhancing NSF readiness by increasing proficiency and validating/exercising response plans and capability required to properly prepare for, mitigate, respond to and initiate recovery from all hazards incidents identified during vulnerability and hazard assessments. 2.7.2 Employee
Requirements
The Contractor shall provide experienced, qualified, and capable personnel to perform the work in this contract. Personnel shall be fully knowledgeable of all safety, environmental, and energy requirements associated with the work they perform. Personnel shall speak, read, and comprehend English to the extent that they can perform the contract requirements and comply with installation emergency procedures.
The Contractor shall ensure that all Contractor personnel have received proper safety training, appropriate to their respective jobs.
The Contractor shall implement an ongoing training program that refreshes the safety skills, qualifications and awareness of the Contractor workforce on a regular, periodic basis. The details of the Contractor’s safety training program shall be included as part of the Contractor’s
Accident Prevention Plan, as required in Spec Item 2.9.1.
2.7.2.1 Employee Certification
and Training
The Contractor shall maintain personnel certification, training, and licensing records for employee requirements specified herein and within all technical annexes/sub-annexes. Certification, training, and licensing records shall be kept current and maintained with Data Housing and
Report Tools (DHART) for the duration of the contract including all option periods. The Contractor shall maintain a hard copy of all training records and shall be made available for the Installation Security Officer, KO, COR and SPAR review upon request. Hard copy of the training records shall contain all evidentiary documentation for accomplished/competed training.
2.7.2.2 Employee Appearance The Contractor shall ensure that all employees present a professional appearance that is appropriate for their position. The KO reserves the right to determine the acceptability of any clothing worn. All
Contractor/subcontractor employees working under this contract shall be identified by a distinctive nameplate, emblem, or patch attached in a prominent place on an outer garment. Employee identification shall not be substituted for station required passes or badges.
2.7.2.3 Employee Conduct Contractor employees shall conduct themselves in a proper, efficient, courteous and businesslike manner.
2.7.2.4 Removal of Employees The Contractor shall remove from the site any individual whose continued employment is deemed by the KO to be contrary to the public interest or inconsistent with the best interests of National Security.
2.7.2.5 Proof of Legal
Residency
Dual citizenship is not permitted for any contractor employees assigned to this contract.
No employee or representative of the Contractor will be admitted to the site of work unless satisfactory Proof of U. S. Citizenship is furnished per
Section F.
2.7.2.6 Continuing Education Services shall be provided by fully trained and qualified personnel. The
Contractor shall be responsible for all tuition, travel, and labor costs required for attendance of its personnel for any training required to maintain or acquire competency in the skills and professional knowledge necessary to fulfill the requirements of this contract. Contract costs associated with any Government provided or required training will be paid under the indefinite quantity (Non-Recurring) provisions of this contract.
2.7.3 Enterprise-wide

Reporting Application
(eCMRA)
The Contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: https://doncmra.nmci.navy.mil.
Per Section F, reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.
2.8 Security Requirements The Contractor shall comply with all Federal, state, and local security statutes, regulations, and requirements. The Contractor shall become acquainted with and comply with all Government regulations as posted, or as requested by the KO when required to enter a Government site. Contractor shall ensure that all security/entrance clearances are obtained.
All Contractor personnel shall successfully complete ATFP Level 1, and
Cyber Awareness training. Training is required annually and training certificates shall be made available to the Government upon request.
2.8.1 Employee Listing The Contractor shall maintain a current Employee List and submit per
Section F. The Contractor shall maintain and provide a current listing of employees by the 5th of each month to the COR and the SPAR. The list shall include employee’s name, supervisor, company, and level of security clearance as verified in Defense Information System for Security (DISS).
The listing shall include a visit request to be provided to the CNRMA
Security Manager by the 5th of each month.
2.8.2 Vehicles The company name shall be displayed on each of the Contractor's vehicles in a manner and size that is clearly visible. All vehicles shall display a valid state license plate that complies with State Vehicle Code. Vehicles shall meet all other requirement of the State Vehicle Code, such as safety standards, and shall carry proof of insurance and state registration.
