AMENDMENT 0004

SOLICITATION # N4008523R2897

Regional Facility Investment Services for Regional Training Pools at Norfolk Naval Shipyard, Portsmouth, Virginia, Little Creek Naval Amphibious Base, Virginia Beach, Virginia, Oceana Naval Air Station, Virginia Beach, Virginia, Dam Neck Annex, Virginia Beach, Virginia.

AMENDMENT 0004

7. QUESTION:

Please provide a list of all pool locations (including the name, address and city and zip code) that are included in this solicitation. The posted solicitation document sometimes refers to four (4) pools and in other instances there are references to five (5) pools.

RESPONSE: See Section J, Attachment J-1503040-03 provides building numbers for each pool that can identified on a base map obtained at the pass and ID office. For pools located in sites that are restricted the contractor will be escorted to those pools.

8. QUESTION:

Is the desire for the contractor to be responsible for maintaining the pool’s water chemistry, balancing, and systems when the pools are open daily, or will the MWR staff onsite handle and be responsible for chemical balancing?

RESPONSE: See the performance standards listed in Section C, Annex 1503040, Sections:

(3.1 Pool Operator Maintenance), and Sec (3.1.1 Water Treatment) stating the below that indicates daily service or at a minimum full responsibility for chemical balance be on the contractor.

9. QUESTION:

“The contractor shall maintain swimming pool water quality per standards specified in Chapter 4, Section Il of NAVMED P- 5010-4, Swimming Pools and bathing places. The contractor shall conduct and document water quality tests and submit water analysis reports per Section F.

- This basically states that the contractor is responsible for ensuring that at all times during pool operations the pools have to adhere to NAVMED P-5010-4, which lists in Appendix E chemical requirements that have to be maintained at all times for the pool to be open. Due to this, we read the PWS/requirements as being the contractor has to manage the chemicals in the pools daily, and visit the pools much more than on Mondays.

Water quality is continuously maintained during periods of pool operation.”

The standard on comparable contracts is the pool maintenance company handles the end-to-end accountability for the pool systems and their performance within the pool water, to ensure the safety of swimmers from a water treatment perspective. This at a minimum requires 3x/week maintenance visits, but the standard at other bases and City pools is 5- 6x/week. In an effort to understand the current operation, it was said by MWR that the current contractor only services the equipment during the season on Mondays, which requires MWR to step in to handle chemicals.

The revised Section J says service will be provided only during the offseason and seasonal startup, but states “check and add chemicals to properly balance water” and for frequency of this it states “as-needed”. Are we providing any service during the open season of the outdoor pools, or only when they are closed?

RESPONSE: See Section J, Attachment J-1503040-04 for the sample Contactor Daily Report. Section J, Attachment J-1503040-05 includes Seasonal Start - up/Shutdown and off – Season Maintenance. Per Section C, Annex 1503040 and Section F Spec Item 3.1.1, the Analysis Report will be submitted monthly. As referenced in Section C, Annex 1503040, spec item 3.1.1, the contractor is expected to maintain water quality continuously during periods of pool operation. MWR will perform their required duty.

10. QUESTION:

For example, the Dam Neck indoor pool is listed as a year-round operation with no startup or shutdown, but is listed in this scope, so do we provide service here as they do not have any seasonal start up or shutdown?

RESPONSE: See Section J, Attachment J-1503040-07 regarding the Dam Neck Pool. This pool does not shutdown for the season.

11. QUESTION:

Is the contractor responsible for vacuuming the outdoor and/or indoor pools, or do the lifeguards/staff perform this scope?

RESPONSE: See Section C, Annex 1503040, Spec Item 2 - Recurring work:

Contractor shall perform other services to ensure proper maintenance and operations throughout the year. Applicable regulations include NAVMED P-5010-4

Condition of pools and operations meet the requirements for operational and non-operational periods.

The Contractor shall perform vacuuming of pools as listed in Section J, Attachment J- 1503040-05.

12. QUESTION:

Pending the answers to questions 1 & 2, Can an alternate PM also be the Environmental Manager? We do not want to exceed the budget by having a PM, Quality Manager/SSHO and an Environmental manager if not required by NAVFAC from a financial cost perspective

RESPONSE: Per Section C, Annex 0200000, Section 2.7.1.2 - Quality Manager) The Quality Manager or designated alternate shall have at least three years of experience in preparing and enforcing QMS programs on contracts of similar size, scope and complexity.

The Quality Manager or designated alternate may be the same person as the SSHO.

13. QUESTION:

Is the contractor responsible for making repairs as-needed/quoted, or is the base Desiring there to be a limit of liability for the chosen contractor to be able to quickly perform repairs that are under that threshold at their cost in order to eliminate potential downtime due to smaller items breaking?

RESPONSE: The Contactor will notify the Government for work above the recurring work limitations.

Refer to Section C, Annex 0200000, Spec Item 2.14.1 for requirements. the Contractor will follow Section C, Annex 0100000, Annex 0200000, and Annex 1502030 requirements.

14. QUESTION:

In regards to: Schedule 1503040

3.1 daily maintenance and reports

Schedule 1503040

3.1 - 3.1.1 States; “contractor shall perform pool operator maintenance services. Submit a daily report per section F”. This section implies daily water treatment and oversight.

1.1-1.1 States MWR is responsible for the daily operation of the pool. Which was confirmed at site visit. Spec states “contractor shall maintain swimming pool water quality per standards…”

I am concerned about a patent ambiguity and do not want to stumble on that when submitting my bid.

15. QUESTION:

What is the intent of the contract? To provide daily pool water testing and maintenance, per Spec 3.1, or provide performance-based pool water maintenance, Ie; the contractor's responsibility to determine what the maintenance schedule is based on the needs and performance standards set by the contract holder.

RESPONSE: This is a performance-based contract, See Section J, Attachment J-1503040- 03, and Section C, Annex 0200000 and 1503040 for responsibilities as stated.

16. QUESTION:

Is there an incumbent contractor for this contract?

RESPONSE: The current incumbent is Mechanical Resources, Inc.

17. QUESTION:

Is this a brand new contract or is it incumbent in place? if yes, could you please share their awards number?

RESPONSE: The current contract is N4008519D9033.
