AMENDMENT 0002
SOLICITATION # N4008523R2897
Regional Facility Investment Services for Regional Training Pools at Norfolk Naval Shipyard, Portsmouth, Virginia, Little Creek Naval Amphibious Base, Virginia Beach, Virginia, Oceana Naval Air Station, Virginia Beach, Virginia, Dam Neck Annex, Virginia Beach, Virginia.
AMENDMENT 0002
1. QUESTION:
What is the timeframe that The Government will provide to allow for clarification questions following the posting of answers to the initial questions received from vendors? Given the complexity of the requirements, a single round of Q&A is unlikely to resolve all questions and it is in the interest of The Government to address all vendor questions so that vendors can reduce risk and provide the most competitive proposals.
RESPONSE: See Section L – Instructions, Conditions and Notices to Bidders, L.2 Inquiries
2. QUESTION:
How and when can vendors inspect all of the pools that are a part of this solicitation? Similar to the comments above, there will be a great deal of vendor risk without the opportunity to view the condition of the facilities that will be maintained under this contract.
RESPONSE: Per Solicitation N4008523R2897, Amendment 0001, Section L - Instructions, Conditions and Notices to Bidders, L.5 – Site Visit, a site visit was conducted on 25 July 2024.
3. QUESTION:
What is the meaning of “pressure washing pool surfaces” in Section J-1503040-05, paragraph A.1.b of the posted “1503040 J Facility Investment.pdf” file? That requirement could imply draining of the pool.
RESPONSE: Pressure washing will include pool aprons and sidewalks. If Pressure washing of the pool is needed, the contractor will be notified.
4. QUESTION:
How can paragraph A.3.g in Section J-1503040-05 of the posted “1503040 J Facility Investment.pdf” file be amended so that vendors can understand the time and effort necessary to fulfill this requirement? Deletion of this requirement should be considered as the current requirement is both uncertain and limitless and places a great deal of risk on vendors.
RESPONSE: This is a performance based contract, the Offeror is responsible for determining the time and effort required to perform the services as described in the Performance Work Statement
(PWS).
5. QUESTION:
What is the date before which a contractor may not commence work? Paragraph A.3.g in Section J- 1503040-05 of the posted “1503040 J Facility Investment.pdf” file only indicates a required completion date of May 1 but does not state when vendors may begin work.
RESPONSE: See Section F – Deliveries or Performance, F.2 – Performance Period of Contract.
6. QUESTION:
Where can the "MIL-HDBK 1037/1” document or reference be found? Although there are multiple references to the "MIL-HDBK 1037/1” item in posted solicitation documents, nothing that substantiates the "MIL-HDBK 1037/1” has been found at https://sam.gov/opp/77e40089099b410f97a20f8d6e1f32e9/view.
RESPONSE: See Amendment 0002 for revised documents.