Vehicles shall be cleaned and properly maintained for safe operations. If a vehicle is unsafe, it shall be put out of service and replace with another vehicle. All equipment to include: head lights, spot lights, heaters, and air conditioners must be in proper working order. Amber lights must be properly mounted on the vehicle. A vehicle safety checklist must be completed prior to beginning each shift to ensure all equipment is working properly. The checklists shall be maintained by the Site Supervisors for the duration of the contract and made available for review by the
Government upon request.
2.8.3 Passes and Badges All Contractor employees shall obtain the required employee and vehicle passes. The Contractor employees must be able to obtain Common
Access Cards (CAC) in accordance with security requirements. Each employee shall wear the Government issued badge over the front of the outer clothing. When an employee leaves the Contractor's service, the employee's Passes and Badges shall be returned immediately.
2.8.4 Access to Installation Navy policy requires fitness for unescorted access. Historic fitness is established by means of review of the individual’s criminal history through a check of the National Crime Information Center (NCIC) databases and relevant government databases. The contractor is required to submit a SECNAV 5512/2 form to the COR and SPAR for all employees requiring installation access.
2.8.5 Access to Buildings The Contractor shall monitor and control access into restricted areas under their responsibility, allowing only those individuals who have been properly cleared into restricted areas or other controlled access areas. The
Contractor shall comply with security requirements, plus those imposed by the installation Commander at all times. Personnel with access to special areas will have the appropriate screening and/or security clearance, and personnel requiring routine access to restricted areas will wear special badges authorizing access for those areas. Contractor personnel shall not enter restricted or controlled areas or installation facilities unless specifically authorized in performance of their duties. The Contractor shall secure all buildings and facilities entered during non-duty hours and will secure all building and facilities under the Contractor’s cognizance at the end of each work day or shift period.
2.8.6 Access Arrangements The Contractor shall make all arrangements through the appropriate office necessary to obtain access to buildings, facilities and other work areas, and when necessary, arrange for them to be opened and closed by the controlling authority. The Government may issue keys to the Contractor.
The Contractor shall use due diligence and be responsible for compromised security systems to include replacement costs that result from its action or inaction.
2.8.7 Security Clearances The Contractor shall obtain all required corporate and personnel Security
Clearances. At a minimum, an interim clearance is required prior to commencement of work. The Contractor shall ensure that a list of all personnel with Security Clearances is maintained current, including clearances that are pending, Information Assurance to be completed annually. The Contractor shall provide a DISS visit request to the KO, COR, SPAR and CNRMA Security Manager monthly per Section F.
2.8.7.1 National Agency Check

All Contractor employees assigned to perform services under this contract shall complete Questionnaire for National Security Positions (SF86) via the OPM Electronic Questionnaire for Investigations Processing (e-QIP) tool. Defense Counterintelligence and Security Agency (DCSA) will adjudicate to national security standards, make the eligibility determination, and record in the Defense Information System for Security
(DISS). All Contractor employees are required to have a SF-86 NACLC adjudicated for Secret eligibility as stated in the M-5510. The Contractor shall collect, review and submit all applicable documents to PSMO to initiate and complete the NACLC adjudication for Secret eligibility. The
Contractor must provide a visit request to the CNRMA Security Manager within 30 days of award of contract and monthly to the KO, COR and
SPAR in order to verify security clearance status in DISS.
2.8.7.2 Background Checks
and Security Clearance
The Contractor shall obtain all required Security Clearances. The
Contractor shall ensure that a list of all personnel with Security Clearances is maintained current, including clearances that are pending and shall be made available to KO and CNRMA upon request.
The PM shall hold a SECRET security clearance and Shift Supervisors must possess Secret eligibility. The Contractor shall complete all necessary forms and provide other information as required by the Defense
Industrial Security Clearance Office (DISCO) for the purpose of initiating clearance requests. The Contractor shall ensure that a list of all personnel with Security Clearances is maintained current, including clearances that are pending and shall be made available to KO, COR, SPAR and CNRMA upon request.
All contractor personnel shall complete Questionnaire for National
