Question # Reference
Question Government Response Page Section Paragraph
M101 &
M703
3916. M101 and M703. RTU2 and RTU5 are shown with wall mounted room sensors. They are
VAV RTUs and should not have room sensors other than the room sensors that are wired to vav boxes that are fed by the RTUs?
Correct. RTU-2 and RTU-5 leaving air conditions should be monitored and controlled by duct mounted sensors. Space sensor should only be required for VAV terminal zones.
Revised drawings provided with Amendment 0005.
M603
3916. M101 and M603.
M101/Plan Note 4 and M603
(louver schedule) call for the wall louver to be factory provided with a motorized damper. However, M101 shows the dampers in field installed duct plenum inside the building. Please clarify which location is applicable to prevent duplication.
Intent is to include a class 1A motorized damper as close to exterior penetration as possible to comply with ATFP UFC requirements. Whether that be integral to the louver or in the duct plenum behind the louver is at the discretion of the contractor.
A2/M70
3916. A2/M701 shows a Cisco
Catalyst 3560-CX switch connecting the building to the offsite EMCS. We believe that switch is obsolete and has been superseded by the following terminology: "Cisco switch
C9200CX-8P-2X2G, Cisco
Network Advantage, Software
License, 3-year term, and Cisco
Fiber SFP Transceiver, GLC-LX-
SM-RGD". This also applies to
MAG HQ/M701 and MALS
14B/M701.
Correct. MALS DDC System
Architecture detail has been updated to reflect this in the latest MALS 14B MOD revision 2 drawing set. 3916 and MAG HQ drawing sets will be revised to match.
A1/M70
3916. A1/M702. Notes for the emergency gas shutdown switch say, "locate in mechanical building near exit door". There are many building exit doors, and no building area is called
"mechanical building". Please add a Plan Note indicating the desired location.
Gas shutdown switch should be located in area not accessible by public. 113 Comm or 110
Elec. Revised drawings provided with Amendment
0005.
M703 &
M704
3916. M703 and M704. The return air and supply air both have lines delineating what components are field installed and what are factory installed. Please add a similar demarcation or note to provide the same information about the control devices in the
Outside Air stream upstream of the mix with Return Air.
Only components explicitly labeled field provided/installed are typically field provided/installed.
Factory/field installed will ultimately be dependent on what equipment is submitted.
Contractor is responsible for ensuring components shown on drawings are provided, whether field or factory installed.
Revised drawings provided with Amendment 0005.
12 M703
3916. M703. Is the SA duct static pressure transmitter provided loose with the RTU for field mounting and wiring?
Duct static pressure sensor is provided loose for field installation. Duct static pressure sensor should be installed in location to provide manufacturer's required clearances and straight duct lengths for proper operation.
13 M101
3916. M101. Please indicate the desired location of the duct static pressure transmitters for RTU2 and RTU5. Likewise for SA duct
DP transmitters for all multizone vav AHUs in all buildings.
Provide duct static pressure transmitters approximately 2/3 of the duct static pressure drop from the fan outlet to the furthest terminal unit inlet
(multi-zone) and 2/3 of the duct static pressure drop from the fan outlet to the furthest duct runout off main (single zone).
Duct static pressure sensor should be installed in location to provide manufacturer's required clearances and straight duct lengths for proper operation.
14 M603
3916. M603. Should BACnet
MS/TP communication capability be added to schedule notes for the ductless split system? Alternately maybe copy-paste-site adapt the points list/sequence/drawing for ductless splits that are in
A1/M704 in the MAG HQ drawing set? That MAG HQ points list mentions BACnet interface.
Control detail added via
Amendment 0005.
15 M702
MAG HQ. M702. Sequence for
AHU1 requires fan shut down on operation of a high SA duct static pressure safety switch, however, no switch is shown on the control drawing or points list. Same situation occurs in MALS 14 on
M702.
Provided with Amendment
0005.
M603 and
M703
MAG HQ. M603 and M703.
This is in regard to AHU-2 which has a dx split system to provide emergency cooling or heating if the CHW or HW system is not

functioning. The intent is clear, but additional requirements for the dx system are needed. At anything less than full load it is impossible to maintain a stable discharge air temperature on a dx vav AHU unless at least one compressor is variable speed.
Cycling a constant speed compressor on/off results in swings in discharge air temperature the timing and size of which is load dependent and uncontrollable. Although it is not specifically stated, the two separate sets of equally sized refrigerant suction and liquid lines indicates a vertically split refrigerant coil, i.e. the compressors do not share suction or discharge and are probably the same capacity. We recommend the following note be added to the
AHU schedule and be applied to
AHU-2: "The refrigerant coil shall be vertically split with each portion of the coil carrying half the load at system full load. The portion of the split coil that is second in the air stream in the direction of air flow is called
Circuit #2. The first in the airstream is Circuit #1. Each portion of the coil shall be served exclusively by one compressor, i.e. the compressors do not share suction or discharge. The compressor serving Circuit #2 must be variable speed from 5% to 100% of its capacity and must be capable of being modulated over that entire range by the building digital control system
(BAS) via a hardwired analog signal (not via open protocol interface). At AHU loads less than 50% of design, Circuit #2 will be modulated by the BAS to maintain supply air temperature set point. At loads greater than
50%, Circuit #1 will be turned on by the BAS at 100% and Circuit
#2 will be modulated by the BAS to maintain supply air temperature set point. An electronic "smart" expansion valve shall be provided for Circuit
#2 and if necessary, the expansion valve shall communicate with the condensing unit (HP-1) to insure safe refrigerant pressures and oil return."
MP401
A2/M70
MAG HQ. MP401 & A2/M708.
A2/M708 requires BAS to monitor gas flow rate, presumably via a signal produced by the gas meter. Plan Note 15/MP401 requires the utility to provide the gas meter. How do we know the meter provided by the utility will have an output compatible with the building BAS? This applies to all buildings with gas meters.
Control detail is for separate gas flow meter to allow for base to monitor through DDC.
Revised drawings provided for clarification with Amendment
0005.
P102, A1/M70
8, CU101
MAG HQ. P102, CU101, and
A1/M708. Problem #1: Plan
Note 3/P102 shows domestic water entering at the northwest corner of Mechanical Room 135 but no meter is shown; the note refers to civil drawings for further information. However, Keynote
4/CU101 says "All water meters
... are located inside building.
See plumbing plans." Thus, there is a conflict between civil and plumbing drawings, and neither is presently responsible for the meter. Problem #2: A1/M708 requires BAS to monitor water flow rate, presumably via a signal produced by the water meter.
How do we know the meter will have an output compatible with the building BAS? Who is responsible for providing the water meter in all three buildings?
Sheet P-501, Detail C1 shows the water meter. It is noted to have remote ready capability to the DDC and read in US gallons or liters. All three buildings have this covered on the Backflow Preventer detail.
19 M707
MAG HQ. M707. The control drawing shows two flow meters.
They both measure the same value, but in different locations.
Could one be deleted? Same comment applies to MALS
14B/M706.
Yes, flow meter on return side can be removed. Revised drawings provided with
Amendment 0005.
20 M707
MAG HQ. M707. B-1 return water temperature and B-2 return water temperature are both in the points list, but neither is on the control drawing. The values of
B-1 and B-2 entering water temperature will be the same.
Why not delete the individual boiler return water temperatures and add one boiler return water temperature to the rturn water header in the drawing? Same comment applies to MALS
14B/M706.
Concur. Common return boiler loop temperature sensor can be provided in lieu of Individual boiler return temperature sensors. Revised drawings
0005.
MH101
A4/M70
MALS 14. MH101 and
A4/M708. EF-5 serves Hazmat
Room 140. There is no motorized damper shown in the duct on
MH101. EF-5 is included with four other EFs in the sequence and points lists in A4/M708 including references to interlocks with AHUs, shut down, and damper closure in response to
ATFP ESS operation. Inclusion of EF-5 with those other four EFs does not seem appropriate?
Should EF-5 have a motorized damper? Does it run constantly even when ATFP ESS has been activated?
PENDING RESPONSE
22 MH101
MALS 14. MH101. Should EF-4 have a motorized damper and associated louver?
Yes, motorized damper to be provided as shown in controls detail associated with EF-4.
Revised drawings provided with Amendment 0005.
A1/M50
MALS 14. A1/M501. If the gas meter is outdoors, and the emergency gas shutoff solenoid valve and manual switch are indoors, then it seems the riser diagram might need to be rearranged at the upper right end?
Same comment applicable to the other buildings.
Gas riser detail is diagrammatic only and note specifies that solenoid valve is to be provided indoors. Contractor is responsible for providing routing of gas piping in field and location of solenoid valve is dependent on exact routing of piping. Ensure solenoid valve is provided as listed in note, prior to any branch or connection to gas-fired equipment.
A1/M70
MALS 14. A1/M709. It says gas meter is to be located in mechanical room. That agrees with A1/M501. Both of those conflict with Plan Note
15/MH402. What is the actual location of the gas meter? This question is applicable to MAG
HQ also.
Gas meter on gas riser detail and floor plans is provided by utility company and installed on exterior of building. Civil contractor is to coordinate with utility company on routing from main to exterior of building as shown on floor plans. Control detail is for separate gas flow meter to allow for base to monitor through DDC. Revised drawings provided with
Amendment 0005.
M602 &
M702
MALS 14. M602 and M702.
AHU schedules note 7 is applied to all five AHUs. It says, "Unit shall have plenum style supply fan". AHU schedules note 2 is applied to all five AHUs. It says, "provide direct drive fans ... with
EC motors (VFDs not required)".
Taken together we interpret those notes to mean all AHUs have a supply air "fan wall" even if there is only one fan in the wall. Item
Provide all AHU's with supply fan with VFD. Revised drawings provided with
Amendment 0005.
1: Please clarify if "fan wall" is a correct interpretation. Item 2:
Why does M702 show only one fan for AHU-1 & 5 (two fans for each in the schedule). Item 3: If
AHUs have EC motors in lieu of
VFDs, why does M702 show
VFDs, and why are there VFDs in multiple locations on the floor plans for these AHUs?

L-5 for AHU-5. Should
A3/M301 also show a motorized damper and/or louver?
Yes, provide motorized damper and louver as shown on M-702, C4/MH402 and A3/M-301.
Revised drawings provided with Amendment 0005.
M705 &
D4/M50
MALS 14. M705 and D4/M503.
D4/M503 shows a BTU meter for the CHW system. M705 does not show a BTU meter. The requirement is complicated by the fact that a BTU meter Points List is shown in A4/M709 but it is not assigned to any system ... CHW, HW, or otherwise. Is a BTU meter actually required anywhere? Same question applies to MAG HQ.
BTU meter is not required, and information provided by BTU meter can be obtained by other
DDC points. Revised drawings provided with Amendment
0005.
28 M603
MALS 14. M603. Should there be a CHW minimum flow bypass valve in the valve schedule on
M603?
CHW bypass valve should be included. Revised drawings provided with Amendment
0005.
29 C1/M709
MALS 14. C1/M709. The sequence for ductless split systems says "ATFP shutdown shall be accomplished by both a hardwired shutdown wired in series with other safeties, and a ddc shutdown requiring a manual reset". (1) No other system in the building requires such a
"hardwired" shutdown in addition to the software (ddc) shutdown.
(2) These systems do not transfer air between indoors and outdoors, nor between rooms. (3) These systems often serve mission critical equipment. Question:
Should this hardwired requirement be deleted? This question is applicable to all three buildings.
Requirement should be deleted.
Spaces served by Ductless splits must remain operational regardless of ATFP/FA shutdown. Ductless splits are to be provided with BACnet
MS/TP compatibility to provide monitoring capabilities as shown in MAG A1/M704 control detail. Details will be revised to match for MALS and
3916 in Amendment 0005.

This is in regard to AHU-2 which has a dx split system to provide emergency cooling or heating if the CHW or HW system is not functioning. The intent is clear, but additional requirements for the dx system are needed. At anything less than full load it is impossible to maintain a stable air discharge temperature on a dx vav
AHU unless at least one compressor is variable speed.
Cycling a constant speed compressor on/off results in swings in discharge air temperature the timing and size of which is load dependent and uncontrollable. Although it is not specifically stated, the two separate sets of equally sized

refrigerant suction and liquid lines indicate a vertically split refrigerant coil, i.e. the compressors do not share suction or discharge and are probably the same capacity. We recommend the following note be added to the
AHU schedule and be applied to
AHU-2: “The refrigerant coil shall be vertically split with each portion of the coil carrying half the load at system full load.
